Position Summary
Vertosoft is seeking a State, Local, and Education (SLED) Contract Specialist to join our
Legal & Contracts team. This role is responsible for managing and supporting the full
lifecycle of SLED contracts, with a focus on maintaining compliance and operational
excellence across Vertosoft's diverse portfolio of cooperative agreements. The position
offers the opportunity to work closely with suppliers, procurement officers, and internal
teams to ensure alignment with contract terms, drive efficiency, and contribute to
Vertosoft's continued growth in the public sector.
Key Responsibilities
• Contract Lifecycle Management: Administer day-to-day activities related to SLED
contract management, including onboarding suppliers, amendments, renewals,
and closeouts.
• NASPO and Cooperative Contract Oversight: Manage and support NASPO
ValuePoint and other cooperative agreements, ensuring proper reporting,
compliance, and supplier engagement.
• Contract Execution: Prepare, review, and process contract documents and
modifications in coordination with internal stakeholders and suppliers.
• Compliance & Reporting: Maintain accurate records and ensure timely
submission of required documentation to contract authorities.
• Audit Preparation: Support internal and external audits by ensuring all SLED
contract files are organized, current, and compliant with state and cooperative
procurement rules.
• Stakeholder Collaboration: Serve as a liaison between Vertosoft, government
procurement offices, and supplier partners to address contract-related inquiries
and ensure adherence to contractual obligations.
• Process Improvement: Identify and implement enhancements to contract
workflows, templates, and systems for greater efficiency and accuracy.
• Market Awareness: Stay informed of changes in SLED procurement policies,
cooperative contract updates, and industry trends to support strategic decision-making.
• Other Duties: Perform additional tasks as assigned, including supporting other
departments and participating in specialized projects.
Required Qualifications
• Education: Bachelor's degree in Business Administration, Public Administration, or
related field required.
• Experience:
o Minimum 2 years of experience in contract administration; 3+ years
preferred.
o Direct experience with SLED or cooperative contracts (NASPO, Sourcewell,
OMNIA, TIPS, etc.) preferred.
• Skills:
o Proven ability to interpret and manage complex contract requirements.
o Strong analytical, organizational, and communication skills.
o Excellent attention to detail and ability to manage multiple priorities.
o Team-oriented with a proactive, solutions-driven approach.
• Tools:

Qualifications:
Required
Bachelor's degree in Business, Finance, Law, or related field.
10+ years of progressive federal contracts and subcontract management experience, with at least 5 years in federal contracting.
Demonstrated experience leading and managing contract professionals, including junior resources.
Strong knowledge of Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), GSA (Department), and agency-specific acquisition regulations.
Proven ability to manage and negotiate contracts for IT Services, professional services, or consulting engagements.
Strong business acumen and ability to communicate effectively with executives, clients, and partners.
Excellent oral and written communication skills.
Strong organizational skills, attention to details and ability to meet strict timelines.

The Concourse Group is a federal consulting firmseeking to fill multiple full-time positions for Acquisition/Contract Specialist with experience providing federal acquisition support services.
The Acquisition/ Contract Specialist will be responsible for supporting a Federal client on the execution of the full life-cycle of Federal acquisition and procurement actions. The ideal candidate will be comfortable interacting with the Federal procurement environment and direct communications with Federal clients. The ideal candidate will be intimately acquainted with the Federal procurement process, ideally within DHS, applicable regulations and possess the ability to distill large amounts of information into concise and professional reports and briefs. SKILLS AND ABILITIES:

Draft or assist in drafting and issuing applicable pre-award synopsis.
Present or assist in presenting acquisition planning documentation for higher level reviews and approvals.
Use applicable acquisition systems in support of planning or execution.
Maintain contract files and documentation in accordance with applicable laws, statutes, regulations, and policies.
Solicitation
Prepare solicitation and solicitation-related documents for Government
Review.
As appropriate, use the Government contract writing system to develop solicitation documents and select appropriate clauses, provisions, and terms and conditions.
Present or assist in preparation of solicitation documentation for higher-level reviews and approvals.
Post or assist in posting solicitations and solicitation-related documents to the appropriate location.
Prepare or assist in preparing responses to pre-award inquiries and solicitation amendments for Government review and assist in posting/releasing said items to the appropriate location.
Receive or assist in collecting quotes, proposals, offers or bids, including recording receipt and conducting compliance reviews.
Maintain solicitations and documentation in accordance with applicable laws, statutes, regulations, and policies.
Evaluation
Document technical reviews and evaluations.
Gather data and information for past performance evaluations.
Perform price analysis and cost analysis for Government review and approval.
Draft and document evaluation reports for Government review and approval.
Conduct or assist in pre-award reviews and surveys (such as on-site surveys and audits).
Assist in developing and documenting the price negotiation memoranda, the pre-negotiation memoranda (if applicable), the competitive range determination (if applicable), the post-negotiation memoranda (if applicable), and the source selection decision (if applicable) for higher level Government approval.
Support the Government in conducting negotiations and discussions.
Present or assist in presenting evaluation documentation for higher level reviews and approvals.
Prepare or assist in preparing responses to pre-award protests for higher level review.
Assist in preparing required pre-award notifications (e.g., pre-award notice for small business set-asides).
Assist in conducting pre-award debriefings.

Award

EDUCATION AND EXPERIENCE:
Bachelors Degree in business, information management, contracting or law, (Other majors are acceptable with relevant experience).

Minimum five (5) years of professional experience in a federal support setting. Education and internships DO NOT qualify as experience.
OR

The Contract Specialist II will provide acquisition support services to the Bureau of Engraving and Printing's (BEP) Office of Security (OS) and Office of Acquisition. This individual will provide professional acquisition support services including, completely preparing all required paperwork and forms associated with approved acquisition requirements for the Office of Security for submission of the required OA acquisition packages to the Bureau's Office of Acquisition for further processing. This individual will also provide acquisition support for “cradle to grave” contracting actions in support of the Office of Acquisition.
Essential Job Functions:

Shall assist the Contracting Officer in conducting strategic requirements review, acquisition strategy development, solicitation development, and in performing other related procurement tasks as required.
Contractor personnel shall assist the Contracting Officer in review of requirements documents submitted by the Program Office to determine adequacy and sufficiency and make recommendations to the Contracting Officer to accept or reject.
Contractor personnel shall participate in meetings as required. Meetings include pre-award conferences, post award meetings, periodic progress review meetings, acquisition planning meetings, and other meetings as required by the Contracting Officer. Attendance in the meetings shall be at no extra cost to the Government.
Contractor personnel shall assist the Contracting Officer in preparing solicitations, acquisition plans, source selection plans, and other documents required in accordance with regulatory and local guidance. Contractor personnel shall support the Contracting Officer in assisting customers with the development and preparation of requirements documents (e.g., SOW, technical evaluation factors, acquisition plans, IGCEs, etc.).
Contractor personnel shall complete all contract awards within the established Procurement Administrative Lead-times (PALT) identified by the Office of the Senior Procurement Executive (OSPE).
Contractor personnel shall complete and handle all contract files in accordance with agency acquisition regulations, policies, and procedures.
Contractor personnel shall prepare modifications for various contractual actions to include, but not limited to, contracts, purchase/delivery/task orders, blanket purchase agreements, indefinite delivery contracts, as necessary.
Contractor personnel may be required to assist the Contracting Officer in preparing responses to Freedom of Information Act Requests and Protested actions.
Contractor personnel will be required to provide email and phone call responses to program office staff and other agency officials. Personnel shall provide a response within 24 hours of receipt, and immediately when the customer indicates that the matter is urgent.
Contractor personnel will be contacted by their contracting officer to discuss the status of work and or respond to a request for information. Personnel shall respond to their Contracting Officer's communication within two hours of receipt.

INTRODUCTION
This position is located in the Department of Disability Services (DDS), Office of the Chief of Staff, Operations Division, Provider Relations Unit (PRU).

MAJOR DUTIES
Manges a contract portfolio with moderate complexity and moderate monetary value that will not exceed one million. The contract portfolio consists of 30 or less providers.
* Approves or disapproves providers' requests for payment.
* Reviews invoices for complete, correct, and compliant content and for sufficient budget on the purchase order (PO). If inaccurate, contact the provider for clarification/correction; if there is insufficient budget, requests additional funds from the Financial Services Unit.
* Approves invoices and routes to the Business Service Unit for processing and payment.
* Works to ensure all invoices are paid in accordance with the District's Prompt Payment Act.
* Works with the DDS's Office of Contracts and Procurement (OCP) and/or service divisions in the development of contracts for the provision of services/acquisition of goods including, but not limited to, writing statements of work (SOW) and any other contract documents for new or modified POs and/or human care agreements (HCAs).
* Participate and support senior Contract Administrators and/or PRU Supervisor in negotiation of contracts/contract modifications.
* Assists in identifying new/additional providers. Submits recommendations to OCP and/or service divisions.
* Assists in the development of inspection techniques to determine the appropriateness of provider.
* Assists new providers in the submission of all necessary paperwork and onboarding to register as a District provider. Ensures all required information is obtained (e.g., credentials, personnel rosters, local licensure, audited financial statements, and applicable policies and procedures).
* Conducts 30, 60, 90 day and/or yearly Vendor Performance Evaluations of providers.
* Confirms providers are in compliance with contracts. May participate in data collection, client satisfaction surveys, and analysis of provider performance.

QUALIFICATIONS

Responsibilities:
Possess a working knowledge of the Federal acquisition life cycle.
Ability to conduct comprehensive research and analysis of technical and cost/price data.
Ability to read and interpret Federal acquisition policy, regulations, and directives.
Ability to review and/or write requirements, ensuring receipt of sound and sufficient procurement packages submitted by Contracting Office customers.
Ability to provide business advice and assistance to functional area technical experts, requiring activities, and customers.
Ability to analyze and assist in the development of IGCEs.
Ability to work with the technical experts and the CO to ensure project milestones are reflected in the contractual documents and project plan.
Ability to plan, coordinate, evaluate, and execute the logistical actions required to support the mission of the organization.
Ability to support, coordinate, and assist with the planning, preparing, developing, executing, and maintaining of current acquisition plans, strategies, and overall program office acquisition administration functions including program control and tracking.
Ability to research and review all applicable policies, guidance, and regulations to support the customer and Contracting Officer (CO) in their decision making.
Ability to coordinate with leadership, staff, and other stakeholders to conduct analyses and recommend or develop a course of action.
Ability to assist in the performance of cost benefit analysis.
Ability to analyze and evaluate pricing data and other types of pricing information to draft a price reasonableness recommendation for the CO.
Ability to establish parameters and maintain controls to ensure contracts are executed in accordance with terms and conditions.
Ability to assist with monitoring contract performance over the life of the concerning contract and demonstrate the ability to solve a broad range of problems relating to proposals for change, claims, payments, and similar problems.
Ability to prepare or draft contract modifications and associated modification documentation requirements.
Ability to support COs and CSs on all phases of acquisition for contract modifications, change orders, supplemental agreements and delivery order processes including requirements requiring definitions, justification and approval for service contract extension, method of contracting, evaluation of proposals and advice concerning contract administration.
Education/Certifications:
Bachelor's degree with a major in any field; or at least twenty-Four (24) semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
Qualifications:
Minimum Qualifications: Each proposed candidate shall possess all the demonstrated experience and educational requirements described in this section. Pre-screened detailed resumes showing work experience (to include actual duties performed, contract types and actions; not only job descriptions) must be submitted to and approved by the COR to start the onboarding process.
Experience: A minimum of three (3) recent years (within the last five years) relevant experience in conducting comprehensive acquisition support services with knowledge of Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), and all other applicable regulations and policies.
