SUMMARY
This role of Project Manager is responsible for the overall results of Commercial Land Development projects. The successful candidate will be accountable for project performance, ensuring quality control on deliverables, ability to develop relationships with new clients, and maintaining strong client relationships with existing clients through quality deliverables and professional service. This role provides direction and guidance to engineers and technicians assigned to the project manager's team. This role reports to the Land Development Business Unit Leader.
ACCOUNTABILITIES
* Leads project coordination meetings with internal team members and external design partners
* Conducts quality assurance and quality control on own projects
* Coordinate all aspects of project life cycle, including clients/owners, design teams, internal staff and all other necessary resources
* Prepare and manage project schedules, project plans and project budgets
* Prepare project billing/invoices and follow up with clients to ensure timely receipt of payment
* Develop business relationships with new and existing clients
* Provide direction to technical staff on project issues and general engineering principles including Project Engineers, EIT's and Designers
* Actively participate in the career development of staff
* Be an ambassador for the Company at industry events and conferences
* Participate in new project interviews
* Participate in the execution of Company strategic initiatives
* Prepare and negotiate scopes of work, schedules and fee proposals
* Evaluate company practices and processes to provide input for continuous improvement
* Conduct lessons learned meetings
CAPABILITIES AND CREDENTIALS
* Strong understanding of civilengineering design, plan set and specification preparation and obtaining agency approvals
* Strong business relationships with Arizona clients at the local, county and state level that can be used to develop business

EDUCATION AND EXPERIENCE

* Minimum 5 years of Project Management experience in Commercial Land Development (preferred that this experience is in Arizona)

Duties and Responsibilities:

- Perform programming for the accomplishment of Facilities Sustainment, Restoration and Modernization (FSRM), decentralized Facilities Sustainment, Restoration and Modernization (dFSRM), military construction (MILCON), customer-funded, mission partner, and/or operations and maintenance (O&M) programs/projects.
- Ensure federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design, and construction of real property facilities.
- Use computers/computer software such as information management programs, computer-aided design and drafting (CADD) programs, and project tracking programs to solve engineering/architectural problems and facilitate work.
- Determine a proposed project's validity, feasibility, achievability, and efficiency based on constraints related to scheduling, cost, manpower, etc.
- Perform a wide range of engineering duties related to O&M functions to encompass the maintenance, repair, upgrade, and operation of infrastructure facilities and utilities.
- Work with organizational managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs/projects.
- Assist in coordinating and attending all project development meetings, contract review meetings, pre-construction meetings, site visits, and other pertinent meetings to coordinate information with installation activities.

- Bachelor's degree in engineering or architecture and 5+ years of experience as a design engineer or project manager.

* Support the construction/ operational team for surface and underground work. Qualifications
Undergraduate degree in Engineering, Business Administration (Accounting, Management or Finance), Construction Management or related field. Equivalent experience in a construction-related position will also be considered.
Must be willing to travel and relocate. Project sites are located domestically and internationally, so relocation and/or travel are required.

Responsibilities
High level of involvement in the operations of our cost control system and analysis of construction costs.
Participate in monthly forecasting revenue and costs accruals.
Accumulate all necessary data and prepare monthly pay estimates.
Process and estimate change orders and Requests for Information as directed by Project Manager.
Coordinate and schedule shop drawings and submittals.
Maintain a complete and current record of submittals, approvals, and resubmittals, including a file of letters of transmittal and dates of each transaction.
Process/manage material deliveries - ensure that materials received are properly inspected for quantity and quality and in compliance with Contract documents.
Manage and negotiate subcontractor and material contracts.

Is the technical source of information for the project and should have a thorough knowledge of the construction documents, subcontracts, and purchase orders. Responds to questions about drawings, specifications, shop drawings, and change orders. Maintains an effective and professional working relationship with owners, architects, engineers, subcontractors, and suppliers. May assist with the supervision and/or training of Field Engineers. This position includes three 'steps' (I, II, and Senior), which provide for a progression of skill and experience. Step I is the entry level for individuals with a minimum of experience in this position. Step II is used for employees with 3 years of experience in this position, or with experience on larger and more complex projects. The 'Senior' step is used for employees with more than 6 years of experience and/or experience on significantly larger or more complex projects.
Key Responsibilities
1. Demonstrates an understanding of the components of the project management plan (PMP) including the project scope management plan, procurement plan, environmental plan, time management plan, financial plan, quality management and safety plans and risk management plan to ensure successful project execution. Demonstrates a thorough understanding of the change management process.
2. Develops a procurement schedule and integrates it with the project CPM schedule. Procures necessary material and equipment. Coordinates submittals with other trades. Reviews all submittals for compliance with the contract documents.
3. Develops an understanding of the prime contract, subcontracts, purchase order agreements, and allowance items as well as contract drawings and specifications. Administers elements of the processes involved in budgeting and controlling costs so that the project can be completed within the approved budget. Demonstrates business acumen within area of responsibility.
4. Maintains "As-built" contract documents. Compiles close-out requirements, including operation and maintenance manuals, warranties, and other job specific items required by the specifications.
5. May participate in concrete form design and related equipment selection and will participates in takeoffs
for concrete, asphalt concrete, earthwork, and utilities as required.
6. Plans, acquires, develops and supervises members of the project team to ensure relentless execution of the project.
7. Prepares and maintains quantity reporting mechanisms and coordinates agendas and prepares minutes for all meetings as well as maintaining various project logs.
8. Prepares and reviews change orders, including time extensions, with the appropriate personnel before submittal to the owner. Maintains the change order log and, upon receipt of executed change orders, distributes documents as required to company and subcontractor field personnel. Prepares cost control budget adjustments and executes in a timely manner.
9. Prevents claims, identify potential claims, quantify, mitigate/resolve the effects of those that do occur on a timely basis.
Minimum Job Requirements
1. An advanced knowledge of construction engineering technology, codes, standards, etc., plus in depth
understanding of the interdependence and relationship between other functional units, is required.
2. Four-year construction related degree or equivalent technical training and related experience, plus a minimum of three to four years of similar construction engineering experience.
3. Must possess excellent communication and interpersonal skills, plus demonstrated ability to manage a team of varied disciplines. Should have the skill/ability to supervise and/or train Field Engineer positions if so required.
