Safety Management Systems is seeking Health, Safety, and Environmental Specialists to provide HSE support for pipeline projects in the Louisiana area.

The Midstream Construction HSE Specialist will work with the company and contractor's site management team to develop and implement the project and site safety programs; manage hazard and risk assessments for oil and gas pipeline work; work with customers to design, enhance, and maintain safety management systems; advise site team (company, contractor, and subcontractors) of company's safety requirements, regulations, expectations, and best practices; provide overall administration, technical guidance, and leadership in complying, interpreting and implementing all regulatory requirements regarding safety; develop and implement Health, Safety, and Security policies and procedures in compliance with group, local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations and safety best practices; develop best in class HSE performance, drive culture change, and provide demonstrable process improvements; ensure safety policies and procedures are followed by providing suitable assurance audits as deemed necessary; inspect or audit facility activities to detect existing or potential accident and health hazards to ensure gaps are closed; lead investigations and prepare accident root cause investigations; generate reports for management and customers as needed; may carry/handle equipment; perform all other duties as assigned.

The ideal candidate will have a bachelor's degree, a strong background in HSE pipeline construction, excavation and refinery work , and a minimum of 3-5 years of midstream construction experience. Must possess a strong working knowledge of OSHA regulations, be willing to travel on a 5/2 schedule, and have a current TWIC card. Must be willing to travel.

Supports the Design Manager and Owner Authorized Representative during the preconstruction phase in the following efforts:

Duties & ResponsibilitiesAssists in defining and reviewing the Project Requirement Document scope of work and schedule including interim housing requirements Makes value engineering recommendations at the outset of the design Comments on the design professional's deliverable identifying inconsistencies, ambiguities, conflicts, errors and omissions in the progress plans to reduce RFIs and Change OrdersEnsures documents are coordinated between design disciplines.Prepares comprehensive constructability review of pre-bid construction documents Coordinates the above efforts with the Design Manager and Owner Authorized Representative in a collaborative way Performs other duties as assigned

Requirements15 years full time paid professional experience as a Project Superintendent or Project Manager on a public/educational facility construction and/or large commercial projects with full responsibility for coordinating complex projects with construction value of a single project in excess of $30M with a combined cumulative project value of $400M.Minimum of two (2) years college level coursework from a recognized college, university or trade school. Five (5) years additional experience may be substituted for the educational requirement.Works quickly, efficiently and confidently Proficient in writing RFC's, reviewing submittals and change orders Proficiency in computer programs (MS Word, MS Excel, etc.), including Bluebeam

GENERAL STATEMENT OF JOB

Drives and operates heavy-duty trucks and equipment in the hauling or distribution of materials, the transportation of equipment and in the construction and maintenance of infrastructure.

ESSENTIAL JOB FUNCTIONS

* Operates and maintains heavy trucks, tools, and equipment (e.g., dump trucks, flat-beds, loaders, grinders, chain saws, piling hammers, bull dozers, etc.).
* Completes maintenance, restoration, or construction of roadways, drainage systems, or disposal sites.
* Installs all types of culverts on county roadways.
* Read and interpret blueprints, construction plans, and as-built drawings.
* Builds sea walls, which includes driving wood pilings to hold sea wall up, shooting to grade and keeping sea wall in line.
* Installs guardrails at the end of bridges and beside highways to DOT specifications.
* Builds and repairs bridges; replacing wheel guards, wood guide rails, pilings, caps, and decking stringers.
* Operates cranes to set concrete decking caps, head wall bearer rails, concrete light poles, concrete drain boxes and air conditioning units on buildings.
* Forms, pours, and finishes concrete in the construction of sidewalks, curbing, and driveways.
* Assists with traffic control.
* Transports equipment to work sites.
* Operates all equipment in a safe manner around power lines, above and below surface gas lines, phone lines, water and sewer lines.
* Performs related duties as required.

MINIMUM TRAINING AND EXPERIENCE

Education, Training, and Experience: High school diploma or GED; supplemented by four (4) years progressively responsible experience in the operation of heavy and complex trucks and equipment, to include experience in bridge or road construction and maintenance; or an equivalent combination of education, training and experience.

Licenses and/or Certifications: Requires OSHA Trenching and OSHA Level 1 HazMat Certification within twelve (12) months of hire. Requires a valid class "A" commercial driver license.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be able to operate heavy and complex trucks and equipment. Requires the ability to exert in excess of 100 pounds of force occasionally, or 25 to 100 pounds of force frequently, or 10 to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects. Must be able to ascend or descend ladders, stairs, scaffolding, ramps and the like, using feet and legs or hands and arms. Must be able to work for sustained periods of exposure to outside atmospheric conditions. Requires the ability to traverse irregular or uneven terrain, or erratically moving surfaces. Physical demands are in excess of sedentary work.

Language Ability: Requires ability to read a variety of records, policy and procedure manuals, codes, etc., in moderately complex technical terminology. Must be able to read and interpret blueprints, plans and specifications. Requires the ability to prepare forms and reports using prescribed formats. Requires the ability to communicate effectively in English, and in the various professional languages relevant to the primary functions of the department.

Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Requires the application of principles of influence systems.

Numerical Aptitude: Requires the ability to add, subtract, multiply and divide; calculate decimals and percentages.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with emergencies or tight deadlines. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
