Volunteers
District Volunteer Assistive, partially independent or an independent volunteer is an individual who provides services to the school district, without compensation, and who works directly under the supervision and direction of a teacher or administrator employed by the district. Volunteer activities range from indirect support of students and the school operations to more involved volunteerism including daily and overnight chaperones and coaching.
In order to help expedite the Volunteer application process, the District is moving to electronic submission of all forms for volunteers. This process will allow a volunteer to apply once for all school buildings in which they plan to volunteer. As a reminder, all parents or residents who would like to volunteer in any capacity with the Phoenixville Area School District must fill out the volunteer application.

The construction and development division is central to PHA's “Opening Doors” initiative, a multi-billion dollar plan to address the city of Philadelphia's affordable housing needs by both preserving existing units and building new residences.
Reporting to the Executive Vice President, Construction, Planning and Development, the Senior Vice President, Construction, Planning and Development, oversees the planning, development and construction departments; leads affordable housing development, real estate planning, environmental review and special projects, and ensures compliance with PHA goals, HUD regulations, and local, state and Federal laws. This position is responsible for management of PHA's real estate planning and development functions and for oversight of vacancy rehabilitation and other capital projects. Performs other duties and responsibilities as assigned.
Essential Functions
Provides strategic guidance and recommendations regarding proposed development and capital projects to advance PHA's affordable housing preservation and expansion mission and objectives.
Develops and maintains multiyear capital projects and development work plan and budget for all planned and ongoing projects.
Oversees all phases of development including initial financial feasibility analysis, proformas, overseeing design development, securing all necessary financing, procuring and contracting with all third party consultants, overseeing construction efforts and timeline.
Ensures projects timelines, budgets, technical plans and specifications are defined and met through regular interaction with staff and external contractors.
Ensures that the capital needs assessments are updated regularly for housing and other facilities owned by PHA or PHA affiliates.
Oversees real estate planning, disposition and environmental review functions in conformance with all applicable federal, state and local requirements and PHA policies.
Proactively identifies and advises PHA executive team regarding potential funding and other opportunities to leverage agency resources with the goal of preserving and expanding affordable housing

Required Education and Experience

Summary
The Grants Compliance Monitor is a key staff position for the Office of Community Empowerment and Opportunity (CEO) responsible for monitoring CEO's subcontract and MOU agreements. CEO enters into contracts with community-based organizations and consultants to carry out organizational goals to help low-income Philadelphians move toward self-sufficiency. Contracts include, but are not limited to, the provision of services in the following areas: access to public benefits, financial and income support, workforce development services, economic mobility, housing assistance, youth educational support services, and community engagement activities. The Grants Compliance Monitor is responsible for facilitating the development of contracts, and monitoring contract activities to ensure they are in compliance with federal, state, local, and private funding. Primary compliance areas include client eligibility, program and performance requirements, and allowable use of funds.

Essential Functions
Manages a portfolio of subcontracts and MOU agreements, ensuring partners fulfill deliverables, key performance indicators and reporting requirements.

Summary
We seek to hire a highly motivated and talented individual as a program specialist specializing in Philadelphia's Division of Safe Neighborhood's Tactical and Rapid Response Program to coordinate program services and community outreach initiatives.
The tactical program is a collaborative effort that provides essential context for gun violence within the designated police districts' pinpoint and GVI areas to the City's environmental and social service providers. Rapid Response Protocol is comprised of key representatives from the City who can mobilize teams and direct needed services and support to assist victims, witnesses, and others in the community impacted by a recent shooting or homicide that requires a unified crisis response.
As the Tactical and Rapid Response Program Specialist, you will play a key role in supporting various organizational programs' planning, implementation, and evaluation. Your responsibilities will include coordinating activities, managing resources, and ensuring program objectives are met efficiently and effectively. You will be responsible for assuring that the program complies and will report to the Tactical and Community Response Director.
Essential Functions
The Tactical and Rapid Response Program Specialist will be responsible for the oversight, coordination, and quality assurance of the social services provided by the Division of Safe Neighborhoods (DSN), including, among others, the following duties:
Case management: Ensures compliance and that procedures are developed/ enforced in alignment with the standards of DSN.
Outreach Coordination: Collaborate with partnering community-based organizations to implement a plan of action regarding community engagement and crisis response
Program Evaluation: Coordinates process for improving organizational performance by recommending areas or approaches for improvement initiatives or activities, performing new procedures, collecting data, and providing input to Tactical and Rapid Response Program.
Project Management: Monitor program progress and report on key performance indicators.
Develop and facilitate relevant relationships between all participating social service agencies to support identifying available resources for crisis workers to deploy to the community.

Collect, analyze, and report data related to program outcomes.

Job Description
The Environmental Review Analyst will support Philadelphia's long-term disaster recovery efforts associated with Hurricane Ida and help advance the City's resiliency and mitigation strategies. In 2022, the U.S. Department of Housing and Urban Development (HUD) allocated over $163 million in Community Development Block Grant - Disaster Recovery (CDBG-DR) funding to help the City recover from Hurricane Ida. HUD's CDBG-DR grant program is designed to help communities address unmet needs resulting from Presidentially declared disasters while advancing equity and promoting long-term resiliency.
This position, which will report to the CDBG-DR Project Director, will specifically support performing environmental reviews for CDBG-DR funded programs, activities and ensuring compliance with the HUD's environmental regulations including but not limited to 24 CFR 58. The Environmental Review Analyst will coordinate with partner departments in performing Environmental Reviews and advancing CDBG-DR activities.
This position will also work with other public agencies and local stakeholders to design and implement policies and programs to help residents recover from the impacts of Hurricane Ida while promoting increased resilience to future disasters. The Environmental Review Analyst will collaborate with other members of the City's Budget Office, the Department of Planning and Development (DPD) including the Division of Housing and Community Development (DHCD), the Office of Sustainability (OOS), the Office of Emergency Management (OEM), and additional partner departments and agencies to develop and implement the City's CDBG-DR grant program.
This is an opportunity to help solve complex problems, gain direct experience in long-term recovery planning and mitigation, obtain valuable exposure to government operations, and meaningfully contribute to Philadelphia's resiliency and environmental justice goals. This is a full-time, grant-funded position that is funded for up to five years. Working hours are generally 40 hours per week.
Essential Functions
Work as part of a growing team to provide expert services to support housing, economic revitalization, and infrastructure programs that are part of Philadelphia's long-term disaster recovery effort and CDBG-DR program.
Assists in the review of environmental impact analyses and evaluations for CDBG-DR funded projects in compliance with NEPA regulations.
Offer guidance on best practices for delivering sustainable, compliant, and resilient housing, buyout, economic revitalization, public services, infrastructure, and planning programs that prioritize low- and moderate- income households.
Provide guidance and expertise on applicable CDBG-DR program requirements, Federal regulations, and other pertinent policies and understand how they interplay with program design, implementation, and oversight of recovery programs. These regulations and requirements include CDBG-DR, cross-cutting Federal requirements (e.g., environmental review, labor standards, acquisition/relocation, fair housing), duplication of benefits, and others.
Pay a key role in shaping program strategies by developing, improving, and strengthening program procedures and processes for effective implementation.
Work with staff to set up and effectively utilize systems and be able to interpret and apply regulations within the context of these systems.
Support in the oversight and monitoring of CDBG-DR program activities.
Track CDBG-DR activities and report the data in the Disaster Recovery Grant Reporting (DRGR) system.
Provide technical assistance to, and oversight of, CDBG-DR subrecipients and other relevant partners.
Maintain adequate records of assisted activities sufficient for HUD to determine compliance in accordance with CDBG-DR recordkeeping requirements.
Lead collaboration with program partners and stakeholders to ensure program goals, timelines and performance measures are met.
Promote the CDBG-DR program by making presentations, writing reports and updates and conducting and coordinating meetings and other forums.

The OEM mission in a 24/7/365 commitment. Mitigating, Preparing, Responding, and Recovering for planned and unplanned events requires around-the-clock dedication. The Emergency Management Liaison Officer's (EMLO) role is to fill the OEM mission on behalf of OEM subject matter experts and to ensure that OEM is meeting the enduring needs of our partners. Specifically, the candidate will work with many different entities from governmental and non-governmental organizations. The lines of effort will focus on six main areas:
Provide essential staffing to the Regional Integration Center to maintain staffing minimums and support 24/7 emergency management activities in a remote capacity.
Provide on-scene and remote response to emergency incidents and planned events, representing OEM and coordinating response agencies
Conduct short-term recovery activities including coordination of critical lifeline restoration, and individual and public assistance activities after disasters
Assist in OEM's Logistics mission, including support of OEM vehicle maintenance, transport of equipment to events, and assistance at OEM's warehouse
Conduct preparedness activities including leading public engagement events, conducting planning efforts, and performing readiness activities such as trainings and exercises
Fulfill administrative functions of the Operational Coordination program, including the RIC, EMLO, and Public Alert & Warning, as well as providing support to all of OEM.
Candidates should possess a strong desire to work in a team-oriented, fast paced, flexible, professional public safety environment, and a willingness to serve the public in the sixth largest city in the nation. Under the administrative direction of the Operational Coordination Program Manager, Operational Coordination Group Leaders, and the Response Executive, the Emergency Management Liaison Officer is responsible for a range of activities including the following:
Perform functions of the Regional Integration Center Coordinator to maintain staffing levels and support operations within the Regional Integration Center.
Perform functionality checks and supply replenishment to ensure readiness of facilities, vehicles, and equipment
Perform field observation duties for various planned events, emergencies, and disasters gathering situational awareness and informing OEM response actions
Coordinate emergency response and resource support at incident command posts and the emergency operations center (EOC) before a full on-call team deployment
Deliver public education and engagement opportunities to increase the readiness of all Philadelphians
Support of public information officer duties, including collection of photos and video
Conduct planning functions for short-fused incidents including interagency meetings, written or verbal incident action plans, and other planning products
Serve displaced residents in reception centers and shelters
Coordinate short-term recovery activities at incidents including infrastructure restoration, financial and human service recovery, and public information
Assist in development of OEM plans, including data analysis, content review, and links to OEM operations and logistics functions.

Job Description
The IT Security Operations Administrator's role is to ensure the secure operation of the DPH computer systems, servers, and network connections. Position Summary
This position manages and coordinates the treasury activities of the Airport System to ensure sufficient funds are available to meet ongoing operational and capital investment needs. The Airport Treasury Manager is responsible for performing a wide range of analytical work related to the Airport's bond transactions and other financing instruments. This position reports to and works closely with the Director of Capital Finance to ensure compliance with bond ordinances, airline and other party agreements, as well as federal regulations.

Coordinate funding source reconciliations, forecast cash flows, manage borrowings and investments, and ensure sufficient liquidity for operational and capital needs.
Ensure bond covenant compliance, report on finance metrics, and manage relationships with financial stakeholders (financial advisors, airport consultants, bond and disclosure counsel).
Coordinate the filing of annual continuing disclosure reports and material event notices.

Job Description
The Information Security Analyst - Security Operations Center (SOC) position will play a critical role in the City of Philadelphia's, Information Security Group's, monitoring, detecting, analyzing, and responding to cybersecurity threats in real time. This position is responsible for safeguarding the City's digital infrastructure by leveraging advanced security tools, threat intelligence, and incident response protocols. The ideal candidate will have hands-on experience in a SOC environment, a strong understanding of cyber threat landscapes, and the ability to collaborate across departments.
Essential Functions
Monitor and analyze security events using SIEM and other SOC tools.
Detect, investigate, and respond to cybersecurity incidents.
Conduct vulnerability assessments and penetration testing.
Document and communicate risks, incidents, and remediation plans.
Develop and maintain security monitoring procedures and incident response playbooks.
Track and report on the effectiveness of security controls and technologies.
Support compliance efforts with relevant regulatory frameworks (e.g., NIST, CJIS, HIPAA).
