This Electronic Engineering Technician 2 position provides engineering, design, and field support in Bonneville Power Administration (BPA)'s System Engineering (TEN) Project Engineering, Telecom (TENP) group. This includes fiber optics, analog/mobile radio, digital radio, power line carrier, operational telephone, microwave towers and antennas, emergency AC/DC power and UPS systems, communications buildings, multiplex equipment, and monitoring systems including alarm system, Fault Locating Acquisition Reporter (FLAR), microwave monitor, wide area networks used for operational data and network management. This position will provide engineering technician expertise, assisting project managers and other engineering personnel in implementing projects, supporting field maintenance crews, and other related engineering activities.
REQUIREMENTS
Education & Corresponding Experience (required)
A bachelor's or associate's degree in electronic engineering or a closely related field is preferred
5 years of work experience is required with an applicable bachelor's degree.
7 years of work experience is required with an applicable associate's degree
9 years of work experience is required without a degree or applicable degree.
Experience should include directly related work experience in a technical/engineering environment and should demonstrate increasing knowledge and responsibility.

POSITION RESPONSIBILITIES
Assist in the maintenance of databases related to the production of electrical and electronic drawings and documents.
Assist in preparing detailed design, material, or procurement specifications for equipment.
Assist in the preparation of engineering designs and development of engineering requirements for the development, installation and modification of BPA facilities based on analysis of engineering and design requirements, project parameters, and technical information from multiple sources.
Draft and prepare telecommunications standard guides and templates for assigned projects.
Participate in site visits to the field to support telecommunications project scoping and design, verify equipment configuration at sites, and document as built records during project wrap up.
Support response to telecommunication engineering requests for information verification, such as waveguide distances, antenna locations, equipment spacing.
Perform review of CAD and manually drafted drawings and other documents for drafting accuracy and completeness; provide feedback and/or make necessary corrections before review by engineers and technicians.
Participate on teams and individually to research and document existing inventory of telecommunication and related equipment; may include data entry and clean-up efforts and coordination with the local District Resource Specialist.
Provide engineering technician expertise to support engineering design and field personnel in all aspects of project documentation.
Organize and analyze drawings prior to setup and discuss project complexity and time estimates with technical and supervisory personnel.
Draft designs from engineers' idea notes and rough sketches utilizing sources such as electronic files, drawing stick files, and central records vault.
Participate in the development and revision of Telecommunication drawing templates and standards.
Assist with various administrative duties, such as engineering record maintenance which includes obtain new drawing numbers, input drawing information into the organization's CAD database at the various stages of the CAD process and complete necessary forms to submit final drawings to central records.
Perform sub-system user file management within CAD systems, such as plotting, printing, storage and retrieving and returning drawings from ProjectWise.
Update and maintain the As Built file structure within ProjectWise; maneuver .pdf and .dgn files as requested.
Prepare and draft detailed As Built drawings via MicroStation CAD software.
Manage submissions of As Built drawings and documentation. Assist in mentoring team members in the As Built process.
Draft and prepare drawing lists' and drawing packages for digital signature and distribution.
Take and update photographic records of all physical equipment.
Scan and file facility documents and other antiquated/non electronic prints.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. * Responds to failures and emergencies involving interruptions in communications and other electronic equipment; performs scheduled and unscheduled maintenance.
* Ensures installations are safe and operate properly; reviews the work of contractors to ensure compliance with specifications and standards.

Job Purpose: This role will provide technical execution of installation, maintenance, and troubleshooting tasks on relevant instrumentation, control, and analytical systems, while also operating bulk gas generation plants as needed. Key Responsibilities:
* Understand and adhere to company safety work policies and operating practices. Report safety incidents and near misses.
* Startup, operate, and maintain air separation and bulk gas delivery systems, including associated tanks, purifiers, controls, and fill/offload systems. Troubleshoot shutdowns and perform corrective maintenance to allow equipment/plant restarts.
* Coordinate scheduling of planned maintenance and perform some preventative maintenance on system components.
* Operate units to continuously supply products at the appropriate quantities and qualities safely and economically, complying with all environmental regulations and daily customer requirements.
* Monitor process performance and makes appropriate adjustments to remedy deviations and align to the specified norm.
* Generate energy control plans, perform lock-out tag-out, correctly and safely permit maintenance work, and oversee contractors as necessary.
* Safely troubleshoot, repair, and maintain all rotating equipment and associated mechanical systems including compressors, pumps, fans, and valves.
* Prepare and execute projects to improve facility availability and reliability.
* Read, interpret and maintain (as needed) P&IDs and schematic wiring diagrams in compliance with SOP's, QA, and MOC policies.

Qualifications:
* Proven understanding of control, instrumentation, and electrical systems in industrial environment. Ability to troubleshoot 4-20mA transmitter, electro-pneumatic control loops, as well as industrial control components (e.g., solenoid valve, actuators, regulators, PID controllers, etc.).
* Completion of a formal apprenticeship program or technical degree (Associate or Bachelor's) or equivalent combination of work experience and technical education/training required.
* At least 5 years of related experience within the fields of customer service, UHP production systems, instrumentation and controls, gas purity analysis, engineering work procedure preparation and execution, technical documentation review and revision.
* Proven understanding of regulatory and industrial standards and codes. Capable of operating a forklift or overhead crane or man lift according to company policy.
