Project and Position Description

. The Asset Renewal Construction Manager is responsible for planning, directing, and supervising the execution of all technical, fiscal, and administrative aspects of the project. This is a salaried position with a range starting at $210,080 or higher DOE. Normal schedule unless otherwise requested will be M-F 8am-5pm.

Distribute a report of the Morning Huddle attendees with ASR/construction activities.
Perform “Site Checks” at each location within the CTA, Terminals and the AOA locations that have active construction activities that are deployed during each shift. The “Site Checks” should include the following:
Check the number of personnel deployed
Verify that the correct ASR is “in hand” with the Project Superintendent and posted on the dash of all vehicles.
Verify that the correct barricading and signage is in place per approved ASR.
Verify all scheduled deliveries are contained within the approved ASR and coordinated at Nightly Huddle.
Communicate with Safety and Inspection team regarding compliance of scheduled work.
If through the “Site Checks” it is determined that there are vehicles or equipment parked curbside without the correct paperwork (an Approved ASR) or there is not a “No Cite / No Tow” for the specific license plate, contact LAWA Airport Police and Airport Operations in order to have the vehicle or piece of equipment removed from the CTA.
Take photos of each deployed project working in the CTA, Terminals and the AOA locations. The photos should capture items such as vehicle and equipment deployment, active construction, vital traffic and passenger movement as well as important barricades and signage. These photos should be labeled with relevant information such as photo description and date/time stamp.
Produce a Nightly Report that has both a written narrative component and photographic component that includes the following for each deployed project for that shift: personnel count, late flight information and any other relevant documents. Post the Nightly Reports to the CALMSHARE site. In addition, the nightly report should be saved on the V Drive and distributed to a predetermined stakeholder list.
Be thoroughly familiar with the scope and schedule for all projects (LAWA CIP, Maintenance, Airline, Concessionaire, TSA, etc.) currently active within the CTA, Terminals and AOA locations.
Act as responsible party to ensure that all construction in public areas has appropriate barricades and signage as per the approved ASR. If there are deficiencies noted, the NS-ARM will work with the contractor to correct deficiencies and will report deficiencies to the CALM Sign Shop Manager if additional signage is required.
Responsibilities include working with The Development Group (TDG) Element representatives, Facilities Maintenance Group (FMUG), Airport Operations (OPS), Transportation Security Administration (TSA), Information Technology Group (IMTG), TDG Safety/Inspections, and LAWA Airport Police Traffic Officers to develop protocols that will facilitate orderly shutdowns with minimum of disruption to passengers, tenants, and contractors.
Meet regularly with the CALM Area Resident Manager - Lead and make recommendations concerning procedures, protocols, and staffing.
Develop appropriate tracking and record keeping tools.

POSITION PURPOSE:The Construction Superintendent's responsibility is to supervise the construction of a project and complete the work on schedule, within the budget, and to the quality of workmanship specified. ESSENTIAL FUNCTIONS:
PROJECT MANAGEMENT
Construction Program/Job Site Setup: Plans and implements the Construction Program/Logistic Plan with the Construction Manager including quality control procedures, safety, security practices, field office location, laydown yard, temporary utilities, final utility POCs, staging areas, equipment, and manpower. Documents via filming of existing conditions of adjacent properties and public rights of way to establish conditions prior to start of construction.
Permitting: Oversees creation of a permit tracking log to ensure all required permits for all disciplines are pulled and closed out with all authorities having jurisdiction (Demo, shoring, grading, A&E, MEP, FS, Fire Alarm, Civil/LID, etc.). In addition, ensures that all OSHA regulations are followed, such as obtaining a weatherproof bulletin board, on which all required safety notices are posted.
Construction Oversight: Supervises, coordinates, directs, monitors, and inspects all activities of the Subcontractors and Suppliers on the assigned worksites or projects. Schedules inspections, maintains quality control and jobsite safety.
Inspections: Calls for and attends all inspections, andensures the site and subcontractors are ready for inspection. Maintains clean documentation of inspection approvals or corrections and oversees any required work for compliance.
RFIs & Submittals: With assistance from Construction Manager, drafts RFIs and reviews RFI & Submittal responses to ensure constructability and consistency with design intent.
Communication & Reporting (External): Chairs weekly coordination meetings, subcontractor coordination meetings, and safety meetings with subcontractors. Reviews typewritten minutes prepared by the Construction Manager for accuracy.
Commercial Leases: Supervises, coordinates, directs, monitors, and inspects all activities of the Subcontractors in relation to implementation of base building requirements as outlined in Lease Work Letter(s). Schedules inspections, maintains quality control and jobsite safety.
Expertise: Demonstrates advanced understanding of building codes related construction activities along with means and methods of construction sequencing and material cohesion.
Safety: Manages the implementation of the company's safety procedures and protocols onsite. Works with 3rd party inspectors to ensure all OSHA requirements are maintained. Conducts multiple safety walks daily, and issues citations to subcontractors when observed.
PROJECT PERFORMANCE OVERSIGHT
Reporting (Construction): Participates in weekly OAC meetings and reports on current site activities and upcoming scheduled work for the next 3 weeks. Receives and reviews Subcontractors' Daily Reports of work done, and labor and material employed. Creates individual daily activity reports and log with photographs, and uploads to appropriate construction software.
Budget Oversight: Inspects work and reviews and approves all time and material work vouchers and invoices daily, and reports T&M scope to project lead for budget tracking purposes. Notifies project lead of any field directives with potential cost impacts prior to authorizing work to commence.
Schedule Oversight: Assists the Construction Manager in the development and refinement of the Project Schedule and works with the Construction Manager to keep the schedules properly updated, and ensures the job meets the various required milestones. Prepares 3-week look-ahead for upcoming sequential workflow requirements, benchmarked against the original project schedule tracking all deviations. Notifies subcontractors of production levels and schedule expectations. Evaluates specifications for plan procedures, start and completion dates, and staffing requirements for each phase of the construction project.
Contract Execution/Oversight: Demonstrates a thorough and complete knowledge and understanding of each Subcontractor's contractual obligations so that they are managed to the project's budgetary constraints. Has complete knowledge of the contract drawings, specifications, and addenda, and assists the Construction Manager in the development of on-site procedures.
SUPERVISORY RESPONSIBILITIES
Talent Management & Development: Oversees Assistant Superintendent's work activities related to projects. Assigns specific tasks for assistant to complete.
Vendor Management: Supervises vendors, independent contractors, and subcontractors adhering to all laws and CIM policies. Provides recommendations and feedback during hiring of vendors and contract negotiations.
DOCUMENT ORGANIZATION AND REVIEW
Design Documents: Proactively examines the contract drawings, specifications, bulletins and addenda for design deficiencies, impractical details, and possible code violations, and proposes VEs/alternatives to the Construction Manager who will review them with the Design Team. Reviews and approves, on a weekly basis, all as-built prints for record keeping.
Invoicing: Reviews and approves Subcontractors' monthly requests for payment with Construction Manager, to ensure percentage billed is aligned with the field conditions. Reviews and approves all time and material work vouchers DAILY. Participates, as required, in timely preparation of monthly requisitions.
Buyout/Procurement: When requested, supports Construction Manager through review of bid documents and scope to ensure bidders are pricing a buildable and comparable scope of work.
Subcontractor Vetting/Contract Negotiation: Provides feedback and review for the final scope of work to ensure the means and methods of the project are met. Assists in the selection of each subcontractor to perform work.
Document Organization (Internal): Assists in management of document control to maintain updated set of Construction Documents onsite, which includes indexing of bulletin issuance plans and posting of RFIs.
QUALIFICATIONS:
EDUCATION
Degree: High School diploma, GED, or equivalent credential required. A College Degree in a related field may be considered towards relevant experience.
EXPERIENCE
Length of Experience: Minimum of 8 years' field experience in construction, with 4 years as a Superintendent.
Project Experience: Demonstrates significant experience in executing development construction project of mixed-use, office, retail, and multi-family new construction projects.
Technical Skills: Has expertise in building codes and regulations related to construction projects and real estate development. Microsoft Office (Word, Excel, Outlook, Access, PowerPoint), MS Project, or equivalent project management software.

The construction superintendent is responsible for making sure that every minute of that workday is as productive as possible by vetting the plans for constructability issues, getting our trade partners the information they need before they begin work, and directing our in-house crews and the trades on the jobsite during the workday.
An effective superintendent has the knowledge and ability to field construction issues as they arise, communicate clearly with the personal on site, along with the Project Manager and design team as necessary. They also have the ability to work with the Project Manager to plan out each work week in detail, and assist with updating of the 3 week look ahead and overall project schedule.
This position requires a driven individual with a passion to build and the ability to work in a team atmosphere.
Key duties include:
Maintain weekly schedule of tasks with a daily breakdown of tasks
Ability and experience to work with all construction trades on the jobsite
Responsible for making sure that rough and finish layouts are correct for all trades.
Regularly assist PM with input for weekly meetings with design team, client and consultants
Regularly assist PM with generating accurate short term look ahead schedule.
Provide PM with input on overall project schedule.
Input daily logs and photos into Procore by the end of each work day.
Coordinate all necessary inspections
Maintain jobsite safety at all times
Manage onsite labor
Proficiency in:
Strong written and verbal communication skills
Custom Residential Construction Project Management Experience
Ability to read, interpret, and communicate drawings
Experience with:

Duties
Take responsibility for the onsite construction of assigned projects including:
Coordinating subcontractors or multi-primes
Maintaining a positive relationship with Owners, Architects, Consultants, and Contractors
Managing and supervising self-performed work items
Processing requests for clarifications
Updating as-built drawings
Tracking costs and other items required to properly supervise the construction process
Developing initial project schedule and update on regular basis throughout the project
Assuring that progress photos are taken throughout the course of construction
Assuring that daily reports are accurately and promptly prepared
Complying with contract documents. Assure that the quality of materials and workmanship complies with applicable specifications and standards
Reviewing shop drawings and submittals to ensure proper coordination of the work
Assisting Project Manager in identifying and estimating changes in the work
Taking the lead in implementing the project and company safety plans
Working with the Project Manager assigned to the project as required
Requirements
Minimum of 5 years of Commercial. Public Works experience preferred
Excellent attention to detail and facility with numbers
Ability to prioritize and multi-task, in a busy job site environment
Ability to resolve issues independently based on project/company standards and verification of facts prior to releasing documents to the client or outside agencies
Good judgment, logic, and ability to learn new things quickly
Must have good communication, teamwork, and organizational skills
Knowledge of Microsoft Office Suite. Procore, and MS Project scheduling software a plus
A valid driver's license and acceptable driving history are required
