JOB DESCRIPTION/SUMMARY The Site Superintendent will be assigned to Department of Defense (DoD) construction project(s) located in various regions. This individual will be responsible for directing, managing, supervising and coordinating the work and activities of the various trade groups on the work site to meet requirements as described in the statement of work or contracts.
DUTIES AND RESPONSIBILITIES
Ensure that the project maintains the required schedule by organizing, planning, monitoring, and inspecting work.
Prepare schedules or assist scheduler for pay estimates and 3-week look ahead.
Prepare takeoff or assist project engineer with all required materials and ensure that materials and equipment are delivered to the site on time.
Assist project engineer in defining subcontract scope of work and verifying that the subcontractor is on the project when required and progress in accordance with the schedule.
Oversee that the activities of various workers do not interfere with one another.
Inspect the work of each trade and confirm that not only the quality of the work is up to standard, but that the work is being built in accordance with the plans and specifications.
Plan and run weekly progress meeting and assist in the performance of Quality Control preparatory meetings and inspection.
Assist with project estimates, bid packages, and schedule preparation and budgets.

MINIMUM QUALIFICATIONS, SKILLS, AND EDUCATIONAL REQUIREMENTS
A Bachelors Degree from an accredited university in Construction Management, Construction Science, Architecture, or Engineering, with a minimum of three years experience (within the last 10 years) as a Site Superintendent, in construction of the installation of work including petroleum, oil, and lubricants (POL) facilities, tank rehabilitation, tank cleaning and repairs and emergency inspection OR a minimum of eight years construction experience (within the last 10 years) as a Site Superintendent with training in engineering and construction management
Completion of the Construction for Quality Management for Contractor course
Working knowledge of applicable federal, state, and local laws, regulations, standards, codes, and guidance
DoD construction experience and experience as a Site Superintendent of projects in remote and/or austere environments is desirable
API 653 certification and/or API 570 desirable
KNOWLEDGE & ABILITIES
Must have strong interpersonal skills to be able to communicate work requirements with various staff and subcontractors
Able to communicate both written and verbally in English

Shut down work at Job Sites because of safety hazards, both potential and actual.

Complete and issue field changes and back charge reports.

Ensure that employees reporting directly or indirectly to the Superintendent are accountable for tools, material and equipment.

Maintain cooperative working relationships with all Company employees. This includes "inter" and "intra" departmental employees. Also included are all Subcontractor, Owners, Architects, Suppliers, etc.
Is alert to opportunities to change equipment, methods, processes and procedures that can benefit the Company and the overall project performance. Researches and develops these ideas with the Project Manager as may be appropriate.
Ensure that direct hires (carpenters, laborers, etc.) are trained to perform their jobs adequately and safely including requirements of company Drug Free Workplace requirements.
Advise the General Superintendent two (2) weeks in advance of any pending needs for direct hires.
Cost code all delivery & purchase tickets for items delivered to site. Submit these to the Accounting Department weekly.
Keep informed of the general employee morale and initiate whatever procedures are necessary to improve and maintain an acceptable level.
In conjunction with the Project Manager, review budgets with actual costs on a weekly basis or as set forth by the project team at the Project Kickoff Meeting. Provide acceptable explanations on variations relating to labor and productivity and ensure that prompt remedial actions are taken as required.

Must be willing to work non-traditional hours to meet project demands.
Most of the individual's time is spent on site, either in the site office or outside inspecting and supervising work. Occasional trips are necessary to the main office, to the Owner's location or to the Architect's office. These locations are visited throughout the year and during all weather conditions.
This position requires the ability to navigate around and through, construction job sites and office facilities.
The individual must be able to walk, climb stairs, stoop, kneel and crouch. The individual will be required to stand for prolonged periods. The individual must be able to reach with hands and arms and must be able to lift items of up to 50 lbs. without assistance.

Direct and coordinate outside contractors/consultant and internal University departments in the execution of capital improvement projects. Inspect, review and approve work of contractors and other University personnel along with project submittals, drawings and other related paperwork/correspondences.
Essential Functions:
35% Coordinate with architects, engineers, construction managers, contractors, University departments and various governing agencies to manage the execution of capital improvement projects.
25% Direct contractors and construction/design professionals to achieve satisfactory performance. Inspect construction sites to confirm compliance with contract provisions.
20% Review construction documents to assure compliance with University standards and specific program of requirements and design intent. Examine drawings and evaluate specifications prepared by outside consultants to appropriately mange projects and minimize University exposure to extra charges.
10% Review and approve project submittals, including shop drawings, schedules, pay applications and other correspondence.
10% Perform various other assignments as .
Additional Position Information:
Education: Requires a relevant Bachelor's Degree.
Experience: Requires a minimum of 4 years experience in construction administration including architectural, structural, mechanical and electrical systems. Strong communication, organizational, and computer skills including word processing, spreadsheet, database and computer aided drafting software required. Prior work experience in the administration of Capital Improvements for universities or other State of Ohio institutions is preferred.
Leadership: Direct supervision and evaluation of work as a first-line supervisor over non-exempt staff including hiring, terminating, disciplining; or functional guidance and/or project leadership over exempt staff engaged in activities of a recurring basis.
Physical Requirements: Moderate physical effort required involving long periods of standing, walking on rough surfaces, bending and/or stooping; periodic lifting of moderately heavy items (over 25 lbs. -- 50 lbs.).
Working Conditions: Standard working environment with possible minor inconveniences due to occasional noise, crowded working conditions and/or minor heating/cooling or ventilation problems. Near continuous use (>70% of the time) of a video display terminal.

In conjunction with the Project Manager, review budgets with actual costs on a weekly basis or as set forth by the project team at the Project Kickoff Meeting. WORK ENVIRONMENT
Must be willing to work non-traditional hours to meet project demands.
Most of the individual's time is spent on site, either in the site office or outside inspecting and supervising work. Occasional trips are necessary to the main office, to the Owner's location or to the Architect's office. These locations are visited throughout the year and during all weather conditions.
This position requires the ability to navigate around and through, construction job sites and office facilities.
