Position Summary
Infant and Early Childhood Mental Health (IECMH) Consultation is an indirect, multilevel service in which consultants' partner with the adults in young children's lives to build their capacity to foster healthy social-emotional development.[1] In this program, consultants partner with and support early childhood care and education providers, in center- and home-based settings.
IECMH Consultants receive specialized training to provide IECMH consultation through an evidence-based framework. This project's broad goals include reducing rates of suspension/expulsion from ECE settings, and more specifically to reduce race disparities in the rates of suspension/expulsion. Therefore, this position will require a strong commitment to equity, anti-bias, and anti-racist practices. Culturally specific and culturally responsive services are important to the success of the program. Consultants whose race, ethnicity, culture, and/or language are representative of the community served are strongly encouraged to apply.
The IECMH Consultant will work with their peers from CAIRO, and Black Parent Initiative, as well as Technical Assistance from Multnomah County CCR&R to serve licensed childcare centers, licensed group childcare homes, registered family childcare homes, childcare aides, and relative care providers in Multnomah County. The Consultant will develop collaborative relationships with parents, professionals, and organizations in the community who also serve infants, young children, and families. The IECMH Consultant will function as part of the CAIRO Workforce Development team, under the supervision of the Director of Workforce Development. Driving required.
RESPONSIBILITIES
Responsibilities include, but are not limited to, the following:
Providing relationship-based, preventive interventions to promote the mental health of infants and young children and address behaviors that put them at risk of suspension/expulsion from early learning and childcare settings.
Supporting ongoing communication with teachers/providers about early relational health and/or developmental concerns related to infants and young children.
Developing written intervention strategies and using a collaborative approach to assist providers with implementing strategies that promote infants' and young children's optimal social-emotional development.
Using independent judgment and discretion in setting daily priorities to complete tasks.
Demonstrating humility and sensitivity to racial, linguistic, cultural, social, economic, individual, and role differences between consultant and provider and between provider and the infant/young child & family.
Bringing observations and questions to supervision.
Adhering to all data and program requirements.
Making referrals for children and their families to appropriate outside services, as necessary.
When appropriate, providing group and individual training on overall social and emotional wellness, infant and early childhood development, trauma-informed care, attachment, self-care, and other related topics.
REQUIREMENTS
EDUCATION
Master's degree preferred (mental health, early childhood education, early childhood development, physical therapy, occupational therapy, speech & language pathologist, or other related discipline)
OR
Bachelor's degree in early childhood development, social work, or psychology plus at least 2 years of experience in a related infant/early childhood field
Individuals with no degree or an associate's degree and at least two years' experience in Infant and early childhood education will be considered.
CREDENTIAL
Endorsed (IMH-E or ECMH-E ) as Family Associate or Family Specialist or willingness to earn Endorsement as a Family Specialist within 2 years of hire (fees and time to complete application are covered)
TRAINING
All applicants will be offered and must be willing to complete advanced training about IECMH Consultation (time and fees covered)
Applicants with a mental health background will receive additional training in early childhood development and early childhood education
Applicants with a background in early childhood development or early childhood education will receive additional training in mental health
REQUIRED SKILLS
Bilingual in English and either Mandarin, Vietnamese, Arabic, Somali or Spanish is highly preferred.
Knowledge about inclusive practices in early childhood education for children with disabilities is highly preferred
Experience working children with IFSPs, developmental disabilities or medical needs is highly preferred

Position Information: The Longview Police Behavioral Health Unit (BHU), comprised of Crisis Response Specialists working under the general direction of a Police Sergeant, works in collaboration with police personnel to respond to incidents involving individuals that are experiencing a behavioral health crisis. Through this program, Crisis Response Specialists assist police officers with situational de-escalation and crisis intervention as co-responders. BHU resources also provide emergency responders with additional options to divert individuals to behavioral health resources as an alternative to incarceration which have not been readily available in the past. BHU members cultivate and maintain professional relationships with organizations in the community that provide behavioral health resources to direct and refer individuals to the appropriate community resources. These resources could include in-patient and outpatient mental health and SUD services, respite care, primary care clinics, and other support services. BHU members work closely with the department's Community Outreach Coordinator addressing individuals in crisis due to homelessness. BHU members also assist the department's Community Outreach Coordinator in following up on individuals who are in the Therapeutic Court program. In addition to responding with officers to incidents, the Crisis Response Specialists have access to view pending police calls for service within the computer-aided-dispatch system. When it is safe and appropriate, Crisis Response Specialists may respond to incidents involving community members experiencing a behavioral health crisis without a police officer present.
This position is Grant funded and is a limited duration position with the possibility of being extended.
Incumbents will be subject to passing an extensive pre-employment criminal background check.
* Provide rapid crisis interview & assessment to assist individuals with mental health, substance use, homelessness and other social service needs.

SUCCESS PROFILE

Insurance industry experience helpful, but not required.

The Behavioral Health Clinician is a member of the Metropolitan Pediatrics clinic staff, working in tandem with the clinic Medical Home care team to conduct assessments to evaluate the problem and utilize psycho/social health integration tools appropriate for the patient's illness, injury, disability, or current health status. GENERAL STATEMENT OF DUTIES
Mental Health Therapist 2:
Provide assessments and treatment of individuals and families, including groups; provides crisis assessment and intervention services and related duties as required. Primary responsibility of this class is to provide assessment and treatment services; crisis intervention, and treatment services, including intensive services, to individuals and their families with complex needs and diagnoses and/or to develop and implement specific services in the community.

Counseling to Crisis Clients
Provide counseling by telephone or in-person to individuals and/or their families or concerned others. Intervene with both children and adults. Presenting problems covering the full range of personal needs and include thoughts/plans or violence toward others, and major psychiatric illness. Because of the wide spectrum of presenting problems, it is necessary to have a comprehensive knowledge of psychopathology and to be able to draw upon a wide range of therapeutic strategies in counseling. This work is done at various locations each day, including the Salem, Silverton, and Santiam Hospital Emergency Departments, juvenile detention, community outreach and BHCC. Driving is required.
Assessment of Mental Status
Perform independent assessment of mental status, diagnosis, level of functioning, dangerousness, and specific needs for service. Screen individual for psychiatric hospitalization.
Planning Development
Develop plan with client/family to address immediate needs and plans to obtain services. If client is unwilling to seek services, make decisions regarding involuntary commitment based on dangerousness and ability to care for self.
Community Coordination
Maintain current knowledge of, and contact with, community agencies in order to make referrals appropriately. See that clients gain access to the services they need, and do follow-up work as needed, to make certain that client's needs are being met.

SUCCESS PROFILE

The Crisis Clinician works with a team to meet and assess needs as people come in the door. The work is varied, there is 24/7 supervision support, and training is provided. You will also have the opportunity to partner with and work in our local emergency rooms, juvenile detention, and in the community providing crisis consultations on mental health crisis cases. Marion County offers licensure supervision.
There are three full-time positions open for this recruitment. These positions are eligible for employee benefits and will be working one of the following schedules:
* Sunday - Wednesday, 4:00 p.m. - 2:30 a.m.
* Monday - Friday, 9:00 a.m. - 5:30 p.m.

Wages:

GENERAL STATEMENT OF DUTIES
Crisis Clinician 2:
Provide assessments and treatment of individuals and families, including groups; provides crisis assessment and intervention services and related duties as required. Primary responsibility of this class is to provide assessment and treatment services; crisis intervention, and treatment services, including intensive services, to individuals and their families with complex needs and diagnoses and/or to develop and implement specific services in the community.
Crisis Clinician 1:
Plans and carries out recreational, social and skills training activities; performs case management and counseling functions with Adults in Custody (AIC); facilitates counseling and/or skills training groups; performs related duties as required. Primary responsibility of this class is case management and counseling, without responsibility for developing and implementing specific programs in the community.
SUPERVISION RECEIVED
Crisis Clinician 2 and 1:
Works under the supervision of a supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness.
SUPERVISION EXERCISED
Crisis Clinician 2 and 1:
Supervision of others is not a responsibility of positions in this classification. Crisis Clinician 2 may act as Clinical Supervisor designee when needed. May assist in the supervision of practicum students and/or volunteers.Counseling to Crisis Clients
Provide counseling by telephone or in-person to individuals and/or their families or concerned others. Intervene with both children and adults. Presenting problems covering the full range of personal needs and include thoughts/plans or violence toward others, and major psychiatric illness. Because of the wide spectrum of presenting problems, it is necessary to have a comprehensive knowledge of psychopathology and to be able to draw upon a wide range of therapeutic strategies in counseling. This work is done at various locations each day, including the Salem, Silverton, and Santiam Hospital Emergency Departments, juvenile detention, community outreach and Behavioral Health Crisis Center (BHCC). Driving is required.
Assessment of Mental Status
Perform independent assessment of mental status, diagnosis, level of functioning, dangerousness, and specific needs for service. Screen individual for psychiatric hospitalization.
Planning Development
Develop plan with client/family to address immediate needs and plans to obtain services. If client is unwilling to seek services, make decisions regarding involuntary commitment based on dangerousness and ability to care for self.
Community Coordination
Maintain current knowledge of, and contact with, community agencies in order to make referrals appropriately. See that clients gain access to the services they need, and do follow-up work as needed, to make certain that client's needs are being met.
Other
* Provide advocacy for client rights, ethical consideration, needs for service and least restrictive care-intervention.
* Respond to requests for information regarding clients not currently in the CSS, requiring a thorough knowledge of laws governing the release of confidential information.
* Attend monthly BHCC team meeting.
* Perform other job duties as assigned by your supervisor.
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. * Possession of a Master's degree in Psychology, Social Work, Recreational Therapy, Music Therapy, Art Therapy or a behavioral science field, or possession of a bachelor's degree in Nursing and licensed by the State of Oregon, or possession of a bachelor's degree in Occupational Therapy and licensed by the State of Oregon; OR second year graduate students waivered as QMHP's by the Oregon Health Authority.
* Crisis Clinician 2 Only: In addition to the educational requirements above, the Crisis Clinician 2 must have at least one year of full-time, post-Master's degree experience in the behavioral health field.
PREFERENCES
Preference will be awarded to candidates who are LCSW, CSWA or eligible for LCSW. Qualified candidates will be eligible for licensure supervision if hired.
AUTO-PROMOTE AND SPECIAL CONDITIONS OF CLASSIFICATION
Individuals hired as a Crisis Clinician 1 will auto-promote, as noted in Article 4 in the Marion County personnel rules, to the classification of Crisis Clinician 2 upon satisfactorily completing one-year, post master's degree, of service as a Crisis Clinician 1. (One-year of work experience is equal to 2080 hours)
