The Texas Legislature created the Texas Workforce Commission (TWC) in 1995 and consolidated the state's employment related education and job training programs.
In 1997 Paula, became one of the founding partners of Grant Associates along with Dale Grant, and Diane Edelson.
Three years later in 1998, the 105th Congress passed the Workforce Investment Act of 1998 to consolidate, coordinate and improve employment, training, literacy and vocational rehabilitation programs in the United States.
