The Mental Health Clinician provides professional mental health assessment, counseling, crisis intervention, and treatment planning services to individuals in a correctional environment. Working as part of a multidisciplinary team, the Mental Health Clinician supports rehabilitation and recovery by addressing behavioral health needs in a secure correctional facility.
MENTAL HEALTH CLINICIAN (LCSW, LPCMH, PsyD) ESSENTIAL FUNCTIONS:

Key Responsibilities:

Skilled, Independent Contractor will provide trauma-informed therapy to underserved populations on-site at community-based mental health outpatient clinic. This includes diagnostic assessments and individual, group, and family therapy for a diverse caseload of individuals (4 years of age and older) experiencing a variety of behavioral health issues.
FUNCTIONS:
Provide weekly client-centered, trauma-informed, individual, group, and family therapy as per the specifications outlined in the contract.
With the individual's consent, make concerted effort to engage identified support system in treatment.
Provide initial and ongoing assessment of presenting issues, diagnostic impressions, and recommended course of treatment.
Create treatment plan and routinely monitor progress in collaboration with client.
Coordinate care with other involved professionals (including psychiatry, case managers, primary care physicians, etc) to ensure continuity of care.
Enter intake and therapy appointments into electronic medical records at least 48 hours in advance.
Maintain accurate records of performance metrics and time spent including minimum billing expectations commensurate with scheduled hours. This includes entering progress notes within 3 days of service, including supportive documentation (e.g., treatment plans, safety plans, case management notes, briefs, triage notes, discharge summaries, no show or cancellation notes).
Encourage client's consistent attendance by routinely reviewing attendance policy and providing weekly reminder calls. Discharge inactive cases in a timely manner to promote access.
Provide linkage to identified resources as needed. This may include referrals for expanded mental health programming including Intensive Outpatient Program (IOP), Drug & Alcohol (D&A), Blended Case Management (BCM), Psychiatry or community services.
Provide crisis intervention including safety planning as needed. This includes follow up and coordination of care when individuals go to the CRC or acute level of care.
Attend all staff group supervisions and individual supervisions as required.
Meet weekly billable requirements as agreed upon.
Complete all mandatory trainings to maintain state, CBH, and NIAC credentialing; maintains all Continuing Education for licenses or certifications.

Maintain necessary clearances, continuing education, licenses, and certifications to practice in the Commonwealth of Pennsylvania.

PAYMENT:
Agency will provide office space and support services including clinical supervision, administrative assistance, phone and computer, IT support, office supplies, and access to RELIAS for training and professional development.
Contractor will be paid an agreed upon rate per hour for billable services provided.
Contractor will submit invoices for billable services by the end of business day on Mondays. All required paperwork (including progress notes and up-to-date treatment plans must be completed) before the program supervisor will sign-off on invoices. Services delivered without a corresponding progress note or current treatment plan may not be paid. Late invoices (30+ days after service delivery) must be approved by the program administrator.
QUALIFICATIONS:
Contractors must meet one of the following criteria:
Master's or Doctoral degree in Human Services field.
(i) Has a graduate degree from a college or university that is accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation (CHEA) in a generally recognized clinical discipline in which the degree program includes a clinical practicum.
(ii) Has an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. (AICE) or the National Association of Credential Evaluation Services (NACES).

Conducts clinical and psychosocial evaluations of consumers at the request of the County Office of Mental Health or designee. Functions as leader or co-leader in trauma recovery training and educational groups.
Duties and Responsibilities:
Schedule appointments with the referring individual to interview consumers. Advise which materials must be included in the referral packet.
Interview the consumer, including a mini-mental status exam, as appropriate, consult with available members of the treatment team, and assure that all required forms are completed properly and included in the referral packet;
Initiate all contacts necessary to formulate a clinical opinion of the consumer's need for extended hospitalization, including family members, case management and/or residential staff, etc.
Review all related documentation and prepare the assessment.
In the event the recommendation is for extended care, the Behavioral Health Clinician is required to prepare packets, and distribute same, including copying and delivery to EAC units, when necessary;
Maintain communication with the referral staff as may be necessary to assure appropriate disposition of the referral.
Review mental status and response to treatment each week with the referring clinical team members; prepare a written summary in format provided, re-assess as indicated to determine the need for continued inpatient care.
Participate in staff meetings and case conferences as needed.
Ability to formulate a short-term transitional treatment plan, including monitoring of the discharge plan for consumers in EAC and documentation of discharge process.
Conduct case monitoring of all consumers on the EAC waiting list, including clinical oversight of treatment provision, attention to medical and residential needs, and advocacy; prepare written reports as requested.
Understanding of diagnostic criteria and appropriate treatment approaches, clinical guidelines or best practices.
Perform as leader or co-leader in trauma recovery focused training and educational groups.
Knowledge of community-based resources in Philadelphia.
Skills Required:
Excellent clinical, interviewing, assessment/evaluation skills; thorough knowledge of the DSM-IV, initial status exam and multi-axial diagnostic system, knowledge of medical necessity criteria and the Pennsylvania Client Placement Criteria, knowledge/capability to learn and execute trauma focused training, thorough knowledge of MS Word and Excel; excellent writing ability
Education and Experience :
Bachelor's degree in psychology, clinical social work or human service discipline with a minimum of 7 years clinical experience or Master's degree with a minimum 5 years clinical experience, Master's degree preferred, knowledge/capability of learning word processing, excel and common office equipment.
Physical Demands:
Ability to physically perform the duties and to work in the environmental conditions required of the position; driver license and use of personal car;

Minimum Qualifications:
All employees of Autism HOPE will be required to meet the educational, training and licensing criteria established by the Pennsylvania Department of Public Welfare and Office of Mental Health and Substance Abuse Services and IBHS regulations.

BCBA certification (preferred)
