The Role We Want You For
In this role, you will manage the organization and direction of project construction activities and oversee total site management including supervision of client contractors, field engineering, contract administration, cost and schedule, field procurement, and finance and accounting. Your leadership will ensure project operations are compliant, safe, timely, within scope and budget, and clients are satisfied.
This key project leader for Clayco's Field Operations team will oversee construction of 100MM - 500MM or more and will be assigned to the as the Construction Manager/Superintendent on Mission Critical projects.
The Specifics of the Role
Responsible for the organization and direction of all on-site construction related activities and the primary contact for all project field activities.
Ensure construction operations are in compliance with design, specifications, and that construction operations are completed on schedule, within budget and to quality standards.
Responsible for site management including management of construction subcontractors, professional staff to include field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and workforce services. Responsible for managing and maintaining detailed daily reports.
Ensures the development and execution of project automation plan, environmental compliance plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, construction execution plan, and job-site work rules.
Responsible for implementation of Clayco's safety program, security, housekeeping, and fire protection on the construction site and ensures strict adherence Federal and State safety codes.
Ensures the field organization is composed of qualified and knowledgeable personnel and ensures effective personnel utilization.
Establishes and implements construction schedules, methods, manning charts, material, and equipment requirements.
Responsible for field project performance and analyzes performances for adherence to quality standards and schedules.
Plans and establishes procedures to ensure all construction operations meet engineering designs and specifications.
Ensures Clayco's policies and procedures are fully implemented.
Establishes project field procedures to be worked in conjunction with the Clayco's standards, as necessitated by project conditions.
Collaborates with the jobsite team to ensure labor harmony throughout the project.
Partners with the project management team to maintain effective client relationship and is the primary contact for client's communication with the field activities.
Maintains effective relationships with other functional departments.
Develops, implements, and administers a job-site security plan and coordinates the activities with Clayco's security department.
Works with the project management team to participate in all job-site's contractual activities. Participates in contracts and subcontracts negotiations.
Participates in the development and implementation of a training program to ensure subordinate personnel receives progressive training to enable them to assume additional responsibilities and is responsible for overall development of construction training and any testing as required.
Works with Clayco's safety team in the development of the project safety program and ensures strict adherence to Company, federal, state, and local safety regulations.
Ensures the implementation of an effective community relations plan for the site.
Ensures required permits and licenses are in place prior to the start of the affected work at site.
Responsible and accountable for construction license reporting to include construction Logbook entries and required notifications for permit closure.
Partners with the project management team for the implementation of cost savings methodologies in the Construction organization and the promotion of other continuous improvement processes.
Ensures development and execution of strategies and plans for project automation, environmental compliance, safety, site surveying, non-manual staffing, contracting, labor strategy, construction execution, and job-site work rules.
Plans and establishes procedures to ensure construction operations meet engineering designs and specifications.
Coordinate with the Field Operations Manager for all assignment of Superintendent and Foreman positions.
Support Superintendent(s) throughout the duration of the job.
Review project schedules with Superintendents/Foreman.
Document project field issues that impact budget, quality, or schedule, and provide to the project management team.
Ensure subcontractor requests for field issues that impact budget, quality, or schedule are documented and are forwarded to the project management team.
Follow guidelines of the Project Quality Assurance/Quality Control (QA/QC) program written for the jobsite.
Requirements
Bachelor's or Master's Degree in Civil Engineering, Construction Management, related technical degree or relevant work experience in lieu of education.
20-25 years of relevant experience, with progressive responsibility and technical knowledge both scope and value of project.
Technical knowledge and experience of relevant construction methods and systems including:
Utility relocates and slope stability works.
Full understanding of multiple mission critical platforms.
Full understanding and working knowledge of high voltage, medium voltage, and low voltage systems. General understanding of BMS and EPMS Systems.
Full understanding and coordination of Utility relocations, underground medium voltage systems, and BIM modeling coordination of ALL utilities both above and below ground.
Full understanding and managing of all LOTO procedure's and FOD inspections for all systems.
Ability to research and understand local codes and jurisdictional requirements for the project.
Knowledge of project-specific environmental compliance requirements.
Experience with successful interface management on Data Center/Mission Critical projects.
OSHA 30 required.
Ability to walk the job site, climb ladders, and multi floor scaffolding.
Ability to lift objects at least 50lbs.

We're looking for a Construction Manager to join our growing Outside Plant team in our Midland, TX Market. The Construction Manager is responsible for field management (schedule and budget) for multiple fiber network construction projects. Candidates should have hands-on experience building out fiber networks at scale, ideally including fiber-to-the-home (FTTH) networks. Includes field oversight of OSP construction firms, and rapid resolution of roadblocks. This role plays a critical part in the construction and activation of Fiber-to-the-Home (FTTH) networks. This position requires both field and occasional indoor work. A strong understanding of industry safety standards, construction drawings, and network documentation is essential.
RESPONSIBILITIES
Manage OSP engineering and construction vendors at a tactical project level, including determination of aerial vs. UG approach at segment level, and approval of handhole and drop locations.
Ensure vendor compliance with OSP engineering & construction standards.
Facilitate project progress with materials and labor/expertise when warranted.
Conduct field inspections to ensure quality assurance on specific projects as assigned including adherence to standards, per design/as builts and invoicing.
Manage emergency maintenance activities when assigned.
Reviews construction packages for each Zone for construction feasibility before issuing contractor notice to proceed.
Directly manages individual contractors for new head ends or manages a GC performing turnkey headend construction.
Verify photos are in Verofy with help from site supervisor
Validates construction through daily reporting and updated Verofy system
Helps manage small projects under PM supervision.

Nature of Work
Provides overall management for a project or assists senior management on projects; manages a field staff, contract documents, subcontractor performance, vendor compliance, budgets, costs, safety, profitability, and statutory and legal compliance; maintains constructive relationships and communicate with clients, vendors, subcontractors, inspectors, community officials and company staff
Essential Responsibilities
* Directs project staff to ensure projects are completed per contract documents and schedule
* Coordinates and communicates with owners, vendors, crews, subcontractors, architects, and suppliers to facilitate timely project completion
* Has accountability for all project management documentation that may include schedules, material purchases, cost management, progress charts, RFIs, submittals, meeting minutes, jobsite controls, tracking reports, etc.
* Negotiates procurement of all scopes of work and draft subcontract and purchase order agreements
* Manages and directs subcontractor activities alongside Superintendent to ensure expectations of contract documents are met
* Responsible for the establishment and coordination of overall project schedule alongside Superintendent
* Responsible for managing cost control and forecasting of project labor, material, subcontractors, and equipment
* Prepares, manages, and negotiates both subcontractor and owner change orders
* Organizes, participates, and leads various project meetings · Assists project team in providing a safe work environment, as well as complying with all statutory and regulatory requirements
* Exercises initiative or, as directed, performs additional duties to meet the needs of the organization
In addition to the above responsibilities, this position will be responsible for the following:
* Performs detailed financial review and analysis of project budgets, and prepares monthly projections as a part of project review and business planning processes
* Conducts pre-construction reviews including design, estimate review and contract documents. Develops purchasing strategies and schedules
* Visits project sites to monitor progress, maintains relationships, and verifies quality, safety, and customer satisfaction
* Maintains client relationships and assists in development of new business
Qualifications
* Ability to lead, collaborate with, and function well within a team-oriented environment
* Proficiency in reading and interpreting construction documents
* Knowledge of general construction practices and principles

RESPONSIBILITIES
Manage OSP engineering and construction vendors at a tactical project level, including determination of aerial vs. UG approach at segment level, and approval of handhole and drop locations.
Ensure vendor compliance with OSP engineering & construction standards.
Facilitate project progress with materials and labor/expertise when warranted.
Conduct field inspections to ensure quality assurance on specific projects as assigned including adherence to standards, per design/as builts and invoicing.
Manage emergency maintenance activities when assigned.
Reviews construction packages for each Zone for construction feasibility before issuing contractor notice to proceed.

Job Summary
The Project Superintendent (PS) will plan, coordinate, and supervise the field and/or administrative operations of projects. They will provide technical direction and have responsibility for the safety, costs, productivity, profitability, and overall quality of the work (including self-performed work) for the project(s). The PS will establish productivity goals and measure performance as well as schedule labor, materials, and equipment, including the work of subcontractors and may supervise one or more field superintendents. This position includes several 'steps', which provide for a progression of skill and experience. • Project Superintendent I is
capable of less complex projects of $20 million and under with typically 3-5 years' experience in this position. • Project Superintendent II is capable of medium scale projects of $20-$50 million in size with typically 5-10 years' experience.
Key Responsibilities
1. Assists in the review of shop drawings, submittals, subcontract change orders and purchase orders.
2. Collaborates with the Project Manager to develop the project management plan (PMP) including the project scope management plan, procurement plan, environmental plan, time management plan, financial plan, quality management and safety plans and risk management process.
3. Conducts weekly coordination meetings with project teams and subcontractors and prepares daily field status reports.
4. Coordinates the documentation of constructability issues, potential design conflicts and clarifications with the appropriate personnel.
5. Develops and manages the construction plan for the successful execution of the work performed.
6. Ensures work is executed according to contract terms and conditions in a profitable manner.
7. Interacts effectively with owners, teams and other stakeholders to maintain a positive project environment and exceptional client experience.
8. Manages field operations. Is responsible for project success, including profitability, safety, schedule, quality and customer satisfaction.
9. Prepares and updates the original CPM Project Schedule and ensures the schedule is kept current to manage the project appropriately while utilizing LEAN processes and Weekly Work Plans.
10. Prevents claims, identify potential claims, quantify, document, mitigate/resolve the effects of those that do occur on a timely basis.
11. Provides leadership and guidance to assigned project team members and subcontractors. Plans, reviews, develops and manages the project team to ensure relentless execution of the project.
12. Responsible for the development and implementation of the Project Quality Management and Safety plans according to Sundt standards as part of the project management plan (PMP).
13. Responsible for the timely completion of all punch lists and develops a schedule as required by the owner for the successful start-up and commissioning of all systems.
Minimum Job Requirements
1. Excellent communication, organizational, and supervisory skills are essential.
2. Four-year engineering degree or equivalent combinations of technical training and/or related experience
required.
3. Must have a thorough knowledge of all aspects of construction (technology, equipment, and methods), negotiations, engineering, cost control, scheduling, and safety.
4. Must have construction project and supervision experience in similar types of facilities.
