AGENCY OVERVIEW CPCS is the state agency in Massachusetts responsible for providing an attorney when the state or federal constitution or a state statute requires the appointment of an attorney for a person who cannot afford to retain one. The agency provides representation in criminal, delinquency, youthful offender, child welfare, guardianship, mental health, sexually dangerous person, and sex offender registry cases, as well as in appeals and post-conviction and post-judgment proceedings related to those matters. The clients we represent are diverse across every context imaginable and bring many unique cultural dimensions to the matters we address. This reality creates a critical need for CPCS staff to be culturally competent and able to work well with people of different races, ethnicities, genders and/or sexual orientation identities, abilities, and limited English proficiency, among other protected characteristics. DIVISION OVERVIEW The Youth Advocacy Division (YAD), the juvenile defender division of CPCS, is committed to ensuring that every indigent child in Massachusetts has access to zealous legal representation in delinquency, GCL Revocation, juvenile murder, juvenile appeals, and youthful offender cases from a diverse and ever improving community of juvenile defenders consisting of both private assigned counsel and staff public defenders. YAD provides leadership, training, support, and oversight to the indigent juvenile defense bar in Massachusetts. As youth in Massachusetts have a right to jury trials, an Attorney in Charge (AIC) oversees a trial office which integrates the work of Trial Attorneys, a social service advocate (SSA), and an administrative assistant (AA) to fully address the legal and developmental needs of our clients. OFFICE OVERVIEW Springfield is a city in Massachusetts and the seat of Hampden County. Springfield sits on the eastern bank of the Connecticut River near its confluence with three rivers: the western Westfield River, the eastern Chicopee River, and the eastern Mill River. As of 2020, the city's population was 155,929, making it the third-largest city in Massachusetts, and the fourth-most populous city in New England. Founded in 1636 as the first Springfield in the New World, today the city is the urban, economic, and media capital of Massachusetts' section of the Connecticut River Valley, colloquially known as the Pioneer Valley. Springfield has several nicknames-"The City of Firsts,” due to the many innovations developed there such as the first American dictionary, the first American gas-powered automobile, “The City of Homes,” due to its Victorian residential architecture, and "Hoop City,” as basketball was invented in Springfield in 1891 by James Naismith. The YAD Springfield office covers juvenile courts in the four most western counties in the state: Berkshire, Franklin, Hampden, and Hampshire. This attorney position will potentially handle duty assignments in each of these counties. Thus, applicants must be willing to travel distances and be flexible with court assignments. Qualifications MINIMUM ENTRANCE REQUIREMENTS A Trial Attorney must be committed to serving a culturally diverse, low-income population and must be eligible to practice law in Massachusetts, either as a member of the Massachusetts bar in good standing, as a law school graduate under Supreme Judicial Court Rule 3:03, or as the member of the bar of another jurisdiction eligible to engage in limited Massachusetts practice under Supreme Judicial Court Rule 3:04; Access to an automobile in order to travel to courts, clients, and investigation locations that are not easily accessible by public transportation; and, Access to home internet access sufficient to work remotely. QUALIFICATIONS/SKILLS Experience with criminal, especially youth defense; Experience with a community-oriented defender practice; Ability to provide trauma informed and culturally competent representation; Knowledge of adolescent development; A demonstrated commitment to social justice issues and experience working with individuals of diverse backgrounds; Knowledge of positive youth development; Knowledge of state and local resources of use to juvenile defendants; Understanding of juvenile justice practice and policy issues; Experience with educational system advocacy; Experience with the child welfare system; Experience working with children and youth; Fluency in Spanish is strongly preferred; and, Lawyers with four or more years of experience are encouraged to apply. Responsibilities RESPONSIBILITIES Trial Attorneys provide zealous legal representation on delinquency and youthful offender cases using the Positive Youth Development Approach, as well as using all the same criminal defense skills needed to practice in district and superior courts. They also provide post-dispositional advocacy and support to DYS committed youth, as well as school-based advocacy. Trial Attorneys also work on projects related to improving legal representation and outcomes for court involved children. In addition, Trial Attorneys play a leadership role in working towards reducing the racial and ethnic disparities in the juvenile legal system. As youth in Massachusetts have a right to jury trials, an Attorney in Charge (AIC) oversees a trial office which integrates the work of Trial Attorneys, a social service advocate (SSA), and an administrative assistant (AA) to fully address the legal and developmental needs of our clients. Responsibilities RESPONSIBILITIES Trial Attorneys provide zealous legal representation on delinquency and youthful offender cases using the Positive Youth Development Approach, as well as using all the same criminal defense skills needed to practice in district and superior courts. They also provide post-dispositional advocacy and support to DYS committed youth, as well as school-based advocacy. Trial Attorneys also work on projects related to improving legal representation and outcomes for court involved children. In addition, Trial Attorneys play a leadership role in working towards reducing the racial and ethnic disparities in the juvenile legal system. The Network is a fiscally sponsored organization of TSNE (tsne.org). Responsibilities Law clerks assist attorneys with providing legal technical assistance and developing tools and educational materials on public health law topics, with primary focus areas varying by region/project. The Harm Reduction Legal Project (the Project) Law Clerk will focus on our work addressing legal and policy barriers that impede the establishment and expansion of evidence-based harm reduction measures such as naloxone distribution, syringe access programs, and access to evidence-based substance use disorder treatment. The Project provides guidance and consultation to governmental and nongovernmental organizations as well as impacted individuals to assist them in navigating the often extremely confusing maze of existing laws and regulations that hamper harm reduction initiatives. The Project also creates non-partisan, evidence-based publications and training regarding the state of laws impacting individuals who use drugs, individuals in recovery, and their communities, as well as research regarding the impact of those laws. The position will consist of research, legal analysis, and strategic guidance to a) providers attempting to operate within existing laws and b) advocates seeking to modify or remove legal restrictions on harm reduction initiatives. Law Clerks will have opportunities to hone their legal research and writing skills and will gain experience with communicating legal concepts to non-legal audiences. The Network will also provide projects and opportunities that will build Law Clerks' general knowledge of public health law and foster connections in the field. About HLA Health Law Advocates (HLA) is a non-profit, 501(c)(3) public interest law firm committed to ensuring universal access to quality health care in Massachusetts. HLA provides pro bono legal services to Massachusetts residents with low incomes who face barriers to accessing health care coverage and services. HLA is committed to ensuring universal access to quality health care in Massachusetts, particularly for those who are most at risk due to such factors as race, gender, disability, age, or geographic location. HLA also engages in public policy advocacy, systemic litigation, and educational programming to promote access to care for all. HLA furthers its mission of universal access to quality healthcare via three main areas of work: Representing Health Care Consumers. HLA provides high quality, free legal assistance to income eligible Massachusetts residents experiencing difficulties with accessing or paying for health care. Community Education and Outreach. HLA builds knowledge in communities about how to access physical and mental health services through well-regarded trainings and presentations throughout Massachusetts and by authoring publications that promote access to health care. Policy Advocacy. HLA advocates for public policy reforms that help consumers access physical and mental health care. We offer our legal expertise and experience working with consumers to policymakers on the state and federal levels, as well as advocate for policy changes by health care institutions to enhance access to care and coverage. The Opportunity HLA's Summer Law Clerk Program aims to contribute to the development of law students into public interest attorneys who serve people facing barriers to care and coverage. Our Access to Care & Coverage Practice (ACC) is seeking two law clerks for a 10-week internship (full-time - 40 hours per week) during the Summer of 2026. HLA is currently operating in a hybrid model with staff working both on-site and remotely. Arrangements for the Summer Law Clerks are flexible. HLA has run highly successful remote and hybrid Law Clerk programs since 2020. About Access to Care & Coverage HLA's Access to Care and Coverage Practice (ACC) specializes in challenging errors in health insurance enrollment, fighting denials of coverage for health care services, and protecting patients from illegal medical billing and collection practices. We serve people with coverage under Medicaid (MassHealth) and private health insurance. Our ACC team devotes particular attention to the health care problems faced by immigrants, trans and gender diverse people, and patients with long-term care needs. A top priority for all of HLA is pursuing racial and ethnic equity in health care. Responsibilities Availability to work full-time for a 10-week period during the summer of 2024. Internship dates are May 18, 2026 - July 24, 2026. Assist attorneys in the representation of individual clients with duties including legal research, analyzing health insurance and medical billing records, advocating with health insurers and health care providers, drafting letters and other communications to parties, and connecting with clients and key collaterals by phone and email. Participate in advocacy to reform public policies through legal research, writing, and attending meetings with state leaders and advocacy partners. Qualifications All HLA employees/interns are expected to have the skills to: Work both independently and as an effective team member Collaborate with and support staff at all levels of our organization Communicate clearly and professionally Demonstrate empathy and sensitivity while working directly with clients encountering crises Maintain confidentiality and, for attorneys, strict adherence to all professional responsibility requirements for the practice of law Demonstrate intellectual curiosity and openness, with the desire and ability to listen and learn Understand and believe in the mission of the organization Embody the values of the organization, including a commitment to decreasing inequity in our health care system and society as a whole Additional qualifications specific to this position are: Completion of 1L or 2L year in law school Demonstrated interest in public interest law Excellent legal research and writing skills Interest in the health care/insurance systems and passion for alleviating barriers to care. Multilingual ability is strongly preferred. Compensation This position pays $6,000 (pre-tax) for a full-time 10-week Clerkship.
