Provides leadership, staff development and technical assistance to Program clusters and classroom staff in the planning, development, implementation, management, and evaluation of disability and mental health services for the Head Start 0-5 Program. Assists the staff to identify the children with disabilities to meet their special needs and those of their parents. Plans and schedules arrangements with other agencies to assure timely efficient services.
Primary Responsibilities
1.Assist in conducting the annual community assessment of the service area disability and mental health needs and participates in the programwide SelfAssessment.
2.Guides the development of annual quantitative and qualitative goals and objectives for disability and mental health services in the Head Start Program including each cluster area and the classroom.
3.Serves as a training and technical assistance resource and works closely with staff to achieve qualitative and quantitative disabilities and mental health outcomes by providing instructional material, performing on-site assessments and analysis, developing and providing training for identified issues.
4.Organizes, schedules, and participates in the Admission, Review, and Dismissal meetings, to include: the compilation of appropriate documents, progress reports and assist families to have input on developing individual goals as they participate in the Individualized Education (IEP) and Individualized Family Service Plan (IFSP).IEPs and progress reports.
5.Utilize the inter-agency referral form to track and assure that children with disabilities and mental health concerns are referred and receive the necessary services in a timely manner.
6.Assures that all children receiving services for disabilities and mental health have been professionally diagnosed within a timeline that is in accordance with the Head Start Program Performance Standards.
7.Designs systems and processes and recommends practices in the disability and mental health content area to support the growth and development of children and parents, and to assure compliance with Head Start Performance Standards, School Readiness Goals and other applicable requirements. Works closely with other content area to provide comprehensive services.
8.Guides the development of an efficient system for documentation and reporting for the disability and mental health services, including instruments used to assess and measure the number of disability and mental health services provided and assures compliance with the Head Start Performance Standards and other applicable requirements.
9.Assist in collecting and analyzing child outcome data from the DECA, and the mental health tracking on a monthly basis to determine training and technical assistance needs, trends and areas of improvement.
10.Provides documentation, prepare reports and other data as directed to include supplies, equipment, training and other costs as directed by the immediate supervisor.
11.Provide and/or coordinate training and educational opportunities for parents and develop links to area-related agencies and organizations.
12.Utilizes and maintains current information, material, guides and other resources and community organizations and disseminates materials to staff on a regular basis.
13.Assist staff in the selection of materials and equipment being used in the classroom at a given time to meet the needs of special needs children.
14.Support cluster staff with concerns of the classroom environment and inclusion of children with special needs. Guides staff and parents concerning screening, assessments and referrals.
15.Networks with community organizations in order to promote the Head Start Program.
16.Complies with the Programs confidentiality policy.
17.Any other duty as assigned by the Disabilities and Mental Health Manager.
Work Experience
At least 3 years experience in Head Start
Education/Certifications/Licensure
A Bachelor's degree preferably related to the discipline they oversee.
Must have a valid drivers license, safe driving record and acceptance by the Agencys vehicle insurance carrier are required.
Must pass TDFPS background check.
Must pass pre-employment physical. Obtain annual health certificate
Additional annual certification and training in the following are required: First Aid Certification and Adult and Infant / Toddler CPR Certification.

General Description
The Lead Clinicians conduct mental health assessments for all unaccompanied children (UC) in care, as well as provide ongoing individual and group counseling just as Clinicians, but with the added responsibilities of coordinating clinical services, training new clinicians, and supervising clinical staff. Lead clinicians are designated when more than one clinician is on staff at a care provider facility.

Experience: Five years of postgraduate direct service delivery experience, group and individual counseling, and related treatment services

What You'll Be Doing
Utilize trauma theory and brief therapeutic techniques to work with unaccompanied children entering the United States during a typical stay of 30-35 days.
Conduct mental health assessments of all children admitted to the UC program as well as provide ongoing individuals and group counseling, screening for human trafficking concerns.
Provide ongoing individual and crisis intervention.
Prepare goal-oriented diagnostic assessments, group counseling, staff training and program enrichment.
Provide guidance to all members of the program staff.
The Lead Clinician will carry up to nine cases, with additional supervisory and management responsibilities.
Upon request, this role may be required to travel with UC, 14 and under, to locations in the United States.

This part-time opportunity requires you to be available Monday - Friday from 2:30 - 6:30 pm. In the summer we transition to an all day program. What will you be doing your role?
Provide therapy services (including play therapy) to refugee children, including elementary, middle school and high school students.
Provide therapy to clients who have experienced trauma.
Set appointments with parents and schools and communicate with them regarding scheduling.
Assist clients in developing treatment plans that help improve client's level of cognitive functioning and attain elevated quality of life.
Develop, update and review treatment plans with clients.
Prepare progress notes, session reports, and document contact with clients.
Develop individual client goals and measure level of goal attainment for evaluation purposes.
Complete all necessary paperwork to ensure quality service and compliance with funding requirements.
Identify client specific needs and respond to crisis as needed to meet immediate mental health needs.
Utilize professional interpreters in therapy sessions as needed.
Delivers services and support that reflect the unique cultural values of each client.
Understand what refugees have been through as well as their various cultural backgrounds, and work to meet their unique needs in therapy sessions.
Prepare and submit all required reports.
Assess and respond to crisis calls as needed.
Maintain licensure and adhere to ethical guidelines established by the licensing board.
You will operate independently as needed and exercise independent judgment in completing assignments.
Travel to and from off-site therapy locations as needed.
Are you the next Child/Adolescent Clinical Counselor?
Master's in Counseling, Psychology or Social Work required
Licensed in the State of Texas required
Experience in counseling clients with trauma, preferred.
Excellent written and oral communication skills in English required
Bilingual in current refugee language preferred
Knowledge and ability to implement a number of treatment modalities in working with a broad range of clients.
Knowledge of theories relating to working with children and families including systems theory.
Transportation to and from off-site therapy locations
