The Contracts Administrator Specialist at Bell performs various contract administration tasks, including reviewing RFPs, preparing ERs, responding to proposals, analyzing Work Authorizations, conducting negotiations, writing, and reviewing contracts, issuing proposal/contract guidance, answering customer correspondence, and conducts negotiations and writing/review/closeout of contract docs.

Coordinate Requests for Information (RFIs)/Requests for Proposal (RFPs)/Requests for Quotation (RFQs) with internal and external customers.

Coordinate Estimate Requests (ERs) and Statements of Work (SOWs) with internal and external customers.

Coordinate proposal preparation, manage and prepare internal documentation for gate approvals as required, and obtain management approval for submission to the customer.

Develop proposal and contract strategy to include risk mitigation and responsibility as the primary point of contact for the review of terms and conditions of contract/requirement documents for compliance.

Develop negotiation strategy and leads negotiations of proposal with commercial and/or government customers ensuring customer needs are satisfied while meeting Bell business and financial objectives.

Performs contract administration from contract award to contract closeout, which may include: internal notification of contract award and coordination of requirements to functional departments to advise of obligations during performance, contract notifications to customer, identification and resolution of changes by application of knowledge of contract clauses and policies and procedures, monitor funding and expenditures, facilitation of invoicing, coordination of all import/export licenses and authorizations, documentation of delivery/completion to the customer, and contract closeout.

Assess, maintain, and utilize Bell information management systems for reports/metrics, correspondence, files, presentations, analyses, and contract administration.
Manage special assignments and projects within Contracts. Coordinate with and influence personnel in multiple functions, Integrated Program Teams (IPTs), and Centers of Excellence (COEs) and at a variety of levels to ensure effective and efficient compliance with contractual and customer requirements. Adapt and improve business processes/practices to meet company goals and satisfy customer needs. Demonstrate exceptional customer relationship management skills. Primary liaison between external customer and Bell for contractual matters.

Responsible for regional contract administrations and contractual requirements during air shows involving interaction with management of other functional departments, affiliates, and the customer as necessary. Coordinate all actions and processes required for contract development, completions, and deliveries. Maintain and disseminate aircraft allocation information. Support trade show events.



Education Requirements:
Bachelor's Degree in Business Administration or related field OR 7+ years of related experience.
Position Requirements:
7 or more years combined experience in Contracts, Pricing, Legal, Business Management, Program Management, or Procurement. PC proficiency in Microsoft office is required. Must be able to work effectively with customers and with employees from other Bell departments. Must have the ability to organize, plan and prioritize a variety of contracts assignments.
Preferred Skills:
Master's degree preferred. USG Contracts - Familiarity with FAR/DFARS and USG acquisition process. Familiarity with UCC, international acquisition regulations and processes, and commercial agreements.

Job Description


The Technology Transfer Office actively pursues opportunities to patent and license NREL inventions, software, and technologies, and establishes partnership agreements to move cutting-edge innovations to market. This role:
  • Administers, extends, negotiates, seeks approval for and terminates standard contracts. Advises management and other staff of contractual rights and obligations; compiles and analyzes data; and maintains historical information. Monitors company performance on routine contractual obligations.
  • Originates all company correspondence of contractual significance
  • Knowledge of business and legal transactions and contract negotiations, participate and lead negotiations with partners from industry, universities, foreign entities and others to process Non-Disclosure agreements, Material Transfer Agreements, and other agreements as appropriate.
  • Work closely with NREL technical staff, NREL legal office, NREL licensing team and within the Technology Transfer Office as part of the Technology Partnerships team.
  • Working within statutory requirements, the prime contract between Alliance for Sustainable Energy, LLC and the DOE and NREL policies, demonstrate judgment in applying principles to develop and secure approval for technology partnership agreements.

NREL takes into consideration a candidate's education, training, and experience, as well as the position's work location, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees.
