ADV is seeking a ContractSpecialist to support the Office of Acquisition Management (OAQ). The ideal candidate will have strong cradle-to-grave federal contracting experience, deep knowledge of the FAR, hands-on experience with contract-writing systems, and the ability to support acquisition planning, solicitation development, evaluation, award, and closeout activities.
Work Location: Washington, DC. Candidates must currently live within commuting distance of ICE/OAQ and be available for on-site meetings or support when required to be considered.
This position is contingent upon contract award and Government approval of proposed personnel. All candidates must be fully vetted and accepted by DHS/ICE prior to onboarding.
The ContractSpecialist provides full lifecycle acquisition support across planning, solicitation, evaluation, award, and post-award phases. This role supports all components of the ICE/OAQ acquisition process, including developing procurement documentation, preparing determinations, supporting negotiations, conducting price and cost analysis, and maintaining compliant contract files.
Primary Responsibilities:
Acquisition Planning:
Participate in Integrated Product Teams (IPTs) and pre-award meetings.
Use applicable acquisition systems in support of planning and execution.
Assist with requirement refinement, milestone tracking, and acquisition planning activities.
Develop acquisition plans, milestone schedules, and market research documentation.
Participate in market research activities such as sources sought notices, Industry Days, pre-proposal conferences, and exchanges with industry.
Prepare complete procurement packages including SOWs, SOOs, PWSs, IGCEs, JOFOCs, evaluations, and all required pre-award documentation.
Provide recommendations on acquisition strategy and contract type selection.
Draft synopses, RFIs, DRFPs, and solicitation-related documentation.
Maintain contract files in accordance with applicable laws, regulations, and agency policies.
Collaborate closely with Government personnel and other contractor teams to ensure transparency, information sharing, and mission alignment.
Solicitation Support:
Develop solicitations (RFPs, RFQs, IFBs) and all associated acquisition documents.
Use contract-writing systems (PRISM or similar) to prepare draft solicitations.
Prepare responses to vendor inquiries, solicitation amendments, and compliance reviews.
Post solicitations to required platforms and track receipt and compliance of offers.
Maintain solicitation files and related documentation in accordance with all applicable laws, regulations, and agency policies.
Evaluation:
Document technical evaluations and support evaluation team activities.
Conduct price and cost analyses.
Draft evaluation reports and negotiation memoranda.
Support competitive range determinations and source selection activities.
Assist with pre-award audits, surveys, and debriefings.
Prepare responses to protests.
Award Support:
Maintain post-award contract files and documentation in accordance with laws, regulations, and agency policies.
Use contract-writing systems for award actions.
Prepare FPDS reports and required post-award documentation.
Draft cure notices, show-cause notices, and termination recommendations.
Brief and route acquisition documents for required reviews and approvals.
Maintain award files and post-award documentation in accordance with all applicable laws, regulations, and policies.
Post-Award & Closeout:
Prepare COR appointment letters.
Support post-award conferences and Notice-to-Proceed (NTP) letters.
Prepare contract modifications and finalize closeout documentation, including preparing the contract for closeout.
Assist in responses to claims, ratifications, FOIA requests, Congressional inquiries, data calls, and other unusual or extraordinary contracting actions.
Required Qualifications:
Bachelors degree required. In lieu of a degree, candidates may qualify with seven (7) years of federal contracting experience plus 24 accredited business credit hours (e.g., accounting, finance, law, contracting, economics, etc.).
Minimum five (5) years of experience performing federal cradle-to-grave contracting.
U.S. citizenship and must obtain/maintain DHS/ICE Public Trust (Fitness Determination).
Ability to interpret and apply the FAR and agency-specific acquisition regulations.
Experience using PRISM or equivalent contract-writing systems.
Experience with FPDS, SAM.gov, and other federal databases.
Hands-on experience with FAR Parts 8, 12, 13, 15, and 16.
Experience with BPAs, IDIQs, Federal Supply Schedules, and GWACs.
Experience reviewing spreadsheets and acquisition documentation.
Experience analyzing cost elements and developing negotiation positions.
Experience preparing competitive range documents, pre-negotiation positions, protest responses, and source-selection support.
Excellent written and verbal communication skills.
Experience managing sensitive or law-enforcement-sensitive acquisitions preferred.
Experience with IT or law-enforcement services contracts preferred.

Prepare de-obligation forms including all applicable attachments.
Review/track requisitions for accuracy and communicate to BFMs corrections needed in order to adhere to GCM's plan.
Track contract funding against DoD/BM&A goals for commitment, obligation, and outlay.
Track contract costs at the TTO, fund cite/CLIN/SLIN, and budget center levels.
Analyze estimates provided by contractors to determine if estimates are in alignment with CM guidance and bum rate analysis.
Analyze QAR data to ensure in line with bum rate analysis prior to COR submission/approval.
Review spend plan data to ensure contracts have sufficient funding planned.
Assist with the validation of ULO and TAR lines for contracts.
Identify cost overruns and underruns on contracts.
Track award fee pool and calculate earned fee for the period as well as any incurred interest.
Assist in preparing contract funding estimates for Continuing Resolutions (CRs) and for spend plan build.
Track CPEA due dates and consolidate Government-provided input on past performance. Utilize appropriate CPEA form for given contract type.
Assist the GCM in monitoring contract performance through attendance at Contract/Program Status Reviews.
Track due dates for award/incentive fee documentation and consolidate Government-provided input on contractor performance using the standard BM&A report format.
Compare submitted resumes against labor category requirements and report any discrepancies to GCM.
Assist in responses to data calls for contract execution information.
Conduct contract maintenance activities for a wide variety of contract types.
Qualification requirements include:
Eight (8) years of DoD/IC/commercial experience in contract management or finance.
A Bachelor's Degree with a business focus is required.
In lieu of a degree, Certified Federal Contracts Manager (CFCM) certification or DAWIA Level I in both Contracting and Program Management with three (3) years of additional, directly related experience for a total of seven (11) years may be substituted.
In lieu of certification, an additional two (2) years of directly related experience for a total of nine (13) years may be substituted.
Experience in the tracking of programs/project/contract status in areas of cost, schedule and performance is required.
Experience with award fee incentivized contracts required.
Intermediate proficiency with MS Excel is required to include demonstrated use of pivot tables, slicers, and pivot charts.

A Bachelor's Degree: A 4-year course of study leading to a bachelor's degree conferred or approved by an accredited U.S. college or university based on a 4- year course of study. Simply being enrolled and working toward a degree does not meet the qualification standard.
At least five (5) years of documented experience in contracting positions. For each position, the Contractor shall provide the Government with the proposed candidate's resume for review and approval. Qualifications must prove that the proposed individual has the required experience in providing “cradle-to-grave” ContractSpecialist support to a Federal Government agency or entity. Qualifications shall include:
Demonstrated ability to use the Microsoft Suite of software applications to create and maintain documents and communications.
Documented ability to maintain and practice operational security (OPSEC) in the performance of daily duties and to report OPSEC issues or concerns.

Demonstrated experience reviewing spreadsheets and documents in various formats such as those created and maintained in Microsoft Office products.
Experience analyzing proposed elements of cost to develop cost and profit pre-negotiation positions.
Experience developing documentation required to establish a competitive range, establish a pre-negotiation position, respond to a protest, or complete required source selection activities.
Experience managing procurement sensitive, law enforcement sensitive, or other secure information is preferred.
Possession of excellent written and verbal communication skills plus strong analytical and organizational skills and abilities is required.
Experience administering or awarding services contracts or awards for law enforcement sensitive requirements is preferred for some positions.
Experience administering or awarding services contracts or awards for IT hardware or software is preferred for some positions.
In lieu of a Bachelor's Degree, the Government will accept seven (7) years of experience in the federal Government contracting environment, and possession of at least 24 hours of accredited college business credits (e.g., accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management).
