JOB SUMMARY
Represent the company in the procurement, negotiation, and administration of non-complex contracts for goods or services. Ensure that contracts with customers are satisfactorily fulfilled and that favorable relationships with customer are maintained. Typical duties include providing interpretation of contract provisions, screening and processing customer inquiries to ensure proactive monitoring of work performed under the contract, preparing periodic report, identification of estimated completion dates, and prompt handling of customer problems. Participate in the development of non-complex proposals, negotiation of new contracts, and renegotiation of existing contracts. Support New Business Development/Marketing function.
ESSENTIAL DUTIES & RESPONSIBILITIES: Responsible for the management and administration of assigned contracts, negotiation of balanced and fair Terms & Conditions, compliance with contract requirements, and mitigation of MDSI business risk. Perform negotiations, monitor cost and schedule status, prepare Estimates to Complete (ETC), and take action(s) to correct problem areas when identified.
Monitor On-time Delivery, quality, and payment status of assigned contracts. Identify any issues and initiate corrective action(s) as appropriate.
Review customer solicitations and provide the Director, Contracts & Pricing, Senior CA-Lead, or other designated supervision interpretation and risk assessment of the Terms & Conditions, Scope of Work, and other provisions contained therein.
Participate in the review of, and subsequent transmittal of approved proposals to customers.
Disseminate information, facilitate communication, and coordinate activities of other functional departments in meeting contract requirements. Resolve conflicting schedules and/or competing resource requirements.
Participate in the development of proposals and negotiation of new contracts or modifications thereto.
Serve as primary point of contact for all assigned contracts, and secondary point of contact on all others.
Maintain accurate, complete and well-organized contract files documenting all contract actions, correspondence, and problems experienced (including actions taken).
Identify, initiate, and document actions taken to ensure customer compliance with contractual obligations, including flow-down clauses/provisions for incorporation into Purchasing Department vendor orders.
MDSI Program Managers in managing and meeting all MDSI contractual obligations.
Interface with Accounting to resolve payment problems on assigned contracts.
Ensure timely and proper closeout of completed contracts.
Coordinate with the Trade Compliance Officer to process all required import/export license applications, and administer all issued licenses.
Timely/accurate/complete data entry within CostPoint.
With oversight, perform Program Manager functions on assigned contracts.
NON ESSENTIAL DUTIES
• Assist the department in developing systems and procedures for the management and administration of contracts.
• Participate in “action teams” engaged in the resolution of internal problems and / or in the development of new methods, procedures, or tools for the general management of company business.

FUNCTIONS AND RESPONSIBILITIES:
1. Develop, negotiate, and maintain contracts with all payers, e.g., insurance companies, , MSOs, IPAs, TPAs, and government programs. This includes researching territories to identify gaps with our payer base and supporting the expansion into new markets.
2. Assure contractual arrangements meet financial targets and legal/regulatory compliance requirements. There will be an emphasis on analyzing cost and utilization data.
3. Facilitate the approval process of all contract documents from pre-contract through post-signature phases.
4. Responsible for the accuracy of supporting documentation for contracts and completing documents accurately.
5. Maintain existing relationships with contracted providers. Ensure contractual language is kept current; evaluate fee schedule on a yearly basis to identify possible opportunities for additional covered services, medical policy changes and reimbursement.
6. Complete Medicare enrollment for new entities and markets. Coordinate with internal teams as necessary to support Medicare assignments.
7. Track and report contract renewal dates and alert management 90 days prior to renewal dates.
8. Track contract status and ensure contracts transition to the next stage in the life cycle timely.
9. Monitor for rate renewal, increases, and changes to ensure we realize the intended negotiated contracted rate.
10. Meets routinely with system and health plans to resolve contracting/claims issues.
11. Supports contract negotiation efforts by revenue modeling and rate evaluation.
12. Coordinate and communicate contractual terms to the billing department; ensure staff is informed of changes in medical policy and binning policies.
13. Assure accurate data entry of contract specifications and terms into database and completeness of all contracting processes.
14. Serve as a point of contact on health plan architecture, network restrictions, product offerings and other components of the health plan marketplace.
15. Maintain excellent written and verbal communication with all internal and external customers.
16. Assist with all contracting administration and projects, as needed.

The Office of Research and Sponsored Projects (ORSP) works with other units throughout campus to seek external support for faculty research, scholarship, creative activity and institutional projects that support the educational and service mission of the university. Under the general direction of the Associate Director of Grants and Contracts and functioning as part of the Office of Grants and Contracts (OGC) team under the Office of Research and Sponsored Programs, the Grants and Contracts Officer provides high-quality support and customer service to faculty, staff, and funding agency sponsor representatives. Serves as the primary contact for selected colleges or campus units in preparing, reviewing, and submitting proposals to ensure compliance with applicable federal, state, and local laws and regulations and University policies. Provides advice and assistance to faculty, administrators, and staff with all aspects of proposal preparation, including but not limited to interpretation and clarification of sponsor guidelines, budget development, and review, completion of required forms, assurances and certifications, collection of necessary or pertinent data, and compilation of and review of proposal components for consistency and compliance with sponsor guidelines. Identifies areas of risk and/or concern prior to proposal submission and ensures timely submission of accurate proposals. Coordinates the campus approval processes for proposals via Cayuse S2S, and other pertinent pre-award documents. Serves as primary administrative contact and liaison between the University and sponsors at the proposal stage. Identify and serve as liaison in matters involving Conflict of Interest, Health Insurance Portability and Accountability Act (HIPAA), Biosafety, and Responsible Conduct of Research for assigned departments and units.
Drafts, reviews, analyzes, negotiates, and recommends grants, cooperative agreements, contracts, and other agreements for acceptance by the CSUF Auxiliary Services Corporation (ASC) on behalf of the University. Provides training for faculty and staff in all pre-award processes and procedures. Completes registration to appropriate sponsor systems as needed. Issues account for faculty, administrators, and staff to appropriate sponsor systems such as eRA Commons, Research.gov, and other systems as needed. Assists in logistical preparation for various campus-wide events, workshops, and meetings. Serves as the lead in drafting and updating contracts and various other bilateral agreements including, but not limited to, Memorandum of Understanding (MOUs), Material Transfer Agreements (MTAs), and Non-Disclosure Agreements (NDAs). Secures concurrence of the principal investigator and other University offices as appropriate prior to recommending acceptance of the award to ASC with non-standard terms and conditions. Essential Qualifications
Equivalent to a bachelor's degree in a related field and four years of relevant experience. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis.
Working independently under general supervision, performs advanced grants and contracts professional work. Independently facilitates and exercises authority over complex grants and contracts. Demonstrates advanced discernment in selecting methods and techniques for obtaining solutions. Provides regulatory interpretation, technical advice and ensures compliance with federal and state regulations. In collaboration with management, assesses, formulates, and evaluates grants and contracts programs, policies, and procedures. Decision-making is based on grants and contracts best practices; substantial grants and contracts experience; advanced knowledge of relevant federal, state, and local regulations; grant and contract guidelines and standard practices; and university policies and protocols. Work is performed with minimal oversight focused on ensuring alignment with overall objectives. Handles multiple work priorities and may provide lead work direction with accountability for results.

BryceTech is looking for a Contract Closeout Specialist to provide advisory & assistance services (A&AS) to support a major defense program, focusing on Department of Defense (DoD) acquisition life cycle planning and Space Force systems. The ideal candidate will have experience reviewing, reconciling and finalizing contracts, ensuring all financial, legal, and administrative requirements are met before contract closeout. The Space Systems Command (SSC) Space Domain Awareness and Combat Power (SDACP) (SSC/SZ), Battle Management, Command, Control, and Communications (BMC3) (SSC/BC) provides highly classified Space Domain Awareness (SDA) systems, Defensive and Offensive Space Control (DSC/OSC) capabilities, and space test range assets to meet current and projected DoD operational requirements. SSC/SZ-BC develops, integrates, tests, deploys, sustains, and supports operations for systems that meet strategic and tactical operational needs. Key responsibilities include:
Assist the client to execute source selections subject to FAR 9.505-4
Coordinate functional meeting requests

Provide contract and subcontract management support
Support client in contracting actions (i.e., advising on request for proposals (RFPs), technical evaluations, contract negotiation, etc.)

Qualifications
Educational Requirements:
BA/BS in Business, Finance, Contract Management, or a related field (or equivalent experience).
REQUIRED Experience Requirements:
Expert performing final Contract closeouts of assigned contracts, i.e. ensuring delivery/inspection/acceptance of contractual end items and ensures all administrative/reporting actions have been resolved before recommending closeout
3-10 years' experience in contractual rights and obligations, risk avoidance and mitigation, strategy and problem solving, particularly in the contract closeout phase
