Primary Purpose of Position
Manage training department projects such as accreditation team visits, Clean Energy Center (CEC) evaluation training review, and outage In-Processing. Plan, coordinate, and manage activities associated with the development, implementation, delivery, and evaluation of Constellation Nuclear training programs including the coordination of accreditation activities and the Systematic Approach to Training (SAT) application.
Primary Duties and Accountabilities
Manages In-Processing for the training department.
Leads and manages preparation and implementation of Institute of Nuclear Power Operations (INPO) continuum visits for the CECs.
Leads and manages preparation and implementation of training programs for CEC evaluations.
Manages training department projects, for example, facility upgrades.
Maintain the detailed scope, quality, performance, schedule, and budget of assigned project(s) in accordance with the Constellation Management Model procedures and standard practices.
Develops and maintains the budget and business plan initiatives to ensure that training facilities, equipment, materials, records and personnel qualifications support training program goals.
Participates in Nuclear Regulatory Commission (NRC), INPO, and management audits or assessments.
Evaluates the need for outside services, coordinates the drafting of bid specifications, evaluates proposals, recommends qualified vendors, and manages the purchased programs and services.
Perform other job assignments and duties as directed by management or pursuant to company policy, including but not limited to emergency response, departmental coverage, call outs, and support of outage activities in positions outside the department.
Minimum Qualifications
Bachelor's degree in a technical discipline, education, or training with 3 years of related experience OR
Current or previous Senior Reactor Operator license with 3 years of related experience OR
Associate's degree in a technical discipline, education, or training with 5 years of related experience OR
High school diploma/GED with 7 years of related experience
Maintain minimum access requirements or unescorted access requirements, as applicable, and favorable medical examination and/or testing in accordance with position duties.
Preferred Qualifications
Experience in the implementation of training programs
Instructional experience
Experience in leading teams from multiple organizations in accomplishing diverse tasks and assignments
Experience on INPO Accreditation or Evaluation teams, benchmarking and peer assessment teams

Position Overview
The Capital Development Board (CDB) is looking to hire a Contract Specialist II in the Contract Administration Division. The Contract Specialist II job duties include the intake, evaluation, and review of prequalification applications and insurance requirements of contractors, construction and program managers, architects, and engineers for the purpose of granting approval to bid on state projects. This position utilizes the CDB database system to log and maintain all pertinent information in this process.
Essential Function Duties
* Serves as a Prequalification and Insurance Review Specialist in the Contract Administration Division.
* Utilize CDB database system input to finalize contractor, CM and AE prequalification.
* Receives Contractor, AE, and CM performance evaluations.
* Receives, reviews and processes subcontractors/suppliers/subconsultants registration applications.
* Evaluates bidder financial disclosures during the construction bidding process.
* Serves as liaison for contractors, CMS's, AE's, CDB staff, and client agencies regarding the contractor, CM and AE prequalification process.
* Updates and maintains prequalification forms.
* Serves as a backup to other roles in the Contracts Administration Division.
* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
* Requires knowledge, skill, and mental development equivalent to the completion of two (2) years of college.
* Requires two (2) years of work experience in construction related or construction insurance related field.
Preferred Qualifications
* Prefers working knowledge of computer program applications including but not limited to Microsoft Outlook, Word, Excel, PowerPoint, e-Builder, and procurement or construction related software.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Master degree from an accredited educational institution authorized to grant baccalaureate degrees.

A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR 3) is in the contingency contracting force.

Compensation Information
The expected salary range for this position is $61,100 - $84,149 per year, depending on experience and qualifications. **Turner & Townsend** is seeking an experienced **Contracts Administration ** professional to join our growing Data Center team. This role is responsible for managing all contractual aspects of data center construction projects, ensuring compliance with agreements, and mitigating risks. It involves close collaboration with procurement, legal, and construction teams, and requires strong negotiation skills and a deep understanding of construction contracts.
Responsibilities:
+ Overseeing the entire contract lifecycle, from drafting and negotiation to execution and closeout.
+ Identifying and addressing potential contractual risks and liabilities.
+ Ensuring all contractual obligations are met and that projects adhere to legal and regulatory requirements.
+ Lead the end-to-end RFP process for Construction, Equipment, and Professional Services scopes of work, including developing procurement strategies, preparing bid documents, managing stakeholder input, evaluating proposals, and supporting contract award recommendations.
+ Working closely with internal teams (e.g., procurement, legal, project management) and external partners (e.g., general contractors, vendors).
+ Leading negotiations on contract terms and conditions with vendors and other stakeholders.

+ Tracking and evaluating contract performance against established KPIs.
+ Contributing to the development and refinement of contract management processes and tools.
