Supervises 1-4 individuals on the water/wastewater crew out in the field to ensure all work tasks and objectives are completed as planned and required.
Performs work in the operation and maintenance of the water/wastewater collections and distribution with a high level of responsibility.
Has a working knowledge of the City of Lancaster's water/wastewater system.
Logs work orders, water bypasses, leaks, and main breaks.
Oversees and assists in the installation, maintenance, repair, or replacement of water/wastewater mains or services.
Resolves customer complaints due to water leaks or sewage stoppages.
Trains employees in the proper operation, maintenance, installation, and repair of the water and wastewater systems.
Helps locate water and sewer lines for other utilities.
Enters confined spaces using gas measuring systems.
Performs some administrative work in connection with processing records on pump age, inventory control, and daily records.
Works in collaboration with Foreman, keeping the Foreman informed as various work tasks and situations arise.
Available for 24 hours per day, 7 days a week unscheduled, on call status pending a water/waste water response situation.
Assigned as primary on-call responder once per month as scheduled
Supervisory Responsibilities
Directly supervises employees in the Water/Wastewater. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

To supervise a construction/repair crew consisting of a Semi-Skilled Laborer, a Laborer and a Truck Driver. To direct them performing minor maintenance and repairs to the water distribution and wastewater collection systems. To direct them in the installation of sewer and water taps. Must be familiar with water and sewer tapping machines. Must have basic plumbing skills and be familiar with materials associated with such.
Must be able to install D.I., PVC, C.I. and clay pipe and their appurtenances.
Must be able to set water meters, meter boxes, and run water services from main to property.
Must be able to install, replace and repair fire hydrants, water valves and set paving boxes.
Must be able to use hand tools and specialty tools used in the water and sewer industry.
Must be able to work safely without injury to self and others.
Must be able to install, replace and repair precast concrete manholes, risers and ring/lid assemblies.
Understand and direct the setup of traffic control devices and road closures.
Must be able to run power equipment including gas powered compaction packers, gas powered cut-off saws, hydraulic saws, hydraulic jack hammers, hydraulic pumps, air tools, jack hammers, impact wrenches, etc.
Must be able to operate a forklift, backhoe, loader and trac-hoe as needed.
Must be able to read, write, and understand the English language and communicate with customers and coworkers. Read construction plans and complete materials estimates.

Record keeping and paperwork.
Respond to emergency calls after normal working hours if needed.

Summary: Under basic supervision, leads and coordinates the activities of the Water Distribution/Wastewater Collection (W/WW) maintenance and repair work crews; reviews work orders, and makes appropriate decisions based on work experience.

Essential duties and responsibilities may include, but are not limited to, the following
:
Provides general supervision to Field Operations work crews maintaining and repairing the Water Distribution/Wastewater Collection (W/WW) infrastructure; assures that all safety rules, traffic control regulations, and W/WW policies are observed on the job site.
Coordinates crews, equipment, materials and tools required to complete work orders, and reviews work completed by assigned staff to assure work meets the requirements of the work order.
Performs field inspections of ongoing and completed work assignments; assures all City and departmental regulations and safety requirements are met, and provides technical guidance as needed.
Coaches, trains, and instructs work crew; meets with staff to review and discuss work performance, quality standards, technical issues, and work methods.
Inventories material and equipment needs for each assigned project, and distributes supplies and materials.
Maintains records of services performed, time spent on job, and material costs.
Controls work site to assure that safety rules and regulations are followed, and that the work zone, traffic control, and all equipment are in safe operating condition.
Operates heavy machinery in accordance with all safety guidelines, including OSHA.
Perform the duties of Utility Field Worker as needed to meet workload demand.
Utilizes proper safety precautions in all work performed; reports problems and emergency situations; recognizes, avoids, and reports unsafe acts, conditions, accidents, and injuries.
Must have and maintain a cell phone for City use to hold this position.
Supports the divisional operations with regular and timely attendance.
Responds to emergency maintenance requests during normal hours and after hours when on call.
Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
Minimum Qualifications:
Education, Training and Experience Guidelines: High School Diploma or GED required. 3 years of experience in operation, maintenance, and repair of W/WW systems and infrastructure that is governed by the Texas Commission on Environmental Quality OR 2 years of work experience in the City of Odessa Water Distribution or Wastewater Collection divisions.
Knowledge of:
Principles, practices, methods, materials, tools, and equipment used in public utility maintenance.
Local, state, and federal water and wastewater regulations.
Safety standards for heavy equipment operation.
OSHA rules and regulations, and other safety requirements needed to maintain and repair W/WW plants and infrastructure.
Texas Commission on Environmental Quality (TCEQ) and American Waste Water Associations rules and regulations.
Environmentally responsible and resource-efficient utility maintenance techniques.
Skill in:
Evaluating maintenance issues and developing recommendations based on findings.
Reading and interpreting plans, schematics, and specifications.
Accurately estimating labor and material costs.
Troubleshooting, repairing, and maintaining water, wastewater, water meters, and specialty equipment and control systems.
Promoting and enforcing safe work practices.
Operating a personal computer utilizing standard and specialized software.
Establishing and maintaining effective working relationships with co-workers.
Effective verbal and written communication.
Physical demands and working environment: Work is performed in a standard office environment, and outdoors at work sites. Work schedule includes after hours, weekends and holidays. Must be able to respond to after hour emergencies as needed. Work rotating and rotating call duty as required. City approved safety boots must be worn. Division safety equipment is furnished and must be used as prescribed by policies.
License and certification requirements:
A Texas State Commercial Class A Driver's License is required.
Class C Water/Wastewater license from Texas Commission on Environmental Quality (TCEQ) is required or the ability to obtain within 12 months of hire.

* Coordinates material selection, bids, PO requests, and deliveries in conjunction with supply chain management, engineering, and operations.
* Reviews and approves/rejects invoices to ensure accuracy of tabulations and completion percentage.
* Initiates and participate in Management of Change (MOC)/Post-Startup Safety Review (PSSR) processes.
* Coordinates internal and external resources for pre-commissioning, commissioning & start-up efforts.
* Ensures that all job documentation is complete and retained per Company standards.
* Provide supervision over Company inspectors and contractors.
* Develops a strong service provider-oriented relationship with operations, engineering, and commercial groups.
* When not acting as the Project Manager, works cooperatively with Project Manager to assure that projects are executed in accordance with approved budgets and schedules.
* Assure that activities comply with local, state, federal, and Company regulations, policies, and procedures.
* Possess knowledge of codes, standards, regulations, and best practices applicable to the midstream industry (including API, ASME B31.3/8 and VIII, DOT 192, NFPA/NEC, etc.)
* Proactively seek opportunities to learn and develop and to find solutions for maximizing value to the business unit.
* Continuously review assets to enhance safety, mechanical reliability, operational flexibility, and capacity
* Ability to work overtime, weekends, holidays, with the ability to respond to call outs as needed to fulfill business objectives and the ability to work shifts for plant or field conditions.
* Other duties as assigned.
MINIMUM ESSENTIAL QUALIFICATIONS:
* 5+ years of experience in gas plant/field operations, construction, maintenance, commissioning, or related field
* High school diploma or equivalent
* Valid driver license and safe driving record
* Knowledge of general construction practices employed in midstream operations including pipelines, measurement, compressor stations, and processing facilities.
* Proficient in Microsoft Office software, including Outlook, Word, Teams, and Excel
* Working knowledge of industry standards, and codes including ASME B31.3, ASME B31.8, DOT 192, ASME IX, and API 1104.
* Ability to read and interpret engineering documents (Piping & Instrumentation Diagrams, Isometric Drawings, Electrical One-Lines, Plot Plans, Navisworks 3D Models, etc.)
* General knowledge of both Mechanical and Electrical equipment and instrumentation used in the midstream industry (Manual and Automated Valves, Separators, Compressors, Pumps, Tanks, etc.)
* Strong interpersonal communication skills are required to interface with all affected teams, personnel, and vendors.
* Ability and willingness to travel and work weekends & holidays as needed.
* Regular and reliable attendance, strong work ethic with demonstrated ability to effectively work independently with minimal supervision.

This position will provide daily direction and coordination for a specific group of Construction Crew Technicians. Responsible for reviewing that HM technicians are being tasked efficiently and following up to ensure assignments have been completed to a high level of customer satisfaction and quality. Directly oversees and provides key communication for unresolved or high priority assignments. This position will conduct Construction Crew operations throughout their region. Their skills and certifications will allow them to install, maintain, and repair any equipment that JF Petroleum Group markets.
Contributes to reviews on Construction Crew performance to Service Manager and General Manager of Construction Crews and makes recommendations on hiring, firing, and performance reviews. Works closely with Service Manager to review generated reports. Works closely with Service Manager, Sales, and provides a high level of customer satisfaction.
Job Duties:
Provide excellent communication to Customers and Teammates
Provide and ensure a high quality of workmanship is achieved, to meet customer expectations
Perform as onsite working leader and point of contact for high priority and sensitive issues
Complete Construction assignments to meet customer response time objectives
Complete and submit paperwork as they are completed from the job site
Complete onsite safety evaluations to ensure assignments are being completed safely
Review jobs with Service Manager / Project Manager and/or Sales
Review reports to ensure a high-level team performance is attained
Issue input to Team and Supervisor on ideas of how to obtain a higher level of performance
Maintain and ensure all company equipment is in a good working standing
Ensure teams required certifications for Heavy Maintenance Level are up to date
Will have obtained and maintain certifications required for HM level on equipment, products, and safety practices
Requirements
Highschool Diploma or GED required
Must have a valid driver's license
5 years of direct Construction/Heavy Maintenance experience in the Petroleum Industry
Able to successfully lead and mentor 4-6 Construction Crew Techs
Must be a Team player with high standards for appearance and professionalism
Able to operate up to a 90-pound jack hammer throughout the workday
Computer skills in Microsoft Windows, Word, Excel, and Outlook
Work will include after-hours
Able to work in all weather conditions - significant portion of the work is done outdoors
Willing to travel, up to 50-60% of the time
Able to safely operate industry specific tools and equipment
Obtain / Maintain or possess / maintain certifications
Must be able to meet company's employment requirements, which includes passing a drug screen, criminal background check, and MVR, if driving for the company
Physical Requirements: Ability to repetitively lift, carry, push, pull up to 50 pounds, frequent bending, stooping, standing 8-10 hours per day.
