Collaboration & Internal Support
Partner with Finance, HR, Talent Acquisition, and Delivery teams to ensure alignment between contract terms, staffing, and financial objectives.
Support pricing strategies, cost proposals, and subcontractor negotiations.
Provide training and guidance to project managers and staff on contractual requirements.
Serve as the primary point of contact for contracting officers, subcontractors, and partners on contractual matters.
Qualifications:
Required
Bachelor's degree in Business, Finance, Law, or related field.
10+ years of progressive federal contracts and subcontract management experience, with at least 5 years in federal contracting.
Demonstrated experience leading and managing contract professionals, including junior resources.
Strong knowledge of Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), GSA (Department), and agency-specific acquisition regulations.
Proven ability to manage and negotiate contracts for IT Services, professional services, or consulting engagements.
Strong business acumen and ability to communicate effectively with executives, clients, and partners.
Excellent oral and written communication skills.
Strong organizational skills, attention to details and ability to meet strict timelines.
Knowledge and experience using Microsoft applications including working with Excel, Word, PowerPoint.

Responsibilities
Upstream: Prepare cell culture for virus inoculation and prepare viral seeds.
Provide input on cell culture, bioproduction and purification of mammalian cell-based products.
Experience and knowledge of cGMP, specifically bioproduction of viral vaccines.
Execute and participate in cGMP viral growth, virus vaccine purification for cGMP vaccine bioproduction.
Aseptic gowning, aseptic processing, aseptic final filtration and working in a cleanroom environment.
Cell culture experience (adherent cells a plus), washing and counting cells, repeated trypsin manipulations.
Maintain virus vaccine bioproduction inventory, order equipment and reagents.
Downstream: The downstream part of a bioprocess refers to the part where the cell mass from the upstream are processed to meet purity and quality requirements.
Execute cell expansion of seeds and viral seeds as required.
Manage and maintain manufacturing-owned controlled temperature units (CTUs) and incubators per site policies and procedures.
Perform bioreactor setup, operation, maintenance, and cleaning per site policies and procedures.
Prepare harvest equipment per SOP and batch record instructions per site policies and procedures.
Execute cell lysis through chemical or physical (e.g., microfluidizer) cell disruption.
Perform recovery mid-stream unit operations, including but not limited to depth filtration, centrifugation, and tangential flow filtration as required and per site policies and procedures.
Pour resin, pack columns, verify HETP and Asymmetry, and equilibrate columns.
Develop purification batch records and AKTA UNICORN methods as required.
Analyze UNICORN and other downstream result files, attach per GDP to records, summarize data, and incorporate analysis into run reports as required.
Sanitize, empty, and store columns per site policies and procedures.

Position Summary
The Mid-Level Contract Specialist provides full life-cycle acquisition support services for federal procurement activities. This position assists with the development, review, and execution of solicitations, contracts, and related documentation in accordance with the Federal Acquisition Regulation (FAR) and agency-specific policies such as the Department of Education Acquisition Regulation (EDAR). Essential Duties and Responsibilities
Prepare and review solicitation and contract documentation, including Statements of Work (SOW), Independent Government Cost Estimates (IGCE), and evaluation criteria.
Conduct and document market research to support acquisition strategy and competition determinations.
Perform cost/price analysis and prepare negotiation memoranda and award recommendations.
Support Contract Review Board (CRB) processes and maintain contract file integrity.
Assist with post-award administration, contract modifications, and close-out actions.
Collaborate with program offices to ensure timely and compliant acquisition execution.
Maintain accurate records in the Federal Procurement Data System (FPDS) and other agency systems.

Prepare COR appointment letters;
Support post-award conferences and meetings;
Assist in preparing Notice to Proceed letters;
Assist in preparing responses to claims, ratifications, FOIA requests, data calls, cure notices, Congressional inquiries, appeals, other incoming requests, or other unusual or extraordinary contracting actions;
Prepare and file documentation for contract modifications;
Support preparation of the contract for closeout and prepare closeout documentation;
Maintain post-award files and documentation in accordance with applicable laws, statutes, regulations, and policies.
Requirements:
A Bachelor's Degree: A 4-year course of study leading to a bachelor's degree conferred or approved by an accredited U.S. college or university based on a 4- year course of study. Simply being enrolled and working toward a degree does not meet the qualification standard. Proposed candidates must furnish transcripts showing completion of degree requirements to the Government for review.
At least five (5) years of documented experience in contracting positions. For each position, the Contractor shall provide the Government with the proposed candidate's resume for review and approval. Resumes must prove that the proposed individual has the required experience in providing "cradle-to-grave" Contract Specialist support to a Federal Government agency or entity. Resumes shall include:
Demonstrated ability to use the Microsoft Suite of software applications to create and maintain documents and communications.
Documented ability to maintain and practice operational security (OPSEC) in the performance of daily duties and to report OPSEC issues or concerns.

Job Description
Responsibilities:
Supervise a team of 20+ contract specialists.
Ensure that delivered work products are fully compliant with applicable laws, statutes, regulations, and policies.
Help inventory and track all GFE / Materials assigned to the team.
Help identify, investigate, and correct any nonconforming performance.
Prepare and deliver monthly status reports.
Implement and monitor the quality control plan.
Acquisition Planning:
Support pre-award conferences and meetings and participate in IPTs throughout the lifecycle of a requirement
Assist with the refinement of identified requirements
Maintain awareness of milestones, as well as their strategic impacts, applying acquisition processes and policies
Develop acquisition plans and procurement milestone schedules; Perform market research activities (e.g., exchanges with industry, pre-proposal conferences, sources sought, Request for Information (RFI), Draft Request for Proposals (DRFP), and Industry Days); Prepare and provide feedback on procurement packages, including preparation and review of requirements documentation (e.g., Statements of Work (SOWs), Statements of Objectives (SOOs), Statements of Need (SON), Performance Work Statements (PWSs), market research documentation, independent government cost estimates (IGCEs), draft evaluation factors, applicable pre-award determinations and findings, and applicable pre-award clearances and reviews (Small Business Set-Aside Review and Information Technology Checklist, etc.);

Use applicable acquisition systems in support of planning or execution
Maintain contract files and documentation in accordance with applicable laws, statutes, regulations, and policies; and
Attend scheduled and ad-hoc meetings with clients and customers virtually or within ICE facilities.
Solicitation.
The Contractor shall support the drafting, issuance,] and amendment of solicitations, Request for Quotations (RFQs), Request for Proposals (RFPs), and Invitation for Bids (IFBs) to include the following:
Prepare solicitation and solicitation-related documents for Government review
As appropriate, use the ICE contract writing system to develop solicitation documents and select appropriate clauses, provisions, and terms and conditions
Present or assist in preparation of solicitation documentation for higher-level reviews and approvals
Post or assist in posting solicitations and solicitation-related documents to the appropriate location
Prepare or assist in preparing responses to pre-award inquiries and solicitation amendments for Government review and assist in posting/releasing said items to the appropriate location
Receive or assist in collecting quotes, proposals, offers or bids, including recording receipt and conducting compliance reviews
Maintain solicitations and documentation in accordance with applicable laws, statutes, regulations, and policies.
Evaluation.
The Contractor shall assist in performing evaluation of quotes, proposals, offers, and bids to include the following:
Document technical reviews and evaluations
Gather data and information for past performance evaluations
Perform price analysis and cost analysis for Government review and approval
Draft and document evaluation reports for Government review and approval
Conduct or assist in pre-award reviews and surveys (such as on-site surveys and audits)
Assist in developing and documenting the price negotiation memoranda, the pre-negotiation memoranda (if applicable), the competitive range determination (if applicable), the post-negotiation memoranda (if applicable), and the source selection decision (if applicable) for higher level Government approval
Support the Government in conducting negotiations and discussions
Present or assist in presenting evaluation documentation for higher level reviews and approvals
Prepare or assist in preparing responses to pre-award protests for higher level review
Assist in preparing required pre-award notifications (e.g., pre-award notice for small business set-asides)
Assist in conducting pre-award debriefings
Maintain evaluation files and documentation in accordance with applicable laws, statutes, regulations, and policies.
Award.
The Contractor shall support contract award functions to include the following:
Prepare award documents for Government review
Use the ICE contract writing system to develop contract award documents
Assist in presenting award documentation for higher level reviews and approvals
Prepare or assist in preparing required award, and post-award notifications and debriefings (e.g., award synopsis, public affairs notification, etc.)
Prepare Federal Procurement Data System - Next Generation (FPDS- NG) reports for Government review and approval
Prepare responses to post-award protests for higher level review
Craft documentation to deal with failure to perform (e.g., cure notices, show cause notices, termination notices, etc.) or recommendations to suspend or debar
Maintain award files and documentation in accordance with applicable laws, statutes, regulations, and policies.
Post-Award.
The Contractor shall support post-award contract management and contract closeout functions to include the following:
Prepare COR appointment letters
Support post-award conferences and meetings
Assist in preparing Notice to Proceed letters
Assist in preparing responses to claims, ratifications, FOIA requests, data calls, cure notices, Congressional inquiries, appeals, other incoming requests, or other unusual or extraordinary contracting actions
Prepare and file documentation for contract modifications
Support preparation of the contract for closeout and prepare closeout documentation
Maintain post-award files and documentation in accordance with applicable laws, statutes, regulations, and policies.
Qualifications
A Bachelor's Degree: A 4-year course of study leading to a bachelor's degree conferred or approved by an accredited U.S. college or university based on a 4- year course of study. Simply being enrolled and working toward a degree does not meet the qualification standard
. Proposed candidates must furnish transcripts showing completion of degree requirements to the COR for review

In lieu of a Bachelor's Degree, the Government will accept seven (7) years of experience in the federal Government contracting environment, and possession of at least 24 hours of accredited college business credits (e.g., accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management).
At least five (5) years of documented experience in contracting positions.

Ability to perform and/or evaluate market research, trends, conditions, alternative sources, and technological advances as they apply to the program. Ability to prepare and process purchase requisitions and procurement packages to the supporting CO for award.
Ability to research, analyze, prepare, and review invoice receipts, receiving reports, fund status, final payments, release of claims, certificates of completion, close-out documents, and any additional supporting documents or activities needed for contract closeout.
Ability to investigate, review, and prepare open obligations/undelivered orders (UDO) for closeout.
Ability to perform post-award administration in support of CO.
Ability to monitor quality assurance surveillance plans (QASPs) to ensure contracted services meet contract requirements along with the expectations and needs of the facility.
Education/Certifications:
Four (4) years above high school from an accredited college or university as recognized by the Secretary, U.S. Department of Education.

Minimum of two (2) years of federal contracting experience working on government acquisitions within the last five (5) years.
