Assignments will be tailored to the individual's grade and experience level (GS12 through GS15), but may include:
* Leading or supporting all phases of the federal acquisition life cycle, from acquisition planning through contract close-out for complex Information Technology (IT) contracts, construction contracts, and commodities and services buys of significant importance to the Department.
* Developing procurement strategies and acquisition packages, including Statements of Work, Independent Government Cost Estimates, market research, and source selection documentation.
* Conducting cost and price analysis, evaluating proposals, and participating in or leading negotiations.
* Preparing solicitations using a variety of acquisition methods and recommending award decisions in accordance with policy and regulation.
* Performing contract administration, including post-award conferences, performance monitoring, invoice oversight, modifications, and terminations where required.
* Advising program management staff and stakeholders on acquisition best practices and compliance matters.
* Working as an Other Transaction Agreement's Officer with authority to enter, administer, and/or terminate Other Transaction Agreements. Responsible for negotiating agreements that appropriately balance risk, incorporate good business sense, and include safeguards to protect the government's interest.

Qualifications
Deep understanding of the Federal Acquisition Regulation (FAR) and federal procurement statutes. Ability to apply appropriate regulations to a variety of procurement actions.

Grey Street Consulting, LLC (Grey Street), a leading small business provider of Acquisition operational support services to Federal civilian and defense agencies, is seeking to hire a Contract Specialist to support our prospective client within the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ). This position is to be performed on-site in SW Washington, DC.
Essential Duties and Responsibilities
Acquisition Planning. The Contractor shall assist in performing acquisition planning services to include the following:
Support pre-award conferences and meetings and participate in IPTs throughout the lifecycle of a requirement;
Assist with the refinement of identified requirements;
Maintain awareness of milestones, as well as their strategic impacts, applying acquisition processes and policies;
Develop acquisition plans and procurement milestone schedules;
Perform market research activities (e.g., exchanges with industry, pre-proposal conferences, sources sought, Request for Information (RFI), Draft Request for Proposals (DRFP), and Industry Days);
Prepare and provide feedback on procurement packages, including preparation and review of requirements documentation (e.g., Statements of Work (SOWs), Statements of Objectives (SOOs), Statements of Need (SON), Performance Work Statements (PWSs), market research documentation, independent government cost estimates (IGCEs), draft evaluation factors, applicable pre-award determinations and findings, and applicable pre-award clearances and reviews (Small Business Set-Aside Review and Information Technology Checklist, etc.);
Provide recommendations concerning acquisition strategies and the selection of contract types and methods of acquisition;
Prepare and assist with the preparation of Justifications for Other-Than-Full-and-Open-Competition (JOFOCs);
Prepare or assist with the preparation of various Determinations and Findings;
Draft or assist in drafting and issuing applicable pre-award synopses;
Present or assist in presenting acquisition planning documentation for higher level reviews and approvals;
Use applicable acquisition systems in support of planning or execution;
Maintain contract files and documentation in accordance with applicable laws, statutes, regulations, and policies; and
Attend scheduled and ad-hoc meetings with clients and customers virtually or within ICE facilities.
Solicitation. The Contractor shall support the drafting, issuance, and amendment of solicitations, Request for Quotations (RFQs), Request for Proposals (RFPs), and Invitation for Bids (IFBs) to include the following:
Prepare solicitation and solicitation-related documents for Government review;
As appropriate, use the ICE contract writing system to develop solicitation documents and select appropriate clauses, provisions, and terms and conditions;
Present or assist in preparation of solicitation documentation for higher-level reviews and approvals;
Post or assist in posting solicitations and solicitation-related documents to the appropriate location;
Prepare or assist in preparing responses to pre-award inquiries and solicitation amendments for Government review and assist in posting/releasing said items to the appropriate location;
Receive or assist in collecting quotes, proposals, offers or bids, including recording receipt and conducting compliance reviews;
Maintain solicitations and documentation in accordance with applicable laws, statutes, regulations, and policies.
Evaluation. The Contractor shall assist in performing evaluation of quotes, proposals, offers, and bids to include the following:
Document technical reviews and evaluations;
Gather data and information for past performance evaluations;
Perform price analysis and cost analysis for Government review and approval;
Draft and document evaluation reports for Government review and approval;
Conduct or assist in pre-award reviews and surveys (such as on-site surveys and audits);
Assist in developing and documenting the price negotiation memoranda, the pre-negotiation memoranda (if applicable), the competitive range determination (if applicable), the post-negotiation memoranda (if applicable), and the source selection decision (if applicable) for higher level Government approval;
Support the Government in conducting negotiations and discussions;
Present or assist in presenting evaluation documentation for higher level reviews and approvals;
Prepare or assist in preparing responses to pre-award protests for higher level review;
Assist in preparing required pre-award notifications (e.g., pre-award notice for small business set-asides);
Assist in conducting pre-award debriefings;
Maintain evaluation files and documentation in accordance with applicable laws, statutes, regulations, and policies.
Award. The Contractor shall support contract award functions to include the following:
Prepare award documents for Government review;
Use the ICE contract writing system to develop contract award documents;
Assist in presenting award documentation for higher level reviews and approvals;
Prepare or assist in preparing required award, and post-award notifications and debriefings (e.g., award synopsis, public affairs notification, etc.);
Prepare Federal Procurement Data System - Next Generation (FPDS NG) reports for Government review and approval;
Prepare responses to post-award protests for higher level review;
Craft documentation to deal with failure to perform (e.g., cure notices, show cause notices, termination notices, etc.) or recommendations to suspend or debar;
Maintain award files and documentation in accordance with applicable laws, statutes, regulations, and policies.
Post-Award. The Contractor shall support post-award contract management and contract closeout functions to include the following:
Prepare COR appointment letters;
Support post-award conferences and meetings;
Assist in preparing Notice to Proceed letters;
Assist in preparing responses to claims, ratifications, FOIA requests, data calls, cure notices, Congressional inquiries, appeals, other incoming requests, or other unusual or extraordinary contracting actions;
Prepare and file documentation for contract modifications;
Support preparation of the contract for closeout and prepare closeout documentation;
Maintain post-award files and documentation in accordance with applicable laws, statutes, regulations, and policies.

Job Requirements and Experience
A Bachelor's Degree: A 4-year course of study leading to a bachelor's degree conferred or approved by an accredited U.S. college or university based on a 4- year course of study. Simply being enrolled and working toward a degree does not meet the qualification standard.
At least five (5) years of documented experience in contracting positions. For each position, the Contractor shall provide the Government with the proposed candidate's resume for review and approval. Qualifications must prove that the proposed individual has the required experience in providing “cradle-to-grave” Contract Specialist support to a Federal Government agency or entity. Qualifications shall include:
Demonstrated ability to use the Microsoft Suite of software applications to create and maintain documents and communications.
Documented ability to maintain and practice operational security (OPSEC) in the performance of daily duties and to report OPSEC issues or concerns.
Proven ability to interpret and apply procurement regulations, including the Federal Acquisition Regulation and/or other agency-specific regulations.
Knowledge of and experience using government contract-writing software, such as PRISM.
Familiarity through experience with government software and databases, such as FPDS, ************ etc.
Experience with, at minimum, FAR 8, 12, 13, 15, and 16 contracting methods, to include Blanket Purchase Agreements and Indefinite Delivery vehicles.

Demonstrated experience reviewing spreadsheets and documents in various formats such as those created and maintained in Microsoft Office products.
Experience analyzing proposed elements of cost to develop cost and profit pre-negotiation positions.
Experience developing documentation required to establish a competitive range, establish a pre-negotiation position, respond to a protest, or complete required source selection activities.
Experience managing procurement sensitive, law enforcement sensitive, or other secure information is preferred.

Position Summary
The Mid-Level Contract Specialist provides full life-cycle acquisition support services for federal procurement activities. This position assists with the development, review, and execution of solicitations, contracts, and related documentation in accordance with the Federal Acquisition Regulation (FAR) and agency-specific policies such as the Department of Education Acquisition Regulation (EDAR). The role requires strong analytical skills, independent judgement, and the ability to mentor junior specialists while ensuring compliance and efficiency in acquisition processes. Essential Duties and Responsibilities
Prepare and review solicitation and contract documentation, including Statements of Work (SOW), Independent Government Cost Estimates (IGCE), and evaluation criteria.
Conduct and document market research to support acquisition strategy and competition determinations.
Perform cost/price analysis and prepare negotiation memoranda and award recommendations.
Support Contract Review Board (CRB) processes and maintain contract file integrity.
Assist with post-award administration, contract modifications, and close-out actions.
Collaborate with program offices to ensure timely and compliant acquisition execution.
Maintain accurate records in the Federal Procurement Data System (FPDS) and other agency systems.
Mentor junior specialists and support knowledge sharing across the team.

INTRODUCTION
This position is located in the Department of Disability Services (DDS), Office of the Chief of Staff, Operations Division, Provider Relations Unit (PRU).
The Provider Relations Unit is responsible for provider relations including contract administration, managing and supporting providers, and sourcing new providers with a variety of for profit and not-for-profit entities delivering services/goods to DDS. MAJOR DUTIES
Manges a contract portfolio with moderate complexity and moderate monetary value that will not exceed one million. The contract portfolio consists of 30 or less providers.
* Approves or disapproves providers' requests for payment.
* Reviews invoices for complete, correct, and compliant content and for sufficient budget on the purchase order (PO). If inaccurate, contact the provider for clarification/correction; if there is insufficient budget, requests additional funds from the Financial Services Unit.
* Approves invoices and routes to the Business Service Unit for processing and payment.
* Works to ensure all invoices are paid in accordance with the District's Prompt Payment Act.
* Works with the DDS's Office of Contracts and Procurement (OCP) and/or service divisions in the development of contracts for the provision of services/acquisition of goods including, but not limited to, writing statements of work (SOW) and any other contract documents for new or modified POs and/or human care agreements (HCAs).
* Participate and support senior Contract Administrators and/or PRU Supervisor in negotiation of contracts/contract modifications.
* Assists in identifying new/additional providers. Submits recommendations to OCP and/or service divisions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Basic: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) is in the contingency contracting force.
In addition to meeting the basic requirements, applicants must have specialized experience:
Specialized Experience: One year of specialized experience at the next lower grade level (GS-05) in one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties performed are elementary assignments with strict adherence to clearly detailed and specific instructions or guidelines provided by a higher graded employee. Knowledge required may have been acquired through a pertinent bachelorette educational program or equivalent experience.

Acquisition Professionals (AP) LLC is seeking an experienced Contract Specialist III to provide high-level cradle-to-grave contracting for the Office of the Senior Procurement Executive
Responsibilities:
. The contractor shall be responsible for the administration of the contract from cradle to grave, including contract compliance issues, change orders (modifications, amendments, renewals, extensions, assignments, notations, etc.), handling disputes, cure notices, liquidated damages, and, if necessary, contract cancellation.
Shall assist the Contracting Officer in conducting strategic requirements review, acquisition strategy development, solicitation development, and in performing other related procurement tasks as required.
Contractor personnel shall assist the Contracting Officer in review of requirements documents submitted by the Program Office to determine adequacy and sufficiency and make recommendations to the Contracting Officer to accept or reject.
Contractor personnel shall participate in meetings as required. Meetings include pre-award conferences, post award meetings, periodic progress review meetings, acquisition planning meetings, and other meetings as required by the Contracting Officer. Attendance in the meetings shall be at no extra cost to the Government.
Contractor personnel shall assist the Contracting Officer in preparing solicitations, acquisition plans, source selection plans, and other documents required in accordance with regulatory and local guidance. Documents shall be accurate, current, timely, and maintained up to date (ex: acquisition plan milestone schedule).
Contractor personnel shall review outgoing correspondence to ensure it is properly formatted and prepared on official letterhead for proper distribution. Reviews shall be completed within 24 hours of assignment.
Contractor personnel shall support the Contracting Officer in assisting customers with the development and preparation of requirements documents (e.g., SOW, technical evaluation factors, acquisition plans, IGCEs, etc.).
Contractor personnel shall complete all contract awards within the established Procurement Administrative Lead-times (PALT) identified by the Office of the Senior Procurement Executive (OSPE).
Contractor personnel shall complete and handle all contract files in accordance with agency acquisition regulations, policies, and procedures.
