he firm was founded, as Hyman & Phelps, on St. Patrick's Day in 1980. There were three founders: Paul Hyman, Jim Phelps, and Bob Dormer. They left a New York-based firm to create their own practice. The goal of the new firm was to provide service to clients regulated primarily by the Food and Drug Administration, the agency with which the three founders had extensive experience. When Steve McNamara joined the practice in 1984, the firm became known as Hyman, Phelps & McNamara. Later that year, the firm incorporated, and has since been known as Hyman, Phelps & McNamara, P.C. The founders intended to maintain the firm at a size to meet the needs of food and drug clients. Over the years, the size of the firm has grown considerably due to the ever-increasing needs of those clients. As government regulation of the food, dietary supplement, drug, biologic, medical device and cosmetic industries has escalated, our food and drug practice has expanded into many related subspecialties, including controlled substances, fraud and abuse, reimbursement and payor issues, and advertising and claims substantiation, to name a few. (To view a list of our specialty practice areas, see Practice Areas.) The backgrounds and experiences of our attorneys support the breadth of the firm's practice. Our attorneys have had experience in many branches of the federal government, including the Food and Drug Administration, the Department of Justice (Office of Consumer Litigation), U.S. Attorneys Offices, and the Drug Enforcement Administration. Three of our attorneys have been general counsels in major pharmaceutical houses, and others have served in industry trade associations. Still others have scientific backgrounds in areas that complement our practice, such as clinical research and the practice of pharmacy. One member is a former judge, and several were law clerks. (To view the individual biographies, see Professionals ). Together the firm's attorneys bring a seasoned focus to the issues that confront food, dietary supplement, drug, biologic, medical device, and cosmetic companies. Further, in addressing clients' issues, we have a vast network of resources at our disposal to supplement our combined expertise. Because aspects of our regulatory practice often involve complex or novel scientific issues, we work collaboratively with physicians and consultants, as needed, who are able to provide targeted medical or scientific expertise to help accomplish the regulatory goals of our clients. In addition, we have longstanding relationships with regulatory counsel in foreign jurisdictions - including the European Union, Asia, Canada, Mexico, South America, and Australia - in which clients may seek to market their products, source ingredients or materials, hold clinical trials, or may otherwise require assistance. Our goal is to provide prompt and economical professional services suited to each client's specific needs. The firm's clients are as diverse as the regulatory issues they face. They range from individuals and start-up companies with no in-house legal staff to large multinational corporations. In addition, other law firms retain HPM to provide targeted expertise in food and drug law to assist their clients. HPM works to avoid legal problems when possible, and to help solve them when necessary. The firm helps companies conduct business as efficiently and profitably as possible by providing advice and counsel on meeting current and future regulatory requirements.

They believe in answering the telephone when it rings. They believe in responding to emails promptly. They believe in reception areas, not waiting rooms. They respect the value of your time. They believe that lawyers do not always have to travel in packs. They believe that sophisticated legal matters do not require sacrificing efficiency for effectiveness. They believe that hourly billing rates do not have to approach the cost of the average monthly mortgage payment. They respect the value of your dollar.

The Peterson Institute for International Economics is a private, nonprofit institution for rigorous, intellectually open, and indepth study and discussion of international economic policy. Its purpose is to identify and analyze important issues to make globalization beneficial and sustainable for the people of the United States and the world and then to develop and communicate practical new approaches for dealing with them. The Institute is widely viewed as nonpartisan. The Institute attempts to anticipate emerging issues and to be ready with practical ideas, presented in useful and accessible formats, to inform and shape public debate. Its audience includes government officials and legislators, business and labor leaders, management and staff at international organizations, university-based scholars and their students, other research institutions and nongovernmental organizations, the media, and the public at large. It addresses these groups globally from its base in Washington. The Institute's staff of about 60 includes 20 senior researchers, as well as a dozen nonresident fellows, all distinguished for their combination of research productivity and policy experience. The Institute's agenda emphasizes international trade and investment, international finance and exchange rates, macroeconomic policy and crisis response, globalization and human welfare, and area studies of key economic regions. Institute staff have unique expertise on the major economies with special reference to China, India, Japan, Korea, Russia, the European Union, and the Middle East, as well as the United States itself and its NAFTA partners. Current priorities include global supply chains and multinational investment; the growing role of China in the world economy; the economic dimensions of the Arab Spring; globalization, inequality, and unemployment; the global financial and economic crisis and especially its banking and monetary components; national and international financial regulations; trade negotiations at the multilateral, regional, and bilateral levels; and possible reforms of the international monetary system. Institute studies have helped provide the intellectual foundation for many of the major international policy initiatives of the past three decades: reforms of the International Monetary Fund (IMF), including those initiated by the G-20 in 2009-10; adoption of international banking standards; Asia Pacific Economic Cooperation (APEC) forum and Trans-Pacific Partnership; the restoration and then extension of trade promotion authority in the United States; North American Free Trade Agreement (NAFTA) and other US free trade agreements (including with Korea notably); initiation of the Strategic and Economic Dialogue between the United States and China; reform of sanctions policy; liberalization of US export controls and export credits; and specific trade issues such as permanent normal trade relations (PNTR) for China in 2000 and Russia in 2012. Other influential analyses have addressed: economic reform in Europe, Japan, the former communist countries, and Latin America (including what became known as the Washington Consensus); the social impact of globalization; foreign direct investment both into and out of the United States; international environmental policy; measures of currency manipulation and of equilibrium exchange rates; and the sources and growth of services trade. The Institute celebrated its 25th anniversary [pdf] in 2006 and adopted its new name at that time, having previously been the Institute for International Economics. In 2001 it moved into its new building, which received an Award of Excellence for Extraordinary Achievement in Architecture by the American Institute of Architects and a Best Architecture in Washington Award by the Washington Business Journal.
