We are seeking experienced Construction Managers to independently oversee, manage, and coordinate medium to high complexity Federal construction projects from planning through final delivery. Projects may include both vertical (buildings, facilities, utilities) and horizontal (civil, infrastructure, airfields, roadways) construction with agencies such as USACE, AFCEC, and NAVFAC. This position is a pipeline requisition for future project assignments supporting upcoming Federal contracts.
Job Duties:
- Plan, direct, and manage all phases of Federal construction projects to ensure successful execution in accordance with project scope, budget, and schedule.
- Oversee and coordinate the activities of contractors, subcontractors, and on-site personnel to maintain quality, safety, and compliance with contractual and technical requirements.
- Act as the primary liaison between the Federal government client's construction branch, project stakeholders, and contractors, maintaining effective communication and issue resolution throughout the project lifecycle.
- Review and evaluate construction documents, including safety plans, QC plans, design drawings, specifications, submittals, shop drawings, RFIs, and technical reports, ensuring alignment with Federal Acquisition Regulations (FAR), client-specific design standards, and applicable codes.
- Lead and participate in pre-construction conferences, design and progress meetings, on-site inspections, and project closeout activities, including development and management of punch lists.
- Ensure that all construction activities are executed in accordance with federal safety, environmental, and quality standards, including agency-specific requirements.
- Track project performance metrics, analyze variances, and implement corrective actions to ensure timely, cost-effective, and compliant project delivery.
- Mentor and train junior staff, fostering technical growth and promoting adherence to company and industry best practices in construction management.
- Prepare and maintain comprehensive project documentation, including daily reports, progress updates, and official correspondence for submission to federal agencies.
- Promote and enforce a culture of safety across all project sites, ensuring compliance with OSHA, USACE, and agency-specific safety standards.

This position reports to the Supervisor of Construction, Growth. This position provides leadership to a project construction team who are responsible for the construction of BWP growth expansion projects, including pipelines, compressor stations, and underground storage and liquid handling facilities.
This position requires a strong alignment with BWP's culture and core values, and will work collaboratively with the Field Engineering and Construction Group, Houston Engineering and Project Management Group, Environmental, Land, Safety and Security, Field Operations, Technical Services and other departments across BWP in scoping, planning, constructing, and maintaining a safe and efficient pipeline system and related facilities in compliance with all Company, PHMSA, regulatory, and professional requirements while meeting targets for safety, budget, schedule and completion documentation.
Responsible for communicating with all internal and external customers to understand their requirements and to ensure their needs are met in the most efficient and cost-effective manner. This position will also need to become knowledgeable of the entire BWP system and coordinate closely with BWP Field Operations leadership to support operational activities as requested
Provides an active presence in the field on assigned projects during the construction phase, to assess and drive excellence in: (a) the quality of work of BWP's third-party inspection personnel; (b) the working relationship between BWP inspection staff and Contractor staff; (c) the Contractor quality of work; (d) the Contractor schedule (both actual vs. reported); (e) overall Contractor reporting quality; (f) troubleshooting of complex problems; and to provide real-time project feedback and look ahead strategies to Project Management.

**Overview**
The Project Manager is responsible for the entire life cycle of a project from inception through closure. Ensure the project is delivered safely in accordance with the company's budgetary, schedule-driven, and quality parameters while exceeding the customer's expectations.

The Construction Administrator manages the pre-production administrative process from site work through production handoff, ensuring customers move efficiently through pre-production and into construction. This role oversees site evaluations, dirt work, utilities, and permitting while ensuring all requirements are completed on time and within budget. During production, the Production Administrator facilitates change orders, manages closing processes, and ensures final funds are received prior to closing.
Key ResponsibilitiesPre-Production & Site Evaluations
Review property and project documentation.
Schedule site evaluations with homeowners and area superintendents.
Process site-related change orders as required.
Dirt Work & Pad Coordination
Follow up when dirt work is homeowner responsibility.
Trigger and hand off dirt work to Superintendent when company-managed.
Track dirt pad completion until compaction and PI reports are received.
Permitting & Parish/County Filings
Own the permitting process for all custom homes from application through permit issuance.
Coordinate with homeowners, engineers, surveyors, and permitting officials.
Obtain approvals, documentation, and required permits.
Research and document local codes for new parishes/counties and communicate updates across teams.
Establish contacts with new permitting offices.
Develop clear SOPs for each parish, county, or municipality.
Homeowner Responsibility Follow-Up
Ensure permitting, utilities, and dirt work are complete before design handoff.
Create, file, and track all NOT/NOA/NOC documents with appropriate jurisdictions.
Confirm return and proper filing of all recorded documents.
Production Change Orders
Process client-initiated field change orders.
Obtain homeowner signatures and payment.
Distribute and process change orders internally across departments.
Closings
Track projected closings using dashboards and reporting tools.
Review closing costs and prepare final statements.
Issue final change orders, per diems, and reimbursements.
Provide completion documents to lenders.
Ensure all final funds are received prior to closing.
Maintain communication with lenders throughout construction regarding timelines and delays.
Manage internal closing calendars.
Confirm all closing documentation is properly saved by Superintendents.
Dashboard & Production Mapping
Maintain Custom Division dashboards tracking:
Site evaluations
Permitting
Homes in production
Closings
Place all new homes accurately on production maps.
Remove completed homes and archive them in the closed tab.

QualificationsBasic Requirements

**Overview**
The Senior Project Manager will oversee all aspects of the project and is responsible for managing the project costs, field labor, and subcontractors, while also ensuring a safe on-time completion that is under budget.
**Responsibilities**
+ Responsible for managing the installation of HVAC, Plumbing, and Medical Gas that meet code requirements, budget, and on-time installation.
+ Maintain full working knowledge of working safely in an occupied hospital or other healthcare facilities including infection control.
+ Evaluate estimates and set up the job costing system with labor, material, and subcontract cost codes.
+ Negotiate and prepare vendor and subcontractor purchase orders and evaluate submittals to reflect contract drawings and specifications.
+ Conduct monthly reports and cost reviews to catch deviations from a plan or schedule early and keep all participants and stakeholders informed in order to bring the job in on time and under budget.
+ Build and maintain strong customer relations with the general contractor, subcontractors, vendors, and internal customers.
+ Evaluate and develop field personnel including workers, foreman, and superintendent.
+ Maintain a safe and secure work environment through safety meetings, incident investigations, and employee involvement.
**Qualifications**
**Required Education, Experience, and Qualifications**
+ Degree in Construction Management, Engineering, or related technical discipline or 10+ years of Project Management experience working for a mechanical subcontractor in the areas of commercial HVAC and Plumbing.
+ Extensive experience in large ($5+M) heavy commercial construction.
+ Excellent verbal and written communication skills.
+ Detail-oriented and willing to tackle various ongoing projects in a fast-paced environment.
+ Well-versed in the industry and the Company's competitors.
+ Excellent multitasking skills, with the ability to perform duties outside of the scope of work when necessary.
**Preferred Education, Experience, and Qualifications**
