    Under the supervision of the Crewleader, Utility Mechanic II, and/or Supervisor II, performs skilled work at journeyman level involving skills in various maintenance and construction tasks. The Utility Mechanic I-Field Operations performs mechanical work in a manual trade or as a skilled journeyman level worker in more than one craft involving the maintenance and repair of water and/or wastewater collections utility infrastructure. Employee performs laboring tasks requiring the use of hand tools, power tools, testing equipment and construction equipment with frequent use of light to heavy automotive equipment. Employee is responsible for the upkeep and efficient operation of the tools and/or equipment assigned to the department. Employee may perform janitorial duties when required. ESSENTIAL JOB FUNCTIONS * Assists the Crewleader, Utility Mechanic II, Supervisor II, and other maintenance personnel with preventive maintenance and construction projects. * Installs, repairs, and inspects water/sewer mains, valves, service lines, meters, fire hydrants, and related water/wastewater collections infrastructure. * Investigates and resolves customer complaints and concerns. * Drives heavy trucks with trailers and other equipment used in underground utility-related work. * Operates power saws, tapping machines, and line stop equipment. * The majority of position duties are required to be performed on-site. * Maintains accurate written logs and records. * May be required to work a standby rotation or during a declared/undeclared emergency. * Performs other related job duties as assigned. Knowledge, Skills and Abilities: * Must possess the physical strength and agility to perform heavy manual labor. * Possess basic to intermediate knowledge of water/sewer mains, valves, service lines, meters, and fire hydrants, and the methods and procedures required to install, repair, and inspect related water/wastewater collections infrastructure. * Read maps (print and GIS) and street guides so as to navigate around the City of Cocoa service area. * Use common types of mechanical tools used in the repair and maintenance of utility infrastructure; this includes pipe wrenches, screw drivers, adjustable open-end wrenches, and other related tools. * Basic arithmetic, addition, subtraction, multiplication, and division sufficient to read water meters, compute water volumes and pressures, and to compute distances. * Take measurements with a measuring tape 50 feet or 100 feet in length. * The appropriate ways to deal with the public sufficient to present a positive image of the Utilities Department and to successfully communicate with customers from all socio-economic levels. * Follow safety policies and procedures and applicable agency requirements. * Read water meters. * Operate a personal computer and calculator in the performance of assigned duties. * Speak clearly and concisely in order to communicate effectively in person, mobile phone, and over a two-way radio. * Follow oral and/or written instructions sufficient to perform assigned work duties. * Read and understand procedural and training manuals, memos, departmental directives, and street guides of the City of Cocoa and surrounding area. * Write legible, concise, and accurate reports of work performed during assigned work shift. * Handle difficult customers and/or situations in a calm manner. * Basic skills in various utility maintenance and construction tasks. QUALIFICATIONS Education and Experience: High school diploma or GED certificate with two (2) years of previous experience working in utility maintenance or related construction; or an equivalent combination of education, training and experience. Special Qualifications: Must possess a valid state of Florida Class "A" CDL driver's license or must obtain a Class "A" CDL driver license temporary permit issued by the Florida Department of Highway Safety & Motor Vehicles within 45 days of employment and successful licensure within 120 days of obtaining temporary permit. Required to be certified in CPR and First Aid, intermediate Maintenance of Traffic (MOT), work zone safety, confined space, and trenching/shoring (will be provided by the Utilities Department). PHYSICAL DEMANDS The work is generally very heavy and may require exerting in excess of 100 pounds of force occasionally and up to 50 pounds frequently, to lift, carry, push, pull or otherwise move objects. Shall have the ability not only to understand and follow oral and written orders, but must be able to issue oral or written orders in a precise and fair manner. * Shall immediately bring to the attention of the Fire Chief and/or Assistant Chief or designee any problems that not normally considered day to day. * Shall be furnished with a Fire Department owned emergency vehicle while on duty which will allow the District Chief to carry out assigned duties and responsibilities. The vehicle shall be used for the purpose of carrying out the duties and responsibilities of the District Chief anywhere in the City and neighboring areas. Traveling outside the County area will require the permission of the Fire Chief, Assistant Chief, and/or City Manager. * Shall be the person in charge of the emergency scene until relieved of command by an authorized higher ranking officer. Shall be skilled in fire-fighting work; in combating, extinguishing and preventing fires. * Shall be the person the firefighter goes to after having been briefed by his station lieutenant for information or assistance in the carrying out of his or her responsibilities. * Supervises, through the lieutenants, all shift personnel involved in fire suppression and emergency response activities, including the inspection of personnel on a daily basis. Knowledge of the practices and techniques used in effective supervision in order to plan, organize, direct, and evaluate the work of subordinates; to resolve conflicts; to maintain discipline; and training. * Coordinates assigned areas of specialized responsibility. (Communications and Safety, Disaster Management and Special Operations Group (SOG), or Emergency Medical Services (EMS) and Computer Aided Dispatch (CAD). * Assigns and schedules, with the use of a computer, shift personnel according to minimum staff policy, to ensure that each station is properly staffed to meet the needs of the Department's service areas. Shall be the Department Inventory Officer, keeping the inventories current at all times. Shall keep informed as to personnel, property, and operations of the department through personal observations. May recommend action on such information in order to improve departmental operations. * Responsible for improving and maintaining the proficiency of all shift personnel in all phases of their positions by ensuring that they receive the proper training, guidance, and counseling as necessary; ensures that all personnel are informed of department and City policies, procedures, rules, regulations, related activities, and expectations. * On an annual basis, objectively and consistently evaluates assigned employees for efficiency and effectiveness utilizing the city's established Employee Performance Appraisal System and related procedures. * Responsible for recommending to the Fire Chief and/or Assistant Chief or designee in the hiring, promotion, discipline, and termination of employees. May participate in labor contract negotiations on behalf of management. * Along with the Fire Chief and/or Assistant Chief or designee, may conduct internal investigations, may coordinate or participate in Departmental/Divisional hearings or operational reviews such as disciplinary, EEO, and tactical critiques, recommends and/or administers disciplines. Shall keep the Fire Chief and/or Assistant Chief or designee fully informed of employee problems and shall not deny any employee's request to discuss pertinent information or problems with the Fire Chief and/or Assistant Chief or designee. * Shall be the initial officer who works with the shift lieutenants in employee relations. * Shall be fully trained and qualified for duties of protecting life and property by fire fighting and rescue activities. * Shall have the best interest of the City and firefighters in mind at all times, even to his own discomfort. * Shall perform related work as required. Knowledge, Skills and Abilities: * Thorough knowledge of the principles and practices of modern fire-fighting equipment, apparatus, and the mitigation of principal fire hazards. * Knowledgeable in the geography of the City, including the water mains and fire hazard areas. * Considerable knowledge of the sources and uses of current information about developments in fire-fighting and fire prevention techniques; of the principles of municipal fire department administration and training. * Ability to plan, evaluate, assign and coordinate activities performed by Department units. * Experience in fire department budgetary activities, employee relations and purchasing/bid processes. * Regulate the control of employee equipment and maintenance expenditures. May be dispatched to transport prisoners from the field to the Police Station. Transport prisoners complaining of non-life threatening medial issues to the Emergency Room and monitor prisoner while they receive medical attention. May transport prisoners from Police Station to the County Jail, as necessary. May be required to qualify with personal protective devices to include handgun, taser, baton and chemical agents. Compiles materials from typed and handwritten copy, which requires use of a variety of complicated formats for preparing investigation reports, statements, correspondence, arrest records, forms, case file notes, etc.; assumes responsibility for accurate spelling, punctuation, format and grammar. Maintains inventory of office and detention supplies, preparing requisitions or purchase orders as necessary. Obtains fingerprints from the general public, as requested, for identification purposes; obtains fingerprints from newly hired personnel for inclusion in personnel files. Admits prisoners to detention center; ensures that prisoners are properly booked and searched and allowed calls to attorneys and relatives; obtains prisoners' fingerprints, palm prints and photographs; calls bondsman if necessary; and advises prisoners of all rules and regulations. Secures prisoners' property, properly storing and returning appropriate items upon release. Reviews logs and reports from previous shift; maintains knowledge of prisoner population and cell assignments; completes activity logs and reports. Supervises detention area to prevent escapes and maintain order; patrols entire jail area periodically. Inspects and cleans detention area to meet requirements of state and local officials. Assists County deputies in retrieving prisoners from detention for transport to County Jail or other institutions, logging prisoners out of City detention, as appropriate. Special Qualifications: Must possess a valid state of Florida Class "B" CDL driver's license or must obtain a Class "B" CDL driver license temporary permit issued by the Florida Department of Highway Safety & Motor Vehicles within 45 days of employment and successful licensure within 120 days of obtaining temporary permit.
