Overview: IBTCI is seeking a Construction and Engineer, Program Design Specialist to support a proposed task order aimed at enhancing the Office of Security Assistance (PM/SA) s capacity to provide effective program management, design, monitoring and security assistance oversight. PM/SA oversees U.S. foreign assistance programs aimed at building partner military capacity to advance U.S. foreign policy. The Office currently manages three security assistance accounts: Foreign Military Financing (FMF), International Military Education and Training (IMET), and the National Security Engagement Account (NSEA) (formerly Peacekeeping Operations (PKO)). Additionally, the Office provides concurrence authority for the U.S. Department of War (DOW) s security assistance programs under U.S.C. Title 10 ( Title 10 programs ). The PM Bureau s need to provide consistent oversight of U.S. security assistance programs is vital. Responsibilities
Position Summary: The Construction and Engineer, Program Design Specialist will serve as core member of CTP's embedded team within the U.S. Department of State's Bureau of Political-Military Affairs (PM/SA). S/he will support the quality assurance and effective delivery of large-scale engineering and construction projects, including base camps, airfields, utilities, and other mission-critical installations. The Construction and Engineer, Program Design Specialist ensures projects are delivered cost-effectively, on schedule, and in compliance with all applicable codes and standards. This position is contingent upon contract award.
General Duties and Responsibilities:
Lead and support risk management, monitoring and evaluation (M&E), and engineering assessments for complex construction programs.
Oversee and advise on program design, including Design-Build and Design-Bid-Build methodologies, remote-site construction, and partner-nation capacity support.
Conduct technical evaluations, develop Independent Government Cost Estimates (IGCEs), and support the development of Statements of Work (SOW) and Performance Work Statements (PWS).
Ensure quality assurance/quality control (QA/QC) and code compliance (e.g. International Building Code, National Fire Protection Association, and National Electric Code) across multiple concurrent projects.
Provide expert oversight of schedule and cost control, risk and performance management, and multi-project coordination with diverse stakeholders.
Support the development and implementation of monitoring and evaluation frameworks tailored to construction and infrastructure programs.
Advise on overseas infrastructure delivery, ensuring alignment with U.S. Government standards and host nation requirements.
Prepare and present reports, briefings, and recommendations to senior leadership and interagency partners.
Qualifications
Minimum Education and Experience
Bachelor's Degree in Engineering, Construction Management, Architecture, or a related field.
At least 8-10 years of progressively responsible experience in leading complex U.S. Government task orders, major capital projects, and overseas infrastructure programs.
Demonstrated expertise in:
Program design and construction program management
Monitoring & Evaluation (M&E) for construction projects
Risk and performance management
Schedule and cost control
Technical evaluations and IGCE development
SOW/PWS writing and requirements definition
Overseas infrastructure delivery
QA/QC and code compliance
Multi-project oversight and stakeholder coordination
Required Skills and Competencies:
Strong leadership and project management skills, with the ability to manage multiple large-scale projects simultaneously.
In-depth knowledge of USG construction standards, regulations, and procurement processes.

ESSENTIAL JOB RESPONSIBILITIES
The Design Engineer III will rely on extensive experience and judgment to plan and accomplish goals while performing a variety of complex tasks in the following areas:
Applies standard engineering practices and techniques, including innovative methodologies, to provide effective solutions to problems involving a wide number of variables.

- GPA requirement of 3.0 or higher required (provide current unofficial transcript document on submission).
- Excellent communication, presentation and customer interface skills required.
- Ability to work effectively and cooperatively in both individual and team environment.
- Must be able to coordinate work between multiple project disciplines.
- Ability to manage and prioritize multiple projects without missing deadlines or sacrificing accuracy.
- Must be self-motivated, demonstrate initiative, and be able to work independently or with minimal supervision.
- Work schedule Monday-Friday availability throughout the summer semester.
- Housing accommodations or stipend allowance not provided.
- Requires own transportation to and from work location as there is no public transportation available.
- Summer internship positions are expected to be performed onsite at on Kennedy Space Center; remote work is at supervisor's discretion.
- If offered position, proof of US Citizenship or Green card holder required.
- Must have the ability to obtain and maintain a security clearance, if necessary.
**Physical Requirements**
- Will be required to climb stairs to access equipment for trouble shooting.
- Will be required to wear hearing protection, eye protection, and other associated personal protective equipment.
- Position may involve extended periods of sitting or standing.
- Physical requirements are sitting, walking, standing, extensive use of stairs, and access to remote structures.
- Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.
**Work Environment**
- Will be required to work inside and outside throughout the test complex.
- Position may require individual to travel daily to different areas on site.
- Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand, is required to access various locations on the facility.
- Climbing ladders and platforms may be necessary.
- All work must be completed in a safe manner in accordance with NASA and company safety standards.
**Equipment and Machines**
- Computers and printers used for producing reports and schedules.
- Variety of equipment used in research.
**Attendance**
- Full-time work hours between Monday and Friday.
- Position may require occasional overtime, including weekend work, depending on task.
- Must be dependable and punctual.
- Shift work may be required.
**Other Essential Functions**
- Must be able to accurately communicate ideas in writing and verbal communication.
- Must be able to travel to support position requirements. This may include travel to and from customer location, which may involve airline travel. In some cases, accommodations can be made for POV, if necessary.
- Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
- Must comply with all "drug free workplace" requirements as mandated by directives issued by the appropriate federal contracting officer and the company, which requires drug testing for use of illegal drugs by employees in sensitive positions.
- Government security clearance may be required in the future.
- Must maintain a positive work atmosphere by behaving and communicating in a manner that fosters good relations with customers, clients, co-workers, and management.
