Role:
The ContractSpecialist III supports the Network organization in creating and executing Small Cell and Fiber agreements. The ContractSpecialist III is responsible for managing tasks, deliverables and timeframes related to the Contract Management lifecycle.
Responsibilities
Manage the Business Process Management (BPM) workflow to ensure that all contract requests and stages are actioned timely from contract delivery through full execution.
Review and analyze project data to ensure complete, consistent and accurate information is available to fulfill contract requests.
Prepare contracts in accordance with prescribed templates, guidelines, and established contract policies and procedures.
Proactively engage functional partners to resolve data discrepancies.
Ensure contracts are executed, per the Crown Castle Commitment Authority Policy and are approved by all appropriate parties.
Forecast and manage deliverable timelines, including resolving issues to ensure targets are achieved.
Develop and maintain successful business relationships with internal/external customers.
Participate in and support cross functional projects including, but not limited to, process development, system enhancements, and new business integration.
Supporting contractual compliance and automation initiatives.

Compensation
The salary range offered for this position is $69200 - $95100 annually. A candidate's offer is determined by various factors including but not limited to, depth of experience, role-related knowledge and skills, relevant education or training, internal alignment, and work location. Depending on the position offered, the compensation package may also include incentive compensation opportunities in the form of a discretionary annual cash bonus or commissions, and equity incentives.

Master degree from an accredited educational institution authorized to grant baccalaureate degrees.

**Your Challenge:**
+ Review of customer inquiries, contract documents, contract terms and conditions and correspondence as part of the bid evaluation and subsequent proposal process.
+ Coordinate, prepare and write proposals for new contracts as well as changes to existing contracts. Develop pricing strategies in support of EMD's financial objectives.
+ Participate in negotiation of those proposals with existing and prospective clients. This includes negotiation of financial and administrative terms and conditions.
+ Administer assigned contracts and changes thereto in order to best ensure that work is completed in compliance with division processes, procedures and contract requirements including corporate and Government requirements for ethical and legal conduct.
+ Evaluate financial, compliance or performance issues associated with assigned contracts and recommend appropriate actions to resolve.
+ Request contract modifications as required and/or appropriate.
+ Maintain liaison with customers and internal personnel to expedite and coordinate contract activities. This includes clear written and verbal communications.
+ Employ problem solving skills to effectively resolve issues with the customer and internal/project personnel.
+ Complete assigned tasks in a comprehensive fashion and in the time-frame specified.

Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Basic: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) is in the contingency contracting force.
In addition to meeting the basic requirements, applicants must have specialized experience:
Specialized Experience: One year of specialized experience at the next lower grade level (GS-05) in one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation.
