HOW YOU WILL DO IT
As Plexus continues to grow our global facilities portfolio will expand as we add sites to enable and support the growth of the business. The Program Manager - Construction role leads the construction of new sites globally from design and the creation of a detailed scope of work packages through to site commissioning on time, within budget, to quality standards and stakeholder satisfaction.Key Job Accountabilities:Global site planning including site selection and acquisition, design, tendering of work packages and selecting and contracting with main Contractors.Project scoping and project planning, budgeting, resourcing, governance and regular communication to key stakeholders on project progress across multiple concurrent projects.In line with Plexus goals and net zero vision on environmental sustainability, drive innovation and standards in respect of environmental building design and construction.Work with site construction leads to provide specialist expertise and support in the various elements of site construction, and ensure best practice application. Accountable to execute on Plexus' Best People strategy, leaders will focus on evaluating potential, driving succession planning and ensuring that their employees receive the development and coaching required to realize their full potential.Other job responsibilities:Co-ordination of the programs projects and management of inter-dependencies including oversight of any risks and issues arising.Management of budgets and schedules.Adoption and implementation of the latest technology regarding sustainability and energy reduction.Business case development.Management of the procurement process, including negotiation Accountability for safety and ensuring all practices are in adherence to local regulations.Strive towards site LEED accreditation.Facilitate weekly site project meetings.Communicate weekly with Stakeholders.Knowledge, skills and competencies:In-depth knowledge of program and project management methods and principals.Experience planning, monitoring and controlling a portfolio of construction projects.Exceptional Leadership and organizational skills.Knowledge and experience of performance evaluation principals.Experience managing senior stakeholders.Excellent written and verbal communications skills.Attention to detail and time management skills.A strong understanding of mechanical systems and EHS regulations and practices.Knowledge and experience of preempting issues and problem solving.Proficiency in MS Office, MS Project, Auto-Cad, MS Excel.Good knowledge of Prince 2 PMI and MSP.Travel expectations:25% - 50% travel.Potential for short term assignments abroad from time to time for large projects. Education and ExperienceMinimum of a bachelor's degree is required in Construction, Facilities Management, Environmental Engineering or Safety Management (or related fields).Seven years of related experience is required, four more years of equivalent industry experience is preferred.Minimum of 5 years in a Construction Program or Project Management, or alternatively a Managerial role in a Construction company.

Minimum qualifications:

+ Bachelor's degree or equivalent practical experience.

+ 8 years of work experience managing multi-group/disciplinary construction projects.

+ Experience constructing technical facilities.

Preferred qualifications:

+ 4 years of work experience with mission critical equipment/environments, including electrical switch gear, generators, chillers, cooling towers, air handling units, controls, security monitoring systems and fire safety systems.

+ Experience gathering requirements, resource organization, task prioritization, scheduling and achieving objectives within set goals.

+ Experience managing vendor relationships.

+ Understanding of start up and commissioning processes.

+ Understanding of standard practices in the design and construction industry, including knowledge of design build processes and associated documents and agreements.

+ Knowledge of large-scale facility electrical and mechanical systems.

+ Manage multiple data center projects from inception through to completion.

+ Support program initiatives, renovations, and upgrades of existing facilities.

The Program Manager will be leading a Breaker Replacement Program on a specified distribution system and other transmission, distribution and substation programs\. The primary mission for the Program Manager will be to foster a culture where quality and excellence is valued, recognized, and rewarded for the importance it brings to our organization\. They will establish consistency and direction through leadership, direction, and oversight of various clients and projects\. They will position Burns & McDonnell as a leader by establishing market trends and opportunities and providing direction for annual goals to improve our business\. In addition, the role will include design coordination, design constructability reviews, field construction coordination, and material and equipment coordination\.

+ Adhere to company's safety programs, trainings, and policies, as well as promote and manage the Safety & Health performance of project team members and subcontractors\.
+ Responsible for the oversight of a variety of projects and programs for a specific client\.

+ Lead transmission, distribution and substation programs\.

+ Direct and coordinate activities of several disciplines on a project of moderate scope or a combination of smaller projects\.

+ Direct coordination with clients and other external clients\.

+ May initiate or assist in contract negotiations or preparation\.

+ Assist in direction of project planning, budgeting and establishing critical project objectives\.

+ Provide direction and participate in project planning, scheduling, estimating, cost development, and establishing critical project objectives\.

+ Implement assigned sections of the Project Execution Plan, including construction execution, construction quality assurance plan, safety & health plan, subcontracting plan, project staffing plan, organization chart, and procurement plan\.

+ Develop construction staffing plans and train project teams, coordinate activities of multiple global practices/disciplines, and facilitate the efficient cost\-effective utilization of staff while adhering to contractual and performance requirements\.

+ Verify all applicable project permits are secured in accordance with the project requirements\.

+ Direct and oversee the downstream request for proposal \(RFP\) and bid process and prepare detailed scope of work documents for subcontractor and client contractor contracts, including bidder development, prequalification, evaluation, award recommendation, and selection\.

+ Collaborate with engineering team to establish the development and distribution of engineering deliverables per project schedule and requirements\.

+ Develop processes and manage downstream contract administration including request for information \(RFI's\), submittals, change management, contract closeout, documentation, and claims mitigation\.

+ Oversee Prime Contract, subcontractor, and client contractor invoicing process\.

+ Coordinate and facilitate client, supplier and company commissioning and startup teams as needed\.

+ Implement, audit, and oversee project documentation\.

+ Implement process for confirming project and subcontractor insurance, taxes/duties, licensures, and bonding requirements\.

+ Perform project safety, quality, progress and financial audits and assessments as required\.

+ Oversee and participate in the project\-specific non\-conformance reporting process\.

+ Responsible for facilitating project cost reporting, scheduling, work breakdown structure establishment, project set\-up and closeout, and field progress tracking specific to construction and construction related activities or program level activities as required\.

+ Develop and oversee materials receiving and management process, including inventory control, receipt of goods, storage, and transportation as required\.

+ Review contract documents with field staff to verify compliance of subcontractors and client contractors, safety and health requirements, quality, and schedule\.

+ Direct the project turnover documentation, warranty administration, project closeout, and recordkeeping/retention processes and procedures\.

+ Support communication with governmental, industry, and public entities on project\-related matters\.

+ Review construction field reports\.

+ Provide mentorship and training to interns, construction coordinators, craft superivision, and assistant construction project managers\.

+ Provide performance feedback for each project team member as requested to their respective Department Managers\.

+ Manage community and building trades relationships\.

+ Develop and implement project labor agreements with building trades as required\.

+ Onboard craft/field supervision as required\.

+ Manage composite crew rates to determine labor and equipment costs\.

+ Manage staffing on projects\.

+ Manage labor burdens including craft classifications, benefits and labor laws\.

+ Maintain accurate craft classifications and craft progression records\.

+ Uphold craft competency and training standards\.

+ Estimate, forecast and manage craft install unit rates\.

+ Manage earned value, schedule, change management and cost metrics\.

+ Mentor and foster craft training and identify advancement opportunities\.

+ Manage construction equipment to ensure adequate inventory to complete projects\.

+ May be assigned to a project site based on project requirements\.

+ Comply with company policies and procedures\.

+ All other duties as assigned\.

**Qualifications**

+ Bachelor's degree in Construction, Construction Management, Engineering, or a related field\.

+ Applicable experience may be substituted for the degree requirement\.

+ A minimum of 10 years relevant project management experience in the construction industry\.

+ Excellent computer skills and proficiency in Microsoft Office \(Word, Excel, Outlook, PowerPoint and Access\)\.

+ Experience with document control, scheduling, cost control and project management software is preferred\.

+ Excellent written and verbal communication skills and strong organizational skills\.

+ Strong analytical and problem\-solving skills, and attention to detail\.

+ Ability to handle large volumes of work and multi\-task in a fast\-paced environment\.

+ Multiple years of experience on construction project sites or executing program management in the industries of aviation, commercial, energy, government, manufacturing, oil & gas, process, transportation, transmission & distribution, or water is preferred\.

+ A basic understanding of Generally Accepted Accounting Principles is required\.

+ Must be able to meet the company's driving requirements\.
