Denton's first public library opened on June 6, 1937, in Denton County Courthouse. It quickly outgrew the space and in 1949, the City of Denton donated a tract of land on Oakland Street for a new library.
Congress Middle School opened in 1974 as Park Hill North Junior High, a seventh-through-ninth-grade school.
In 1998, when the new Park Hill South High School opened and relieved the crowding at Park Hill High School, the newly renovated Congress Hall became Congress Middle School, the home of the Cougars.
