Summary:
Responsibilities: Maintain, test and design communication systems. Follow all SOP requirements per FAA/FCC and ET.
This job is a high-level position requiring extensive knowledge in field Communications and networking, must have knowledge in maintaining and designing communication systems from the ground up. This position is critical in the operation and safety of our pipeline. It also requires being on call 24/7 and traveling in some cases. Must have knowledge in tower regulation and tower light testing.
Essential Duties & Responsibilities:
* Provide high level technical support to operating personnel on microwave, data acquisition, VSAT, Cellular, mobile radio, analog and digital SCADA systems in compliance with applicable specifications, codes, safety standards and operating procedures.
* Provide some technical support for Microwave system but not required.
* Support technical staff on related CAPEX and OPEX projects.
* Interpret industry standards to provide engineering support in the design, construction or modification of communication or process control facilities.
* Provide technical training to operating personnel on applicable communication equipment and theory.
* Working knowledge of applicable FCC/FAA and NEC requirements and procedures.
* Excellent communication skills to interface with customer base.

Communications Duties: (Will be trained to be proficient in the following):
* Receives medical, fire, law enforcement, and related emergency and non-emergency calls for service coming into the Taos County Dispatch center to quickly gather information from callers, while maintaining a professional and calm demeanor.
* Properly utilizes Computer Aided Dispatch (CAD) system to record/log calls, data and all incoming and outgoing radio transmissions and telephone calls. Accurately enters and maintains logs of radio and telephone communications, location of personnel, equipment, and resources.
* Accurately assesses the nature of the crisis/emergency, the appropriate jurisdiction and services to be rendered, and level/type of response needed; triages and prioritizes action needed to be taken by the appropriate entity or service provider.

Production generally precedes a check on the quality control. Established methods and procedures are clearly established, and general instructions provided.
Supervision Exercised:
The Communication Specialist Trainee is responsible for own work and has no supervisory authority or responsibility.

Responds to requests for information from the Emergency Communication Supervisor; and works with other department staff on issues and special projects that may have a moderate impact on provision of Taos County's programs and services.
External:

Complete all required CRAFT compliance training and documentation, including CRAFT Program Familiarization, HPO Inappropriate Relationships and Harassment Training and Acknowledgment, DOD/DISA Information Systems Policy, social media Policy, and PII Training. Maintain records of training completion and credentialing for Government review upon request.
Ensure the cleanliness and sanitization of cognitive performance workspaces and equipment weekly, in accordance with CRAFT health and safety protocols.
During PASO visits, prepare materials, conduct teaching observations using normal procedures, accept direct feedback, and apply recommendations to improve instructional delivery.
Attend CRAFT Program Office all-calls and leadership syncs and collaborate across sites and roles to promote consistency and program unity.
May travel to other CRAFT sites or aircrew TDYs to provide support, deepen understanding of mission needs, or assist in program expansion at locations without current CRAFT coverage.
Participate and assist with planning/coordination of enterprise-wide initiatives such as the annual Aircrew Human Performance Summit, cognitive domain qualification course, support distinguished visitor engagements, and contribute to HP-related research as requested by the Program Office.

The position requires a bachelor's degree in Forestry, Environmental Sciences, or Environmental Education, or a closely related field, with coursework in human dimensions, or an equivalent amount of work experience. The Collaboration Specialist will work closely with the Collaboration Program Manager and other FWRI staff to promote and support collaborative groups and networks in New Mexico and neighboring states. The Specialist will organize and administer sub-regional networks, on the Connecting for Conservation (C4C) model, and will link place-based collaboratives and sub-regional networks with multi-state networks, such as the Southwest Collaborative Support Network and the Western Collaborative Conservation Network. The job requires working with colleagues in public agencies such as the U.S. Forest Service and the New Mexico State Forestry Division; with staff at non-profit organizations such as The Nature Conservancy and the Forest Stewards Guild; with farmers, ranchers and soil and water conservation districts; with businesses; and with landowners and community members in rural, suburban and urban areas.
