DESCRIPTION
Provides culturally competent and appropriate behavioral health treatment to people served by Community Counseling Solutions. The position provides the treatment in accordance with the Oregon Administrative Rules (OAR's) and the mission and values of CCS. This position provides prompt and thorough assessment, evaluation, and intervention via telephone or in person, and provides written and verbal communication where indicated. The position works closely with other involved community partners and is professional in all aspects of service delivery. Additionally, this position assists administration in meeting the behavioral health needs of the community.

RESPONSIBILITIES
• Demonstrate ability to assimilate data from a wide range of observations, and use various clinical techniques and skills in gathering the client's personal, family, medical, and psychiatric histories.
• Establish short-term goals with clients, provide follow-up services as needed, and make appropriate/expeditious referrals.
• Provide home visits and other outreach services to schools and other agencies/providers that are necessary and appropriate.
• Thoroughly screen referrals to assure proper utilization of Outpatient Services.
• Promptly and accurately complete clinical records and all collateral forms as necessary and required.
• Arrange for hospitalization of clients, either on a voluntary or involuntary basis, and thoroughly assess to assure that it is the least restrictive alternative. In facilitating a patient's admission, Crisis Worker must accurately assess for special needs and alert other staff and/or physician to the apparent needs of the patient. Crisis Worker will act expeditiously in assisting police and all community agencies, including hospital staff.
• Arrange emergency/temporary placement as appropriate.
• Will work as part of a mental health emergency response team and avail themselves to work various non-traditional work hours covering call-offs when feasible.
• Cooperate with all referral sources and will provide assistance, directions, and feedback as necessary and appropriate.
• Provide consultation services to hospital departments and other providers as necessary and appropriate.

• If varianced, provide clinical services to children, adults and families. This would include but is not limited to screening, assessment, individual and group therapy, consultation, and all other allowed clinical services.
• Actively participate in joint case planning and coordination with agency employees and relevant agency contractors. Act as a liaison between clients and other agencies. Act as a client advocate when appropriate.
• Actively participate in group and individual supervision sessions.
• Work with other staff and community representatives to initiate new programs, reviews, evaluates and revises existing programs as necessary.
• Perform joint case planning and coordination in areas of behavioral health with other community agencies including but not limited to: schools, group homes, police organizations, district attorney's offices, courts, community clinics and hospitals and other agencies in the Department of Human Services.
• Provide behavioral health and addiction education, prevention and information to various interest groups.
• Provide after hours emergency services on a 24 hour, rotating basis to adults. This includes telephone consultation and crisis intervention in the community. If varianced, provides same services to children.
• If varianced, initiate holds, provide civil commitment investigations, and work with the hospitals, case workers and the state and other individuals/agencies for all individuals in the civil commitment process.
• Complete all paperwork in a way that is professional, clinically sound and timely as prescribed by the OAR's and other pertinent guidelines. Required to ensure that all paperwork is present, and/or the client record is well maintained.
• Attend trainings, meetings, conferences, etc. as directed by administration and use the information gathered to benefit the agency and the customers.
• Assist other clinicians in the facilitation of groups as requested.
• If varianced, provide intensive children's treatment services.
• Utilize agency software/computer systems to prepare current client records of treatment and reports as necessary and required.
• Transports clients as required
• Administer forms for urinalysis testing (UA's), provide accurate information on the UA's to clients, in some cases observes the UA, and record all pertinent information.
• Must report all abuse to appropriate legal office, complete all necessary paperwork and investigations, and develop safety plans as required.

QUALIFICATIONS
Education and/or Experience
A Master's degree from an accredited college in social work, psychology or other human service related field is required.
Certifications
Must have or be able to obtain certification from the Department of Human Services as a Certified Mental Health Investigator.
Must have or be able to obtain Certified Alcohol and Drug Counselor designation or Certified Gambling Addiction Counselor designation.
MHS II - Must possess bachelors degree and enrolled or willing to enroll in a Masters program within 4 months of hire.

CRIMINAL BACKGROUND CHECKS
Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.

Must show proof of $300,000 or more liability coverage for bodily injury and $100,000 or more in property damage, and maintain said level of coverage for the duration of employment at CCS.
The employee's insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS.
PHYSICAL DEMANDS

Qualifications
Clinical Psychologist Requirements:

Experience Preferred: One year's clinical experience working within a multidisciplinary team in primary care or other medical settings, providing diagnostic and psychological assessments for primary care-based positions. One year's clinical experience working with children, adolescents, and families in specialty behavioral health settings.

Responsibilities

HOW YOU WILL MAKE AN IMPACT:
A WISe Mental Health Clinician works with youth and families enrolled in the WISeprogram and functions as a core member of a collaborative care team. The Mental Health Clinician provides mental health services, incorporating evidence-based practices, that focus on the strengths of youth and families served, and partners with youth, family, natural supports and other community service providers to promote safe, stable and healthy families. This position provides community-based services, including meetings occurring in the family's home or community setting of their choice. This position requires the ability to work flexible hours includingevenings. Individuals in this position may optionally participate in 24/7 On-Call availability on a rotating basis.
Maintain a caseload of up to 25 youth and their families
Provide culturally appropriate, trauma-informed mental health services, including individual, group and family treatment, to youth and families with complex needs.
As a member of a WISe team, the Mental Health Clinician works in close collaboration with Care Coordinators and Parent /Youth Partners to identify goals, assess strengths and needs, and coordinate access to community resources.
Attend and participate in Child and Family Team (CFT) meetings. When unable to attend, the clinician will provide the Care Coordinator with updates on progress and other relevant information in advance.
Conduct mental health screenings and assessments to determine treatment needs.
Facilitate youth/family participation in the development of strengths based treatment plans and implement goals and objectives identified on the WISe Cross Systems of Care Plan.
Deliver clinical services using evidenced based practice models.
Identify potential barriers to participation such as transportation needs and work schedules. Collaborate with the youth, family, and other team members to identify solutions to remove barriers and meaningfully engage the youth and family in treatment.
Flexibly schedule therapy sessions with the youth and family to meet their needs for frequency, date/time, and location.
Approach responsibilities with a high degree of flexibility, including the ability to shift quickly from various tasks based on the needs of the youth and family.
Maintains strong working relationships with outside agencies, i.e. medical clinics, hospitals, DCYF, schools and other agencies, as appropriate, to ensure continuity of care for individuals served.

Under the general supervision of the Mental Health Clinical Supervisor the Mental Health Therapist offers assessment, diagnosis, and therapeutic interventions to meet client driven goals which assist with managing mental health symptoms and psychosocial issues. An autonomous role that coordinates, negotiates, procures services and resources for, and manages the care of complex patients to facilitate stabilization and maintaining the most optimum living conditions for the client in the least restrictive setting. The Substance Abuse Recovery Unit (SARU) is responsible for the implementation of evidence-based practices and operational support to facilitate individual participation in promising practices/programs designed to decrease recidivism, which increases staff, incarcerated individual, and public safety.
The Department of Corrections, in collaboration with its criminal justice partners, will contribute to staff and community safety and hold incarcerated individuals accountable by conducting appropriate substance use disorder assessments and treatment to assess the risk and needs of the population and by providing services to address the risks and needs across the continuum in the least restrictive setting needed to ensure protection of staff, incarcerated individuals and public.
This position will work in the capacity as a licensed Substance Use Disorder Treatment Counselor, providing assessments (using DOC 14-040 Substance Use Disorder Assessment), Level 3.3 Substance Use Disorder Treatment services in accordance with the ASAM Criteria Manual, the Diagnostic and Statistical Manual of Mental Disorders, 5th Edition (DSM-5), and the Washington State Administrative Code (WAC's). Master's or doctoral degree from a clinical track (e.g., MSW, MFT, MC, MMHC, PhD, PsyD)
Unrestricted LCSW, LMFT, LPC, PsyD, PhD, or equivalent license (i.e., able to work independently, without supervision from a licensed supervisor) without current, past, or pending disciplinary action
Experience and commitment to providing evidence-based treatments (e.g., ACT, CBT, CPT, DBT) and clinical best practices (e.g., measurement based care, promoting skills practice)
Ability to provide care to children, adults, couples, and/or families with a strong preference for in-person care delivery
Must have office space with ability to see clients in Washington area
Experience managing risk and responding to clinical crises, as needed
Full-time resident of the United States
