Reports to: Project Manager Essential Duties and Responsibilities: · Primary liaison with owners/architects/engineers for the day-to-day construction activities of the project. · Developing and implementing overall project work schedules identifying the critical path including the expediting of scheduled critical materials and equipment for their timely delivery to site. · Leading, supervising, and developing all Company field staff, including providing input on performance appraisals. · Ensure strict adherence to ethics and compliance requirements at all times. · Assist Project Manager and Project Engineer in securing all equipment guarantees, warranties and service/maintenance agreements · Keep Project Manager and Project Engineer informed as to changes made in the field, so that such changes may be covered by general contact change orders and subcontract change orders. · Keep detailed daily records of subcontractors' work progress for monthly billing reviews. · Assist Site Safety and Health Officer in developing and managing the overall site safety program as required and ensuring subcontractor compliance with Healtheon standards and all applicable safety codes and regulations. · Managing and making decisions related to the performance of work related to scheduling, delivery, logistics, quality control and trade employee staffing levels. · Overseeing work among all trades to promote a coordinated project operation. Resolving local area problems regarding procedures, precedence, design clarifications, adequate labor and equipment, schedule, and all other appropriate matters. · Managing labor relations with subcontractors and Healtheon staff. · Implement inspections and associated testing, review, and approval. · Ensuring all necessary permits and insurance are in place and kept current for the term of the project. Acting as liaison to inspection agencies. · Managing the General Conditions and General Requirements for the project to maintain budget. · Coordinating with the Project Manager to manage the billing process as it relates to work in place and overseeing the monthly estimate of work completed, payrolls, material invoices and subcontractor payment applications. · Managing the work to ensure that it is installed in compliance with and conforms to the approved contract documents. · Supervise all subcontractors who are on-site. · Attend pre-construction meetings and weekly progress meetings with client, architect, engineers, and project team. · Minimize delays through collaboration with the Project Manager at the onset of construction. · Maintain good relationship and open lines of communication with the client and the project team. · Provide accurate information documenting Daily Job Reports, Daily Safety Reports, 3-Week Look Ahead (weekly) and Incident/Accident Reports · Maintain fiscal responsibility for labor and other miscellaneous expenses while proactively looking for ways to streamline tasks during projects. · Experience with pile driving and marine construction. Qualifications Bachelor's degree with minimum of four years' related training and at least eight years of building construction experience required, or an equivalent combination of education, training and/or experience. Thorough knowledge and understanding of the general and subcontract documents, drawings and specifications, construction means, methods and materials, understanding of line and grade and survey methods. Knowledge of construction cost control and basic accounting procedures. Computer skills and a familiarity with Microsoft Office suite programs. Knowledge of Primavera scheduling desirable. Knowledge of CMiC project management software desirable. Strong management, leadership and interpersonal skills combined with the ability to communicate well both verbally and in writing. License or certification: OSHA 30 (Required) Will be subject to security clearance. This role also assists with preparing various reports.Duties and ResponsibilitiesRFP Tracking Maintain a log of all Request For Proposal (RFP) information for construction contracts. Enter and update RFP details, such as project name, proposal due date, estimator, site visit dates, and amendment dates. Update a summary with the status of pending proposals (won, lost, postponed, or canceled), monitor total contract dollar amounts, and track competitors. Update this log multiple times a day as new information is received from clients. This log is a SharePoint file. Scheduling For all RFPs, send calendar invites for key dates to the designated team members. Schedule due times for responses back to the Government 30 min. prior to the actual response. Proposals will not be submitted without approval from upper management. Managing RFPs Distribute all RFPs to the designated team members and store the documents in the correct location on the server. Upload RFP and amendment files to the internal server. This may involve picking up CDs or downloading files from a DOD Safe site, PIEE, and ProjNet. Create a project in SmartBid and upload all necessary RFP and amendment files. Process pass requests for site visits, ensuring all deadlines are met. You will also coordinate with subcontractors to gather personal information for pass submissions. Bid Bond Complete bid bond request forms with RFP information, such as performance period, liquidated damages, and proposal due date. Subcontractor categories and percentages of work are provided by the estimator. Forward completed forms to the Bonding Agent (BA) for processing. Once the BA delivers the bid bond to the office, route it for signature and corporate seal stamp. Scan and save the signed bid bond to the corresponding project folder. Deliver the original bid bond to the contracting officer, either by hand or mail, and submit an electronic copy with the proposal. All bid bonds must be received before the proposal due date. Provide information to the bonding agent for Bondability Letters for NAVFAC Northwest projects. The original letter will be sent to the contract specialist in Washington. Proposal Submission Prepare the cover letter and price schedule. For the Technical Narrative, request all necessary documentation from subcontractors (e.g., Letter of Commitment, Relevant Experience Worksheet), review and verify the information, and compile the final package. Review the final technical narrative package with management and the estimator before submission. Complete proposal packages are emailed, mailed, or hand-delivered. Out-of-state proposals must be mailed with enough time for hand delivery and final prices and dates to be handwritten in. Emailed proposals must be received by the contracting officer before the due date and time. Office Errands Deliver bid bonds, proposals, pass requests, and submittals. Pick up new RFP CDs, supplies for jobsites, and office supplies. Perform project estimating activities to provide accurate estimates of material quantity take-offs and labor for all trade categories. Obtain bids from vendors and subcontractors by specifying materials; identifying qualified subcontractors; and negotiating price. Development of detailed Independent Cost Estimates (ICE) and Rough Order of Magnitude (ROM) cost estimates at all phases of design and preconstruction, including conceptual estimating requirements. These bids may be used as part of the proposal to clients or for comparison/justification of received subcontractor bids. Develop comprehensive time phased detailed General Conditions cost estimates based upon the project requirements. Coordinate estimates with the project engineering and development team, host customer, subcontractors, design engineers, state & local permitting authorities, local utilities, and construction management team bridging project development and construction execution activities. Attend and support design meetings with the project engineering and development team and design engineers to ensure estimate alignment with cost and budget. Review and turnover pricing assumptions, exceptions, clarifications, and remaining allowances/contingency carried over into the project budget with the project management team. Attend pre-bid walks hosted by the client. Schedule and facilitate pre-bid walks hosted by Ameresco, including facilitation of access requests, and preparing of attendance sheets and other associated documentation. Ability and willingness to travel up to 25% of each working month. Perform other duties as may be required to execute and implement all preconstruction responsibilities. Minimum Qualifications: Bachelor's degree in construction management, engineering, or a related discipline; or an equivalent combination of education and relevant experience. We are currently seeking a highly qualified Construction Manager to support our Department of Defense (DOD) Petroleum, Oils, and Lubricants (POL) Fuels contracts at Joint Base Pearl Harbor--Hickam in Hawaii. The Construction Manager will play a vital role in managing and executing fuels-related construction projects, ensuring they are delivered safely, efficiently, and to the highest standards of quality, environmental stewardship, and regulatory compliance. Position will also be required to support and learn certain aspects of the Quality Control, Safety, and Engineering functions. Key Responsibilities / Accountabilities * Collaborate with the Project Manager to oversee all aspects of DOD POL Fuels construction, including scheduling, procurement, , safety, and quality control. * Develop, implement, and maintain Project Safety Plans and Quality Control Plans (QCPs) in alignment with APTIM policies, DOD standards, and EM 385-1-1 requirements. * Participate in Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and daily safety briefings to ensure a proactive safety culture on site. * Conduct regular site inspections, quality audits, and field observations to verify compliance with design specifications, contract documents, and applicable regulations. * Assist with oversight of the three-phase quality control process (Preparatory, Initial, and Follow-up) to ensure work meets all required standards and documentation is complete and accurate. * Identify and address safety hazards, non-conformances, and potential risks early; develop and implement corrective and preventive actions to maintain compliance and operational excellence. * Promote and enforce compliance with APTIM's Zero Incident safety philosophy, ensuring all personnel and subcontractors are trained and accountable for site safety. * Support incident investigations and root cause analyses and assist in implementing lessons learned and continuous improvement initiatives. * Manage and coordinate with subcontractors, suppliers, and DOD representatives to ensure timely and compliant project execution. * Assist in ensuring all materials, equipment, and components meet required testing, certification, and quality verification standards before installation or use. * Maintain thorough and accurate documentation, including daily reports, submittals, testing results, and project records. * Collaborate with procurement, project controls, and contract administration teams on change orders, budget tracking, invoicing, and schedule management. * Stay current on industry trends, best practices, and evolving DOD safety and quality regulations, incorporating updates into training and field execution. Basic Qualifications * Bachelor's degree in Engineering, Construction Management, Safety, Quality Assurance, or related field. * 3-5 years of experience in construction management, preferably on DOD or federal fuels-related projects. * Knowledge of Construction Quality Control (CQC) and Safety Program Management on DOD or USACE projects preferred. * Knowledge of EM 385-1-1 safety standards, USACE CQC system, and DOD fuels infrastructure and regulations. * CQM-C (Construction Quality Management for Contractors) and OSHA 30-hour Construction Safety certifications preferred. * Strong leadership, organizational, and communication skills, with the ability to foster teamwork and accountability. * Proficiency in documentation tools such as Microsoft Word and Excel, Confidence in understanding CAD drawings to ensure design conformance preferred . * Ability to obtain and maintain any necessary security clearances required by the DOD.
