Community Support Service company history timeline

1989

Founded in 1989, our company saw a need to provide opportunities to people with intellectual and developmental disabilities so they can live self directed lives in their own homes.

1991

In 1991, the agency was renamed ARC Community Support Systems.

In Bucks County, CSP began in late 1991 with a county-wide meeting of the mental health community organized by our MH/MR Department.

1992

In January of 1992, CSP of Bucks County became a reality with it’s first official committee meeting.

1993

In 1993, the first annual Golf Tournament was held at the Effingham Country Club and the agency was awarded the Excel Award by the Greater Effingham Chamber of Commerce and Industry.

1994

In 1994, Illinois TASH presented ARC Community Support Systems for two awards for its community inclusion work and public awareness efforts.

1998

First employed with Mecklenburg County in November 1998, Lowry later left the County for 11 months in another position, then returned.

By 1998 ARC Community Support Systems had grown to serve 1,043 infants, children and adults with disabilities.

2000

On September 1, 2000, the Opportunity Center of Southeastern Illinois merged with ARC Community Support Systems.

She received her clinical social work licensure (LCSW) in 2000 in North Carolina.

2002

In 2002, the Agape Center, a small HIV/AIDS support organization, merged with FRCA. The integration of programs and services created seamless access to support for a multiplicity of needs.

2004

In 2004, ARC-CSS built a new 16-bed group home called Oakview.

2006

She became director of CSS at the department's creation in 2006.

2007

Also, in 2007, ARC Community Support Systems sold the Opportunity Center in Olney and moved the Children’s Programs and Community Employment Services to the newly leased Magura building.

2010

In late 2010, FRCA reached out to NRICS, in their role as the local community mental health center, to run the agency’s outpatient services.

2013

In her most recent role as CSS Business Manager since January 2013, her responsibilities expanded beyond budget development and oversight and day-to-day operations to also include leading work to expand supportive housing and diversion through the housing stability funds.

2016

In January 2016, ARC Community Support Systems Board of Directors voted to change the name of its not-for-profit corporation to Community Support Systems.

2018

Devine is the Community Support Services department's first Assistant Director, a new position created in 2018.

2021

Garlow assumed his role in March 2021.
