The company grew by leaps and bounds over the next few years, attracting expert construction professionals with diverse backgrounds and formed a team that would become Vermont’s largest construction company by 1964.

The transition to an all-volunteer force in July 1971 increased the reliance on contractors to fulfill services formerly conducted by troops.

In 1978, Congress established “safe harbor” rules for independent contractors under Section 530 of the Revenue Act of 1978.

In 1985, the Logistics Civil Augmentation Program (LOGCAP) was established to provide the Army with a contingency contracting capability.

First used in Somalia starting in 1992, LOGCAP evolved into a multi-billion-dollar program providing life support, logistics, and infrastructure for the Army in combat and continA,A!gency operations.
