Job Summary:

The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.
The Project Engineer (Civil) will support the Gateway Development Commission (GDC) and its Delivery Partner team in the design, construction, and delivery of the Hudson Tunnel Project (HTP). This mid-level role is responsible for technical coordination, field engineering, project controls, and compliance with regulatory and quality standards.
Key Responsibilities:
Technical Coordination & Field Engineering
* Assist with design reviews, resolve technical issues, and coordinate design change documentation.
* Provide technical support during construction, review contractor submittals, and monitor progress against milestones.
* Facilitate communication among stakeholders, schedule meetings, and assist with project documentation, including drawings and specifications.

Technical Coordination & Field Engineering

Job Description
We're hiring a Senior Civil Project Engineer to lead complex civilengineering projects in our growing New York office, located in Tribeca. This senior-level role is ideal for an engineer ready to take full ownership of project delivery, strengthen and expand client relationships, and help drive the continued growth of our practice.
At KPFF, you'll manage diverse projects from start to finish, mentor a talented team, and play an active role in developing new business, all while leveraging KPFF's strong reputation in the AEC industry. This is a hybrid role, with an expectation of being in the office three days a week for client meetings, collaboration, and professional development. While we offer flexibility, this is not a fully remote position. In-person time is especially important for building client trust, mentoring staff, and strengthening team relationships.
What You'll Be Doing
Serve as the primary point of contact for clients, ensuring strong relationships and successful project outcomes.
Lead project delivery from proposal to completion, managing schedules, budgets, contracts, and quality.
Drive business development by pursuing new opportunities, writing proposals, and expanding KPFF's client base.
Oversee and review technical design work for site development and infrastructure projects.
Navigate New York and New Jersey permitting, zoning, and agency coordination (e.g., DOB, DEP, DOT, and local utilities) to ensure compliance and smooth approvals.
Collaborate with contractors, consultants, and public agencies to coordinate all aspects of project execution.
Mentor, train, and guide engineers at all levels, fostering technical excellence and professional growth.
Represent KPFF in client meetings, industry events, and professional organizations, contributing to the growth and visibility of the New York office.
Qualifications
Bachelor's degree in CivilEngineering (Master's a plus).
PE license
8+ years of civilengineering experience, with a proven track record managing site development and infrastructure projects.
Demonstrated success in business development, including client relationship management and securing new work.
Advanced knowledge of New York and New Jersey permitting, codes, and regulatory processes, with experience guiding teams through agency approvals.
Proficiency with AutoCAD and Civil 3D.
Strong leadership skills and confidence managing teams, projects, and client expectations.
Excellent communication skills and a collaborative approach to problem-solving.
Ability to work in the New York office for at least three days to participate in client meetings, team collaboration, and professional development.
Physical Demands
Duties are primarily conducted in a standard office setting, requiring prolonged periods of sitting at a desk or computer.
Occasionally may be required to lift objects up to 15 lbs.
Occasional visits to project and construction sites may involve walking, standing, kneeling, or navigating uneven terrain.
Travel to project sites or client meetings, which may involve driving or public transit.
Additional Information
The expected salary range for this position is $130,000 - $170,000, aligned with candidates who bring at least 8 years of experience, proven project management skills, and business development success. Final compensation will also consider education, licensure, and overall skills. We also provide performance-based bonuses to recognize outstanding contributions.
