Overview
The Senior Project Manager, Project Delivery (SPM) will oversee all aspects of the implementation of the Contract for a Delivery Project, or a portion of a IS Delivery Project. They are responsible for managing the financial aspects of the Project, Subcontractors / Vendors, Client relationships and delivering a safe, quality outcome the meets or exceeds our commitments.
Responsibilities
Specific accountabilities include:
· Maintain a safe and secure work environment through active participation in site planning, Safety Plan review, JHA approvals, on-site tool box talks and conducting site walks with the Lead Construction Manager.
· Is the key resource for the Project Executive and Vice President for all project scope to ensure code and project requirements are met.
· Manages the Project Budget and understands and can execute the management of the Contract delivery type - Guaranteed Maximum Price (GMP), Lump Sum, or Concession Agreement.
· Manages and understands the requirements of the Contract, including bonds, insurance, notifications, schedules, reporting, costs and energy savings requirements.
· Oversees the set-up of the Project Job Management System (Procore) for all Change Management and Document Control procedures following Company SOPs.
· Negotiate and prepare vendor purchase orders and subcontracts in a timely manner to support the project schedule milestones.
· Lead in the Hand-off meeting from Development that establishes project goals, parameters and client expectations.
· Oversee the Project Team in establishment of the site utilization plan with a focus on cleanliness, access control and overall safety of our employees, client personal and public. Understands the importance of this document as a Safety and Contract Document.
· Oversees the establishment of the Baseline Schedule for the project with a focus on all Energy Savings requirements and milestones. Understands the importance of this document as a Contract Document.
· Ensures accurate, timely and pertinent monthly project reports and cost reviews with project leadership utilizing current information from the Job Management and Accounting Platforms.
· Ensures the implementation of the Project Specific Quality Assurance Plan, including proper documentation to the client and all Subcontractors / Vendors.
· Ensures the Change Management process on the project from RFI Affect Letters, Drawing Revisions, and Client Directives from issuance to resolution is maintained and executed with accuracy and timeliness.
· Ensures Agendas and Meeting Minutes from all regular project meetings with the company's team, Vendors and Subcontractors, and Client are created and distributed.
· Communicates and manages mitigations plans for all Risk Log items with project leadership.
· Works seamlessly with the leadership of all our divisions.
· Build and maintain strong customer relations with subcontractors, vendors and Client, ensuring a predictable outcome in alignment with the Client and our energy goals.
· Participates in industry organizations and looks for opportunities to be involved with the community to promote the company and its goals.
· Manages and develops all Project Managers.
This position is full Time, Exempt, and reports to the Project Executive / Vice President, IS Project Delivery.

Primary Job Responsibilities
Oversee the scheduling and supervision of daily trade partner activities and evaluate the quality and efficiency of their work.
Review and request modifications to construction drawings when plan errors or conflicts arise.
Evaluate project schedules and update and determine appropriate modifications to project schedules and resources to reflect the project's needs as they arise to ensure timely completion.
Take action to make sure each home is complete on schedule and ensure all contract obligations and safety protocols are satisfied. Stop any work that is not satisfactory or noncompliant with plans, specifications, or applicable code.
Manage the customer experience throughout the entire construction process, including regular communications to keep them informed of progress, taking action, and negotiating solutions to address any concerns.
Interact with Community Sales personnel to manage community performance and customer activities.
Complete daily inspections to ensure job sites adhere to state, federal, and company safety and Storm Water Pollution Prevention Plan standards. Take immediate action, including adjusting the construction process or shutting down work if necessary, to achieve a safe working environment and comply with requirements.
Negotiate, create, and authorize field purchase orders for materials and labor resources as needed.
Inspect and determine whether trade partner workmanship and product quality are completed on time and within the defined scope of work. Authorize payment to trade partners when all standards are met.
Collaborate with the Product Development, Process Improvement, Resource Planning, and Purchasing teams to address areas of improvement on plan quality, schedule adherence, trade performance, and budgetary challenges.
Evaluate the work of trade partners to ensure work complies with local, state, and federal building code requirements and company standards of workmanship.
Participate in trade partner recruiting and vetting.

Job Summary
The Preconstruction Project Manager's primary responsibility is to manage risk for the company during the preconstruction phase by providing oversight and leadership to preconstruction teams. They are typically involved in multiple projects, but may be assigned to a single large project when merited. Key Responsibilities
1. As assigned, performs both basic and advanced estimating tasks as necessary to manage the flow of work in the department. Participates in the development of and oversees the execution of the elements of a project scope management plan including the work needed to complete the project successfully. Has a thorough understanding of the development of, and oversees the execution of the procurement plan including the contract management and change control processes required to develop and administer subcontracts or purchase orders.
2. Demonstrates business acumen and expertise in understanding budgeting and cost controls processes and systems so projects are procured and managed consistently and profitably
3. Demonstrates proficiency with risk management planning including identification, analysis, response planning, and monitoring and control on a project and facilitates the review of projects risks with senior management.
4. Ensures compliance with owner contracts. Has a thorough understanding of the project quality management plan, project communication plan, safety plan and environmental plan.
5. Ensures timeliness, professionalism, consistency and branding of all deliverables on assigned projects.
6. Manages expectations of clients and internal partners regarding work flow. Has a detailed knowledge of the time management plan process to ensure all processes required to manage the timely completion of a project are appropriately applied.
7. On negotiated projects, establishes "Conditions of Success" during preconstruction phase.
8. Provide thorough and detailed review of all estimates on assigned projects to ensure numbers align with historical costs and market conditions.
9. Provides oversight for, and active participation in the development of key deliverables, to include preconstruction labor estimates, Cost Models, Order of Magnitude estimates, contribution to RFP's, contractual preconstruction deliverables on alternative delivery method projects, GMP proposals, bids, budget uploads, purchasing plans, subcontracts, purchase orders, General Conditions and project logistics.
10. Take ownership of assigned projects and ensure accountability of team members (including themselves) by planning, acquiring and reviewing the project team to ensure relentless execution of the project.
11. Uses Critical Path Method scheduling techniques to proactively guide the design phase of Alternative Delivery Method projects, and to actively manage the design phase on design-build projects.

YOUR DAY-DAY WILL INCLUDE:
* Responsible for construction administration and observation related duties on projects from the design process through final commissioning of the project.
* Involvement with project development and pre-construction planning activities including scheduling, estimating, and staffing.
* Complete constructability reviews throughout the design process.
* Assist engineers by providing quantity takeoffs and developing opinions of probable costs at various stages during the design phase.
* Lead construction coordination and documentation (pre-construction conference & monthly progress meetings).
* Direct supervision of subcontractors and field staff, including developing and coordinating schedules.
* Develop daily field reports.
* Work with Safety Director to develop a project specific safety plan.
* Involvement in the development of scope of work packages and working with subcontractors and vendors for proposals, when necessary.
* Work with the subcontractors/vendors to develop and maintain schedule for their respective work, when necessary.
* Lead quality control efforts throughout the duration of the project.
* Involvement in developing the start-up and commissioning plans. Manage and schedule the commissioning process.
* Coordinate construction shop drawing reviews and approvals.
* Coordinate construction RFI process.
* Conduct periodic project site inspections.
* Review pay estimates from contractors.
* Solve problems in a timely manner while coordinating with appropriate stakeholders.
* Work with the subcontractors/vendors to prepare/review change orders.
* Coordinate as-built drawings with the field and engineering teams.
* Perform additional construction services duties as required.
WHAT YOU NEED:
* Bachelor's Degree in Construction or Engineering.
* 5-15 years of progressive experience in construction engineering or experience related to utility, water, and wastewater pipelines, water booster stations, wastewater lift stations, and water elevated storage tanks in the municipal water/wastewater market with specific experience on design-bid-build projects.
* Must be able to read and interpret engineering plans.
* Proficiency with MS-Outlook, Word and Excel required.
* Must be able and willing to climb ladders, routinely walk on uneven, unpaved terrain and work outside for extended periods of time on construction sites.
* Must be willing to work extended periods on project sites in and around the Wilmington area.
* Must be willing to work overtime if required.
* Requires a valid driver's license and an acceptable motor vehicle and criminal record.
WHAT WILL MAKE YOU STAND OUT:
* Experience on design-build projects is a plus, but not required.
* Experience in construction of water and wastewater treatment plants is a plus, but not required.
* Proficiency in MS-Project is a plus, but not required.
* PE License preferred but not required.
* Experience with scheduling and/or estimating is preferred.

DAY-TO-DAY: The Construction Admin is responsible for project delivery, bridging the gap between design and final commissioning. You will serve as the primary point of contact for subcontractors, vendors, and internal engineering teams. • Partner with design teams to translate concepts into actionable projects by managing pre-construction milestones, including detailed cost estimating, resource staffing, and vendor proposal evaluations. • Direct all site operations, including subcontractor management and schedule adherence, while facilitating key stakeholder meetings (pre-con, progress) to ensure high-quality project execution. • Manage the end-to-end technical lifecycle, encompassing RFI and submittal coordination, pay estimate verification, change order management, and the maintenance of accurate field reports and as-built records. • Spearhead site safety and quality control initiatives, ensuring strict adherence to design specifications through rigorous inspections and timely, collaborative problem-solving. • Oversee the end-to-end transition from construction to occupancy, including the management of commissioning protocols, system performance validation, and the delivery of comprehensive project closeout documentation.
