Job Description
The Columbia River Inter-Tribal Police Department (CRITPD) provides law enforcement of 31 treaty fishing access sites and other tribal lands along a 150-mile stretch of the Columbia River from Bonneville Dam to McNary Dam, ensuring that fish are caught in accordance with regulations. CRITPD officers patrol by vehicle and boat and inspect fishers' identification, catch, and gear. They also provide assistance in times of need.
CRITFC's Police Officers come from a variety of backgrounds and don't need prior police or security experience. All officers will receive 16 weeks of initial training and will earn Oregon Department of Public Safety Standards and Training (DPSST) certification and commission as a sworn police officer. It is useful but not required to have experience in community services, social services, medical services, the military, or other jobs where safety is critical.

Responsibilities
Enforce tribal fishing regulations and provide law enforcement services along the Columbia River.
Maintain a working knowledge of and respect for the unique customs and traditions of the four-member tribes, the Confederated Tribes of the Umatilla Indian Reservation, the Confederated Tribes of the Warm Springs Reservation of Oregon, the Confederated Tribes and Bands of the Yakama Nation, and the Nez Perce Tribe.
Deescalate stressful situations through calm and careful communication.
Learn and maintain strong knowledge of laws, resolutions, and tribal codes. These include the codes of the four-member tribes, the codes of the states of Oregon and Washington, and the codes of the Bureau of Indian Affairs and other federal agencies.
Investigate violations and incidents, issue warnings and citations, apprehend violators, write case reports, prepare cases for court, and process evidence and property.
Learn how to use firearms in a safe and effective manner.
Be an exceptional team member for your fellow officers. Listen well and speak with respect.
Provide assistance to Indians or any citizen during times of need.
Always put safety first. Safely operate boats, vehicles, firearms, radios, and other electronic equipment.
Qualifications
A strong track record of attendance and being on time for work. A reputation for being someone who can be counted on to not miss shifts.
There is a residence requirement to facilitate officers reporting to work in a reliable and dependable manner. Generally, officers must live in Zone 6 of the Columbia River, i.e. in between McNary Dam (near Umatilla) and the Bonneville Dam, and no more than 15 miles south of Highway 84 (OR) or Highway 14 (WA). Trainees may live outside this area but once training is complete, they must follow the full residence requirement.
In order to become a sworn Officer in the State of Oregon, you must be able to meet minimum moral fitness and ethical qualifications and pass a background investigation with no convictions of felonies. Candidates with a misdemeanor criminal history will be considered on a case-by-case basis.
This job requires driving a CRITFC police vehicle and therefore you must be able to meet the terms of the CRITFC Motor Vehicle policy. Per the policy, applicants are required to have a valid driver's license and a clean driving record for the past three years. This includes a three-year record clear of the following:
Reckless Driving
Driving Under the Influence
Suspension or revoked license
No more than two at-fault accidents
One major violation or two minor violations
Must be 21 years of age prior to the first day of employment.
Must be a U.S. citizen or obtain citizenship within 18 months of hire.
Working Conditions
This is a physically challenging job. Officers conduct patrols by vehicle, foot, or boat. They must be able to lift and pull fishing gear in all weather conditions. Occasionally, long hours of surveillance are required. Officers are required to qualify for and carry firearms, conducted energy devices (i.e. Taser), capsicum (i.e. pepper spray), and a baton. They must be prepared to handle physical, verbal, and potentially dangerous confrontations. Officers must have availability to work rotating shifts (days, swings, and nights) to ensure patrol coverage 24 hours a day and 7 days a week. Some holiday work will be required. Approximately twice per month, some overtime work will be required due to writing reports, processing evidence/property, conducting surveillance, preparing cases, or appearing in court.
Work Schedule: 4×10 shifts, Sunday to Wednesday or Wednesday to Sunday. All officers rotate day, swing, and night shifts every two months.

Qualifications
Juris Doctorate from an accredited law school, active bar membership in WA, OR, or ID (or ability to obtain within one year). Special consideration will be given to practice in other states accompanied by the ability to acquire a license to practice in any of the three states listed.
Certificate, specialized training, and/or experience in Expertise in Indian law, tribal sovereignty, environmental and natural resource law, and federal litigation procedures.
Experience working with Native American Tribes in any capacity.
Minimum of 10 years' experience as a practicing attorney.
Minimum 5 years' experience in a supervisory position.
Strong strategic planning, organizational leadership, and communication skills.
Ability to work in a dynamic environment, adapt to changing priorities, and effectively manage multiple tasks or projects concurrently.

About the Opportunity:
The Concealed Handgun License (CHL Unit) at the Sheriff's Office is responsible for fulfilling statutory requirements of Oregon Sheriffs to provide fingerprinting and background checks for Concealed Handgun License applicants who meet the minimum qualifications.
The Administrative Specialist II in the CHL unit is responsible for a variety of administrative tasks, including collecting payments, recording fees, drafting correspondence and balancing day-end reconciliation. They will research statutes in support of Concealed Handgun License applications and license issuance. This position has a considerable amount of public contact in explaining Oregon Revised Statutes and procedures. Washington County is looking for an experienced Operations Supervisor to lead and inspire crews responsible for maintaining our county's transportation infrastructure. This includes roads, bridges, traffic control devices, vegetation, and drainage systems within road right-of-ways. Daily - Provide supervision and training opportunities for crew members looking to advance their skills levels. Provide support, direction, communication and coordination with other work crews to facilitate programmed work, while also prioritizing emergency responses to road hazards. Supervise the work activities performed by personnel and analyze for efficiency improvements.
Weekly - Give guidance and direction to personnel for completion of project work. This may include work that is ongoing in nature, but is applied on various road classifications throughout the county. The supervisor will be expected to communicate and collaborate with peers, subordinates and management staff for the efficient completion of work within the road right-of-way.
Monthly - Once every 5 weeks, the rotation of on-call responsibilities will be for the supervisor to field all non-business hour related emergency calls and to address any reported road hazards, coordinating response efforts through the use of stand-by personnel.
Seasonally - Throughout the year, seasonal work will be completed within the time frames established for best management practices and performed with the annual work program in mind. Seasonal work completion will include all activities within the assigned area of responsibility (e.g. - paving, patching, plowing, sanding, road striping, culvert replacement and installation, gravel road grading, ditching, installation of raised pavement markers, major bridge component replacements, vegetation cutting and spraying, etc.) that will be performed during optimal seasons throughout the year.

Work Schedule:
Regular Schedule (September-May): 5x8, Monday-Friday, 7:00 AM - 4:00 PM (-hour lunch; 8.5-hour day).

Essential Duties
Provides public reception at the Police Department and Sheriff's Office front desk. Duties are taking reports, answering questions, taking, and accounting for payments, sex offender registrations, and receiving and releasing found items.
Answers non-emergency Police Department and Sheriff's Office phone calls, provides requested information or refers citizen to appropriate source of information.

Qualifications and Skills
Education and Experience

Responsibilities include providing complex technical and analytical support to the department in accounts payable processing, budget monitoring, and financial tracking; research, develop, analyze and interpret data; prepare information and reports; assist with fund management; telephone and in-person reception; and cash handling. Essential Duties
Duties include, but are not limited to the following:
Perform Accounts Payable functions for the department. Ensure proper account coding and that all City and State financial requirements are met, including making documentation changes to ensure compliance. Assist with the annual budget process for items such as reports for annual fuel, vehicle repair costs and special project carryover balancing.
Maintain and track the department's procurement card program, including being the proxy for approximately 80 credit cards, provide training to new employees on receipts and provides daily, weekly and monthly reconciliations.
Assist walk-in customers, answer phones, screen calls, route calls, and take messages. Perform various customer service duties such as responding to community member complaints according to City policy, responding to other department or agency requests and, issuing parking permits, bulk water keys and temporary hydrant meters. Forward to appropriate staff or respond to emails in the Public Works email account.
Develop or revise policies and procedures and recommend changes to improve performance.

The Columbia River Inter-Tribal Fish Commission (CRITFC) assists four tribes in the co-management of their treaty fishing rights within the Columbia River Basin. A key to ensuring our member tribes have a sustainable fishery is the ability to collect and assess information on the status of anadromous and resident fish populations and their habitats within the Columbia River Basin. The positions offered are associated with the Fishery Science Department's River Ecology Group. This group assists CRITFC and the four treaty tribes with collection and analysis of data pertaining to anadromous fish populations, stream habitat conditions, habitat restoration, and river ecology.
These positions will focus on population and habitat monitoring for ESA-listed spring Chinook Salmon and summer steelhead in the upper Grande Ronde River and Middle Fork John Day basins in northeastern Oregon. Stream habitat data will be collected using a combination of remote sensing and instream habitat monitoring methods. Juvenile salmonid abundance, distribution, growth and diet data will be collected using a variety of methods including snorkel surveys, backpack electrofishing, seining, PIT-tagging, gastric lavage and tissue sampling. Adult spring Chinook use of thermal refugia will be evaluated using radio tracking, and spring Chinook spatial relative reproductive success will be evaluated using intensive carcass sampling.
The primary objectives of these positions are to collect data necessary to: 1) Assess current status, trends, and key limiting factors (biotic and abiotic) to the viability of spring Chinook Salmon and summer steelhead populations, and 2) Evaluate effectiveness of stream restoration actions aimed at improving key limiting habitat factors.
These positions are seasonal and require an in-person work setting.
Responsibilities
Specific duties may include, but are not limited to:
Conduct stream habitat surveys including measurement of fish habitat characteristics such as channel unit type, channel dimensions (length, width, depth), large woody debris, substrate size, stream flow, dissolved oxygen and temperature.
Collect macroinvertebrate samples using standard methods.
Maintain, offload and install temperature loggers.
Assist with snorkel surveys to estimate fish abundance and assess presence/absence of freshwater mussels.
Assist with juvenile salmonid abundance surveys using a backpack electrofisher and/or snorkeling and seining.
Assist with capture and processing (measuring, PIT tagging, diet and tissue sampling) of juvenile Chinook Salmon and Steelhead/Rainbow Trout.
Assist with carcass sampling for spawning spring Chinook Salmon.
Assist with radio tracking for spring Chinook Salmon.
Record data using electronic data loggers and/or paper datasheets and transfer/enter data into a database.
Qualifications
We seek responsible and dependable individuals with interests in fisheries science and freshwater ecology who meet the following qualifications:
An interest in fisheries science and experience collecting natural resource data in the field. A Bachelor's degree in fisheries or related field will substitute for work experience.
Familiarity with collection of scientific data in field settings using specialized equipment (e.g., data loggers, GPS, and laser range finders) and ability to execute detailed technical procedures.
Must be well organized with attention to detail and accurate record keeping.
Ability to work effectively and positively in a team environment or independently.
Must be able to effectively communicate both orally and in writing with people from a variety of agencies and cultures about the project objectives and methods.
Willingness to work under a variety of field conditions (e.g., hiking with gear to remote locations; hot, cold, and wet conditions involving up to 12-hour workdays wading in streams).
A driver's license, good driving record, and the ability to lift and carry objects weighing at least 50 pounds.
Must be available for work between the approximate dates of June 8th and October 2nd.
Desired Qualifications:
General knowledge of Pacific Northwest fish biology, aquatic ecology, and fish habitat requirements.
Experience conducting stream habitat surveys.

The Columbia River Inter-Tribal Police Department (CRITPD) provides law enforcement of 31 treaty fishing access sites and other tribal lands along a 150-mile stretch of the Columbia River from Bonneville Dam to McNary Dam, ensuring that fish are caught in accordance with regulations. CRITPD officers patrol by vehicle and boat and inspect fishers' identification, catch, and gear. They also provide assistance in times of need.
CRITFC's Police Officers come from a variety of backgrounds and don't need prior police or security experience. All officers will receive 16 weeks of initial training and will earn Oregon Department of Public Safety Standards and Training (DPSST) certification and commission as a sworn police officer. It is useful but not required to have experience in community services, social services, medical services, the military, or other jobs where safety is critical.

Working Conditions
This is a physically challenging job. Officers conduct patrols by vehicle, foot, or boat. They must be able to lift and pull fishing gear in all weather conditions. Occasionally, long hours of surveillance are required. Officers are required to qualify for and carry firearms, conducted energy devices (i.e. Taser), capsicum (i.e. pepper spray), and a baton. They must be prepared to handle physical, verbal, and potentially dangerous confrontations. Officers must have availability to work rotating shifts (days, swings, and nights) to ensure patrol coverage 24 hours a day and 7 days a week. Some holiday work will be required. Approximately twice per month, some overtime work will be required due to writing reports, processing evidence/property, conducting surveillance, preparing cases, or appearing in court.
Work Schedule: 4×10 shifts, Sunday to Wednesday or Wednesday to Sunday. All officers rotate day, swing, and night shifts every two months.
