HOW YOU WILL MAKE AN IMPACT:
A WISe Mental Health Clinician works with youth and families enrolled in the WISeprogram and functions as a core member of a collaborative care team. The Mental Health Clinician provides mental health services, incorporating evidence-based practices, that focus on the strengths of youth and families served, and partners with youth, family, natural supports and other community service providers to promote safe, stable and healthy families. This position provides community-based services, including meetings occurring in the family's home or community setting of their choice. This position requires the ability to work flexible hours includingevenings. Individuals in this position may optionally participate in 24/7 On-Call availability on a rotating basis.
Maintain a caseload of up to 25 youth and their families
Provide culturally appropriate, trauma-informed mental health services, including individual, group and family treatment, to youth and families with complex needs.
As a member of a WISe team, the Mental Health Clinician works in close collaboration with Care Coordinators and Parent /Youth Partners to identify goals, assess strengths and needs, and coordinate access to community resources.
Attend and participate in Child and Family Team (CFT) meetings. When unable to attend, the clinician will provide the Care Coordinator with updates on progress and other relevant information in advance.
Conduct mental health screenings and assessments to determine treatment needs.
Facilitate youth/family participation in the development of strengths based treatment plans and implement goals and objectives identified on the WISe Cross Systems of Care Plan.
Deliver clinical services using evidenced based practice models.
Identify potential barriers to participation such as transportation needs and work schedules. Collaborate with the youth, family, and other team members to identify solutions to remove barriers and meaningfully engage the youth and family in treatment.
Flexibly schedule therapy sessions with the youth and family to meet their needs for frequency, date/time, and location.
Approach responsibilities with a high degree of flexibility, including the ability to shift quickly from various tasks based on the needs of the youth and family.
Maintains strong working relationships with outside agencies, i.e. medical clinics, hospitals, DCYF, schools and other agencies, as appropriate, to ensure continuity of care for individuals served.
Monitor the individual's risk to self, others, property and grave disability. Communicate safety concerns immediately to all WISe team members and take appropriate steps based on agency policy.
Model and encourage direct, professional communication among staff members.
Demonstrate awareness and sensitivity in the delivery of client services as it relates to the cultural and socioeconomic characteristics of the populations served.
Stay up to date in knowledge and skills in the field.

HOW YOU WILL BE A GREAT FIT:

Under the general supervision of the Mental Health Clinical Supervisor the Mental Health Therapist offers assessment, diagnosis, and therapeutic interventions to meet client driven goals which assist with managing mental health symptoms and psychosocial issues. An autonomous role that coordinates, negotiates, procures services and resources for, and manages the care of complex patients to facilitate stabilization and maintaining the most optimum living conditions for the client in the least restrictive setting. Provides clinically based and empirically supported therapeutic interventions and care coordination to facilitate the stabilization and management of mentally ill clients and assists in the identification of appropriate utilization of resources across the continuum of care. Unmet needs of clients and the community will be evaluated and responded appropriately by creating group opportunities, psychoeducation, community outreach and other duties as needed. Ensures clients have access to crisis services via 24 hour on call services.
When hospitalized in an inpatient setting the clinician will coordinate with discharge planning so the client can successfully transition back to an outpatient provider

Minimum Education: Master of Social Work required. Completion of a Council on Social Work Education (CSWE) accredited MSW program required.

DESCRIPTION
The Umatilla Crisis Supervisor, under the supervision of the Crisis Manger, is responsible for the day to day oversight and supervision of Umatilla County based crisis workers and crisis dispatchers. The Umatilla Crisis Supervisor plans, assigns, directs and reviews the work of assigned staff. They ensure that the relevant Oregon Administrative Rules (OAR's) are adhered to, monitors quality assurance, and develops and monitors treatment protocols. The Umatilla Crisis Supervisor may respond as a backup to crisis calls during non-traditional work hours.

This position directly supervises Umatilla based Crisis Workers and crisis dispatchers.
RESPONSIBILITIES
Oversees day to day operations of Umatilla county based crisis work.
Provide clinical supervision and oversight to assigned staff. Ensures that care is of the highest clinical standards and consistent with CCS philosophy and policy.
Ensure that staff are apprised of current evidence-based practices (EBP's), implements EBP's, and ensures that the agency is meeting or exceeding standards of good clinical outcomes.
Ensures that all paperwork by staff is completed in a professional and timely manner, and provide supervision when this goal is not being met.
Ensures the quality of clinical work is superior and completed in a professional manner, and provide supervision when this goal is not being met.
Assists with crisis consultation agency-wide to include investigations and examinations.
Provide after-hours emergency services on a 24 hour, rotating basis to adults and children. This includes telephone consultation and crisis intervention in the community. May also participate in the back up on call supervisory rotation on a 24 hour rotating basis. Assists the Crisis Manager in arranging monthly crisis rotation schedules in a timely manner.
Reviews and signs all assessments and treatment plans as assigned by the supervisor. Ensures knowledge and application of CCS personnel policies and procedures.
This position recruits, hires and trains new staff. They provide supervision and conduct performance evaluations. They follow policies for employee discipline and termination when necessary. Works to resolve conflict as appropriate and provides positive leadership.
When necessary, in consultation with Clinical Manager, Clinical Director and/or the Executive Director, engage in disciplinary actions.
Report all cases of abuse or neglect to the proper agency, or ensure that all cases are reported. Provide follow up and completes all investigative reports when required, as well as implementing safety plans. Become a Protective Service Investigator.
Initiate holds, provide civil commitment investigations, and work with the hospitals, case workers and the state and other individuals/agencies for all individuals in the civil commitment process.
Provide utilization management for adults and children needing to access higher levels of care.
Schedule and participate in meetings with other agencies to ensure continuity of service delivery and ensure that CCS is highly regarded by other community partners.
This position will maintain a caseload. This position will provide quality individual, group and family counseling services. Ensure that all paperwork is professional and timely.
Follow the grievance process for customer complaints and work diligently to resolve complaints.
Ensure that the agency is meeting or exceeding all of the requirements for the relevant OAR's, as well as the clinical contractual requirements as required by Greater Oregon Behavioral Health (GOBHI) and other mental health organizations.
Ensure that clients are scheduled in a timely manner.
Responsible for ensuring staff coverage by overseeing vacations, sick leave, training, etc. Consult with prescribers to coordinate medical treatment.
Work with Quality Assurance Coordinator to ensure that staff are meeting quality assurance standards. When requested, participate in internal administrative meetings. Hold regular clinical staff meetings.
Communicate with members of the public to coordinate work programs, inform the public about our services, and speak with groups about our services and/or specific areas of mental health and alcohol/drug programs.
Serve on various boards or committees in the community as it relates to program
Assist Office Manager in ensuring that there is a good working relationship between clerical and clinical staff and lines of communication are kept open.
Administer forms for urinalysis testing (UA's), provide accurate information on the UA's to clients, in some cases observes the UA, and record all pertinent information.
Transport customers as needed.
May be asked to participate in back up on call rotation for crisis services.
Other duties as assigned.
Requirements
QUALIFICATIONS
Education and/or Experience
Umatilla Clinical Supervisor I - Master's degree from an accredited university in psychology, sociology or other human services related field and have 2 years of post-grad experience in the delivery of clinical services. Preferred supervisor & Crisis experience.
Umatilla Clinical Supervisor II - Licensed (LCSW, LPC, LMFT) with 4 years' experience in delivery of clinical services.
Prefer 3 years' experience being a supervisor in crisis related field.
Certifications
Certified Mental Health Investigator, or ability to obtain certification. Certified Protective Services Investigator, or ability to obtain certification. Certified Mental Health Examiner, or ability to obtain certification.
If this position is not a Licensed Professional Counselor, Licensed ClinicalSocialWorker or a Ph. D., the position needs to obtain their Certified Alcohol and Drug Counselor certification.

The Substance Abuse Recovery Unit (SARU) is responsible for the implementation of evidence-based practices and operational support to facilitate individual participation in promising practices/programs designed to decrease recidivism, which increases staff, incarcerated individual, and public safety.
The Department of Corrections, in collaboration with its criminal justice partners, will contribute to staff and community safety and hold incarcerated individuals accountable by conducting appropriate substance use disorder assessments and treatment to assess the risk and needs of the population and by providing services to address the risks and needs across the continuum in the least restrictive setting needed to ensure protection of staff, incarcerated individuals and public.
This position will work in the capacity as a licensed Substance Use Disorder Treatment Counselor, providing assessments (using DOC 14-040 Substance Use Disorder Assessment), Level 3.3 Substance Use Disorder Treatment services in accordance with the ASAM Criteria Manual, the Diagnostic and Statistical Manual of Mental Disorders, 5th Edition (DSM-5), and the Washington State Administrative Code (WAC's). Substance Use Disorder assessments and treatment are based on nationally recognized assessment and treatment criteria. This position requires, by state law (WAC ************ (1)(b)), specialized training, DOH certification, and client case management to include maintaining treatment records law WAC's and Federal Confidentiality laws 42 CFR Part 2. This is an expert level position within the SARU treatment program which advises the SARU Program Administrator, SARU Correctional Program Manager, and SARU Corrections Specialist 3, and executive leadership within the Department of Corrections regarding substance use disorder assessment and treatment. Assessment and treatment outcomes may be utilized by executive level representatives from all divisions within the Department of Corrections. The TC Specialist functions under limited supervision and routinely makes independent judgement/interpretations working in multi-dimensional assessment and treatment dynamics. In addition, this position responds to both external and internal stakeholders on behalf of SARU regarding treatment progress and compliance.

Required qualifications:

Provides some individual and group counseling and education and support to clients and families, skills training and outreach to client homes. Acts as liaison and provides consultation, education and information to community agencies that routinely come in contact with individuals with mental or emotional disturbances. Make diagnoses. Acts as program coordinator by assisting with program planning activities. Screens clients for program eligibility and conduct comprehensive evaluations resulting in a DSM IV diagnosis. Develops diagnostic evaluations and treatment plans for clients which includes delivery of appropriate services as defined in the detailed treatment plan. May provide consultation for chemical dependency problems, education and training for other program staff and community agencies and groups. May provide clinical review of work by other clinicians or subcontracted programs.
Language Skills: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public. Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
Education and/or Experience: This is a journey level professional counseling position with an M.A. degree plus two years of experience or an equivalent combination of education and experience. Provides individual, group and family counseling or equivalent experience.
