Distributed Solutions, Inc. (DSI) is seeking Project Managers/Consultants responsible for working closely with one of the following teams:

+ DSI product teams and the respective customers to support the implementation and operation of DSI's AEON Acquisition Platform. The AEON platform is a COTS solution configured to support program and contracting office business processes throughout the Federal Government and across the entire Acquisition Lifecycle.

+ DSI consulting services teams to provide a full range of management and consulting services that can help customers meet their mission goals. Business services range from consulting, facilitation, analysis, strategy formulation, advisory and assistance, and research to acquisition and program support.

This position is responsible for proactively and collaboratively working with DSI team members and customer stakeholders in a tactical capacity, evaluating internal and external client requirements and implementing effective solutions in a timely manner. Under general direction, this position is responsible for project management and leadership of major, complex, and strategic cross-divisional and enterprise-wide projects from inception to completion; oversight, coordination, and ability to implement projects according to dynamic and critical timelines; oversight of project teams, resources, and budget; and interacting with all levels of management including senior management. The candidate is responsible for following consistent and repeatable procedures and processes and maintains an effective balance between customer satisfaction and project results.

The primary location of performance for these positions is Washington DC metro area, primarily Washington, DC, Alexandria, VA, Frederick, MD, and Reston, VA.

Job Responsibilities:

+ Acts as the primary on-site leader for execution teams on assigned projects.

+ Develops project schedules and executes according to plan for assigned projects.

+ Evaluates the contractual scope of work and the impact of client issued bulletins, field directives and / or scheduling changes.

+ Actively pursues additional work through change orders.

+ Performs associated cost estimates, prepares proposals and negotiates final settlement price and customer acceptance.

+ Manages costs, billings and collections.

+ Effectively communicates project progress, issues and financial status to management as required.

+ Manages risks and establishes project recovery plans when required.

+ Resolves disputes with minimal need for escalation.

+ Ensures project document controls are in compliance with contract requirements.

+ Develops and maintains viable long-term relationships with customers, consultants, prime contractors and subcontractors.

+ Attends job progress meetings as required.

+ Ensures subcontractors understand expectations of the project.

+ All other duties as assigned.

Required Experience:

+ Bachelor's degree in Business Administration or an Associate's Degree with equivalent work related experience and minimum of 10 years of direct project management or consulting experience.

+ Experience in dealing with a large and diverse number of simultaneous challenges, requiring knowledge of many different disciplines.

+ Ability to work in a team-oriented environment for a matrixed organization.

+ Proficient in Project Management software and strong knowledge of productivity tools such as Microsoft Office (Word, Excel, PowerPoint, Outlook), Visio and basic Windows environment

+ Excellent verbal and written communication skills, with proven ability to listen and relate with the customer and ability to engage with business and technical users

+ Ability to effectively collaborate with internal and external customers

+ Demonstrated analytical and problem-solving capabilities

The Health Information Office develops, implements, and maintains the Department's Health Information Technology (Health IT) and related Information Technology (IT) infrastructure, while coordinating with the Governor's Office of Information Technology and other stakeholders on HIT and IT projects that impact the Department. Major responsibilities of the Health Information Office include enhancing and maintaining the Department's health care claims payment system (Medicaid Management Information System or MMIS) and client eligibility system (Colorado Benefits Management System or CBMS) by developing requirements documentation, reviewing detailed system design approaches, proposing systems solutions to program staff and implementing systems solutions to support Department initiatives. The work unit is responsible for managing projects related to implementing and enhancing the MES. The EPMO project manager ensures processes are followed that are necessary for successfully project design, development, and implementation. The processes include activities such as developing effective and consistent requirements, detailed system design, identifying and resolving project risks and issues, and cost, schedule, and documentation management. The unit forms partnerships with policy staff, programmers, testing staff, as well as business and operations analysts to ensure the Health Information Office (HIO) meets internal and external (i.e., Fiscal Agent, CMS) project deadlines, creates project work plans to track activities, tasks, risks, issues, accomplishments, and schedules.

This is a term limited position through 6/30/2023. The Project Manager manages and oversees all aspects of the development and implementation of large, highly complex, multi-platform technology initiatives. Typical job functions will include:

* Provides Strategic Project Management support, direction and training to ensure overall success of large, complex initiatives by following and promoting best practices and EPMO standards through the entire Project Lifecycle. Education and Experience:

A combination of work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.

A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment may be substituted for the bachelor's degree and at the agency's discretion, one or two years of general experience respectively.

The unit forms partnerships with policy staff, programmers, testing staff, as well as business and operations analysts to ensure the Health Information Office (HIO) meets internal and external (i.e., Fiscal Agent, CMS) project deadlines, creates project work plans to track activities, tasks, risks, issues, accomplishments, and schedules.

The work unit also oversees and coordinates projects related to Medicaid Management Information System (MMIS), Colorado Benefits Management System (CBMS), Program Eligibility Application Kit (PEAK), Shared Eligibility System (SES), and Health Information Technology (Health IT) initiatives at the Department of Health Care Policy and Financing (the Department). The work unit coordinates Heath IT initiatives with other State agencies, including coordination with the Governor's Office, the Office of eHealth Innovation, the Office of Information Technology (OIT), the Department of Public Health and Environment (CDPHE), and the Department of Human Services (CDHS) to maintain a cohesive strategic approach among these agencies. Finally, the work unit is responsible for ensuring current compliance and strategic planning to achieve required compliance with federal regulations (I.e., HIPAA, Medicaid Information Technology Architecture (MITA), Medicaid Enterprise Certification Life Cycle (MECL), MEET), including Advanced Planning Documents (APDs)).

What you'll be doing:

This is a term limited position through 6/30/2023. The Project Manager manages and oversees all aspects of the development and implementation of large, highly complex, multi-platform technology initiatives. Typical job functions will include:

+ Provides Strategic Project Management support, direction and training to ensure overall success of large, complex initiatives by following and promoting best practices and EPMO standards through the entire Project Lifecycle. Taking projects from original concept through final implementation by defining project scope and objectives, creating the budget, analyzing project requirements and determining best approach to complete project using existing and/or new approaches, developing detailed work plans, schedules, project estimates, resource plans, and status reports, managing the project risks, issues and budget, and developing plans for transition to operations

CONDITIONS OF EMPLOYMENT

You will collaborate with client leadership to set expectations for deliverables, shape work product development, and ensure quality delivery from our analyst staff in addition to supporting performance management and continuous process improvement for our clients. The ideal candidates will have expertise and experience working with or for the VA and HHS as a contractor or employee to implement high visibility and/or enterprise-level projects, programs and initiatives. Experience working as a trusted advisor and/or leading similar projects, programs and initiatives with other large health systems is also preferred. Scope

The Project Manager will be highly knowledgeable and experienced in health systems management; program management and program implementation; communications/change management; budget analysis; and program analysis. The candidates should be able to lead a team of analysts in developing process flow diagrams with supporting documentation that address systems development process in its current state, the optimal end state, and the changes required to get from the former state to the latter state. The Manager role will include:

+ Oversight - Serve as the day-today interface between the client, program manager and delivery team; understand client expectations, confirm with the program manager and convey to the delivery team

+ Improvement - Improvement and Management; Collaborate with Change Management experts to ensure Senior Leadership engagement and collaboration with the field

+ Delivery Leadership - Hold responsibility for delivery quality; lead the team in creation of numerous documents to include policy and guidance, reference, procedure/process explanation
Essential Duties and Responsibilities

The Project Manager will be responsible for leading and managing projects to conceptualize, design, and develop a wide range of solutions, to include:

+ Maintaining the Work Breakdown Structure and tracking progress to meet specific client requirements

+ Coordinating with consultants and subcontractors providing supplemental support

+ Determining the optimum mix of skills and modalities to meet client requirements

+ Establishing project-specific templates and delivery standards

+ Providing quality assurance for work products

+ Effectively leading a project team

+ Developing client briefing documents, reports, and presentations

Minimum Qualifications

+ Master's degree from an accredited college or university

+ Minimum of eight years professional work experience

+ Experience working with the Department of Veterans Affairs

+ Minimum of five years of experience in Management Consulting or Health Care Industry

+ Experience and knowledge of change management principles and methodologies

+ Employee relationship skills

+ Strong proficiency with MS Word, Excel, and PowerPoint

+ Authorized to work in the U.S. indefinitely without sponsorship

+ Ability to obtain a public trust

Preferred Qualifications

+ Project Management Professional (PMP) certification

+ Degree in Public Health, Health Systems Administration, or other similar field

+ Management consulting experience within the area of health systems management

+ Federal Health experience
