Montage Health Leadership

Dr. Steven Packer was appointed as President/Chief Executive Officer of Montage Health and its related corporation in January 1999. Prior to this appointment Dr. Packer served as Chief of Staff at Community Hospital of the Monterey Peninsula (1997-1999) and was Medical Director of Community Hospital's Intensive Care Unit for 11 years.

A graduate of UCSF School of Medicine; he also completed Internal Medicine training there. A pulmonary and critical care fellowship followed at UC Irvine, and he attended the Stanford Executive Program at Stanford's Graduate School of Business in 1999. In 2009, Dr. Packer was awarded a Walker-Sullivan Fellowship by the California Health Foundation and Trust, funding his study of mass casualty incident response in Israel. In 2012 Dr. Packer served on “Let’s Get Healthy California Task Force”, a group convened by California’s Secretary of Health and Human Services.

Under Dr. Packer’s leadership, Montage Health has experienced considerable growth. Key accomplishments during Dr. Packer’s 18 year tenure as chief executive include the expansion of Community Hospital’s facilities through the Pavilions Project, development of the Carol Hatton Breast Center, construction of the Ryan Ranch Outpatient Campus, creation of Montage Medical Group, opening of Montage Wellness Centers in Marina and Salinas, and creation of Monterey County’s first Medicare Advantage Program, Aspire Health Plan.

Dr. Packer is active in community and industry affairs and serves on the boards of the California Hospital Association (Past Chair), VHA West Coast, and NORCAL Mutual Insurance Company.

An innovative and collaborative Strategic and Financial Executive with over 36 years experience in various positions within healthcare finance. Committed to developing financial models of health care delivery that support and incentivize care delivery that results in the best patient experience, improved health of the population served and reduced cost of health care. Successful accomplishments to date include participation in an Accountable Care Organization with a major payer, build of a Medicare Advantage health plan and partnership with competitor health system to manage population health County wide.
