What this job is about: The Governance Senior Specialist supports the management and execution of the governance volunteer functions of AAIM, which includes a board, an executive committee, five councils, and three sub-councils as well as committee administration. This individual will support efforts to communicate with elected and appointed governance volunteers as well as the membership at large in relation to governance efforts. They will also support staff on issues related to governance and committee administration. Responsibilities: Coordinates all aspects of governance conference calls and meetings, including scheduling, agenda, background materials, minutes, work plans, correspondence, and reports. Supports facilitation of 360 degree communication between staff and councils, council to council, committees to councils, and councils to the board. Supports effective committee operations by managing committee structure and rosters; assists with defining committee charges and terms, filling chair positions, garnering appropriate review and approvals, and populating committees; manages semi-annual calls for committee volunteers; maintains volunteer waiting lists. Supports maintenance of bylaws, guiding principles, policies, and procedures as needed. Supports new leader orientation efforts, including scheduling, content coordination and management, and online community management. Manages annual call for nominations and elections for open positions on councils, including managing nomination review at council level, collecting candidate materials, working with staff to build election ballots, supporting web pages, and marketing emails for elections. Manages document updating and uploading to online communities for board, councils, and committees. Works with communications team to develop and disseminate regular, consistent electronic (e.g., email, website, social media, etc.) updates about governance-related issues with councils and stakeholders. Reviews, codes, and tracks leadership expense reimbursement requests. Orders leadership plaques and gifts. Ensures projects are completed on time and within budget, develops project timelines and tasks, and identifies skills and financial resources required to complete tasks. Contributes to the development and sound fiscal management of the department budget; monitors the budgetary impact of the day-to-day operations on the department; prepares budget reports; ensures that invoices are coded accurately; and confers with department management as necessary to ensure that department funds for equipment, resources, travel, programs, committees, revenue, and expenses are used responsibly and effectively. Identifies and implements ongoing process improvement strategies to maximize efficiency and improve quality outcomes. Tracks volunteer leader participation in AAIM membership database. Able to travel to attend meetings as requested. Perform other duties as necessary. Responsibilities for this Position Overview: A Subcontracts Specialist is responsible for supporting the management of the company's contractual agreements with customers, in the drafting, negotiation, and execution of contracts, as well as ensuring compliance with contract terms and conditions. The Subcontracts Specialist also maintains accurate contract records and databases and assists in identifying and mitigating any contract-related risks. Additionally, this role requires strong communication and organizational skills, as the Subcontracts Specialist will work closely with program managers, legal teams, and customers to ensure that all contractual obligations are met. Key Responsibilities: • Acts as focal point for all contractual communications and commitments to customers or subcontractors. • Advises and supports business team on issues/developments relative to assigned subcontracts. • Negotiates subcontracts within business goals and documents substance of discussions, agreements, and results. • Participates as a key member of the proposal or program team to address subcontract requirements. • Monitors subcontract performance for scope changes and takes appropriate action. • Collaborates with the Capture/Proposal/Program Manager, including Program Manager - Subcontracts, to support overall subcontract performance. • Builds customer or subcontractor relationships and understands customer or subcontractor needs and issues. • Manages subcontract change process and collaborates with the Program Manager, including Program Manager - Subcontracts, Engineering, Finance, and other disciplines to mitigate performance risk. • Monitors program performance for scope changes and takes appropriate action. • Provides domain expertise in contract or subcontract management. • Provides leadership, subject matter expertise, and innovative recommendations to new or unusual subcontracting, or programmatic issues. • Executes engagements with subcontractors consistent with policies. • Supports an overall understanding of the Contracts Department operations and GDMS enterprise objectives. Job Summary: Acquisition Professionals (AP) LLC is seeking an experienced Contract Specialist III to provide high-level cradle-to-grave contracting for the Office of the Senior Procurement Executive Responsibilities: .The contractor shall be responsible for the administration of the contract from cradle to grave, including contract compliance issues, change orders (modifications, amendments, renewals, extensions, assignments, notations, etc.), handling disputes, cure notices, liquidated damages, and, if necessary, contract cancellation. Shall assist the Contracting Officer in conducting strategic requirements review, acquisition strategy development, solicitation development, and in performing other related procurement tasks as required. Contractor personnel shall assist the Contracting Officer in review of requirements documents submitted by the Program Office to determine adequacy and sufficiency and make recommendations to the Contracting Officer to accept or reject. Contractor personnel shall participate in meetings as required. Meetings include pre-award conferences, post award meetings, periodic progress review meetings, acquisition planning meetings, and other meetings as required by the Contracting Officer. Attendance in the meetings shall be at no extra cost to the Government. Contractor personnel shall assist the Contracting Officer in preparing solicitations, acquisition plans, source selection plans, and other documents required in accordance with regulatory and local guidance. Documents shall be accurate, current, timely, and maintained up to date (ex: acquisition plan milestone schedule). Contractor personnel shall review outgoing correspondence to ensure it is properly formatted and prepared on official letterhead for proper distribution. Reviews shall be completed within 24 hours of assignment. Contractor personnel shall support the Contracting Officer in assisting customers with the development and preparation of requirements documents (e.g., SOW, technical evaluation factors, acquisition plans, IGCEs, etc.). Contractor personnel shall complete all contract awards within the established Procurement Administrative Lead-times (PALT) identified by the Office of the Senior Procurement Executive (OSPE). Contractor personnel shall complete and handle all contract files in accordance with agency acquisition regulations, policies, and procedures. Contractor personnel shall prepare modifications for various contractual actions to include, but not limited to, contracts, purchase/delivery/task orders, blanket purchase agreements, indefinite delivery contracts, as necessary. Contractor personnel may be required to assist the Contracting Officer in preparing responses to Freedom of Information Act Requests and Protested actions. Contractor personnel will be required to provide email and phone call responses to program office staff and other agency officials. Personnel shall provide a response within 24 hours of receipt, and immediately when the customer indicates that the matter is urgent. Contractor personnel will be contacted by their contracting officer to discuss the status of work and or respond to a request for information. Personnel shall respond to their Contracting Officer's communication within two hours of receipt. Education/Certifications: Bachelor's Degree and 24 semester hours in business related coursework, from an accredited college or university. 2. Federal Acquisition Certification in Contracting, FAC-C Professional, (FAC-C) Level III or Defense Acquisition Workforce Improvement Act (DAWIA) Required Qualifications: Experience utilizing government contract writing and contract writing systems (PRISM); independent ability to research and analyze contract and financial data; Ability to communicate effectively both orally and in writing to interface with service providers, program offices, government contracting officers, and contracting officers representatives. Proficient in Microsoft Word, Excel, SharePoint, and PRISM. Have extensive knowledge of the Federal Acquisition Regulations (FAR), with particular emphasis on FAR Parts 15, 22, and 37.
