We are seeking a detail-oriented Federal Wage Compliance Analyst to support certified payroll compliance for a large construction program funded under the CHIPS Act. Essential Responsibilities:
Certified Payroll Administration
Review and verify weekly certified payroll submissions in Elation Systems for accuracy, completeness, and compliance with Davis-Bacon wage determinations and fringe benefit requirements.
Monitor contractor and subcontractor submissions through Elation Systems to ensure timely reporting.
Compliance Monitoring & Enforcement
Audit payrolls to confirm correct classifications, wage rates, and fringe benefit allocations as documented in Elation Systems.
Identify, document, and communicate compliance discrepancies; coordinate corrective actions with contractors.
Maintain digital compliance logs, wage determinations, and correspondence records within the software.
Contractor/Subcontractor Coordination
Provide training and guidance to subcontractors on using Elation Systems for certified payroll submissions.
Serve as the primary point of contact for wage compliance questions and technical support related to the software.
Regulatory Reporting & Documentation
Generate compliance reports from Elation Systems for internal leadership, owners, and government agencies.
Assist in responding to audits, investigations, or public records requests using data stored in the system.
Policy & Procedure Support
Maintain up-to-date knowledge of federal, state, and local wage compliance laws.
Recommend process improvements to strengthen compliance controls, leveraging Elation Systems capabilities.

Qualifications:
Professional Experience and Education
High School Diploma or GED required.
