About the Role - A project engineer is the detail-oriented construction professional that carefully reviews all items related to details, RFI's and submittals prior to any issuance for PM/Client approval and review. They are tasked with being intimately familiar with all aspects of a project plan and being up to date with all plan changes, in-field quality issues, and material lead times and deposits needed. Questions and concerns should be voiced frequently and often from the PE to PM/Ownership. The PE is a vital part of a successful project. A project engineer and their project manager form a team that together will take a project from bidding to completion.
Responsibilities -
Pre Bid/Bidding: Assist in subcontractor bid reviews and scope reviews. Assist the PM or estimator in quantity takeoffs and scope narratives to help level bid.
Plan Check and Permitting: The PE is responsible for submitting and collecting, as needed, permits and plan check drawings from local agencies. The PE will also be responsible to have a tracking sheet noting the different plan check trades, dates submitted, dates plan check comments were issued and dates the plans go back in.
Performing job walks: The project engineer must always have a reviewed and marked up set of bidding plans along with reviewed specs when applicable. This is to be a careful and detailed review of all bid docs and client RFP documents. PE to complete the job walk checklist and ask pertinent questions about the building not limited to existing MEP/FLs/FS systems, historical projects, union requirements, site/building requirements and proprietary subs for the specific project, etc.
Pre-Construction: Prior to start of construction PE must review plans in their entirety and compare against the bid set. This review is critical, and an additional job walk should be conducted at this time to review received sub-contractor scopes for completeness. PE to develop a comprehensive list of all required Submittals and MSDS sheets for PM review prior to project start. These will be added along with confirmed lead times to the master schedule. This will coincide with subcontractor notification for submittal preparation and deadlines for said submission. All plans for the duration of the project are to be accurately uploaded to Procore. The current set must be uploaded and noted immediately upon issuance. All SK drawings and addendums must also be uploaded to Procore and the entire team upon receipt.
During construction: All RFI's and submittals will pass to the PE for review against the Specifications, transmittals, and drawings. It is the responsibility of the PE to reject all submission not in compliance with the design specifications prior to sending on for approval. The PE will also be responsible for notifying the PM on any non-responsive/ timely subcontractors. All RFI's/Submittals/Drawings and correspondence to be updated in real time into Procore.
Project Turnover: When a project is in its final closeout (6) weeks from completion PE, with the coordination of the project bid coordinator, will begin requesting closeout documents from all applicable subcontractors. PE to review and stamp all received closeout documents prior to issuance to the Bid Coordinator for client submission. At this time the PE should again walk the project to review the completeness of the closeout documents. PE along with the onsite super should review the site and be responsible for creating a “zero punch - pre punch” program on Procore. The PE will also be responsible for site visits during punch list to verify completeness of punch items. All Pre punch and punch list items are to be documented completely via photo and description on Procore for team review.
