The Recruiter is responsible for proactively sourcing, engaging, and hiring top-tier talent across multiple regions. This role requires a high level of initiative, including cold calling passive candidates, traveling to recruitment events, and meeting defined performance benchmarks. The Recruiter will collaborate closely with hiring managers and HR leadership to ensure staffing goals are met efficiently and effectively. The Recruiter will travel throughout CNY, Southern Tier, North Country, Albany, Northern Hudson Valley, and Greater Mohawk Valley.
Essential Duties and Responsibilities:
Conduct cold calls to passive candidates and build rapport to generate interest in open roles.
Utilize social media, job boards, employee referrals, and networking to identify and attract qualified candidates.
Maintain a robust pipeline of talent for current and future hiring needs.
Travel to job fairs, college campuses, community events, and partner organizations to promote employment opportunities.
Represent the organization professionally and enthusiastically at all external recruitment events.
Meet or exceed monthly and quarterly benchmarks for candidate outreach, interviews scheduled, and hires made.
Track and report key recruitment metrics (e.g., time-to-fill, cost-per-hire, source effectiveness).
Conduct phone screens and in-person interviews to assess candidate qualifications and cultural fit.
Coordinate interview logistics and maintain consistent communication with candidates throughout the hiring process.
Partner with hiring managers to define job requirements and develop tailored recruitment strategies.
Maintain accurate records in the applicant tracking system (e.g., Paycom).
Ensure compliance with EEOC, DOL, and internal hiring policies.
Assist in developing and updating job descriptions and interview guides.
Performs other duties, as assigned.
Must possess a valid Driver's License from New York, or a contiguous state (i.e., Connecticut, New Jersey, Pennsylvania, and Vermont) OR Must have the ability to take ample public transportation to attend meetings in person in the community and in the office as needed.
Qualifications
Education and Experience:
Bachelor's degree is required.
A minimum of 3-5 years of full cycle recruiting, including cold calling and high-volume sourcing.
Willingness to travel 30% of the time.
Familiarity with behavioral interviewing techniques.
Excellent oral and written communications; ability to effectively communicate with a wide variety of individuals.
Proficient with Applicant Tracking System platforms.
Proficient with Microsoft Office Suite or related software.

The Clinical Specialist is a support to Care Managers as they deliver comprehensive care management for individuals with intellectual and developmental disabilities using a person-centered planning process. The Clinical Specialist serves as a regional resource and subject matter expert around behavioral health services, systems, and supports.
The Clinical Specialist will help to ensure that Care Managers are positioned to promote overall wellness of members who have co-occurring mental health and substance use disorders. Accordingly, the Clinical Specialist will have working knowledge of regional behavioral health providers and resources, referral processes, and best practices in the treatment of mental health and substance use disorders.
Essential Duties and Responsibilities:
Serve as an initial clinical resource to Care Managers and Supervisors on individual member concerns. Identify members with more complex and/or high-risk behavioral health conditions for referral to the Clinical Department for formal consultation.
Support implementation of populational health initiatives at the regional level under the guidance of the Clinical Department. This may include outreach to Care Managers of targeted risk groups and directing them toward tools and interventions to minimize risk and promote health outcomes for those members.
Coordinate efforts to maximize Care Management quality standards of care with regional Care Management Supervisor/Directors, Program Specialists, Quality Assurance, and Learning and Development team members. Must attend regional staff meetings as required and to facilitate ongoing communication between the Care Management and Clinical Department teams.
Provide trends and areas of vulnerability to Clinical Department, RVPS, Directors, or other relevant associates; keep abreast of changes in regulations, requirements, and trends.
Recommend quality improvements in health promotion workflows and related needs; obtain feedback from CMs and CM supervisors on clinical tools and resources needed to enhance services.
Assist with periodic reporting of quality outcomes as needed.
Actively complies and stays current with all standards of conduct as determined by - e.g., Corporate Compliance Regulations, OPWDD, DOH, the Justice Center, in addition to HIPAA.
Monitor health and safety services, reporting all allegations of abuse to; Child Protective Services (under age 18), Adult Protective Services (18 years or older) their supervisor, and comply with Part 624 regulations along with the Justice Center 625 regulations.

CCSI is contracted by Onondaga County to provide program management services, including specialized staffing. The Community Case Monitor I will be in Onondaga County and is responsible for all aspects of monitoring Assisted Outpatient Treatment (AOT) Enhanced Agreements, AOT Court Orders, and Forensic Transition Cases. The position will provide support and oversight for high-needs individuals with serious mental illness who have a history of medication non-compliance and who live in Onondaga County. Supervision will be provided by the Forensic Case Monitor Supervisor, in close collaboration with the AOT Coordinator and Director of Forensics.
In this role, you will be:
Collaborates and assesses needs of individuals referred to and assigned by the AOT Coordinator and the Manager of Forensics.
Coordinates the development of system-wide treatment and support plans to include treatment services, case management, housing, care management, and other identified supports.
Monitor client's participation in and compliance with an established treatment plan.
Schedule, plan, and facilitate team meetings.
Communicates effectively with the client, providers, families, and criminal justice personnel to assist with developing and sustaining the plan.
Creates a sustainable treatment team by assigning roles and tasks to the treatment team to prepare for the transition to a lower level of care.

Assists enrollee with health insurance enrollment.
Assists small businesses with enrollment in the SHOP Exchange
Advocates on behalf of enrollees to ensure health insurance coverage

Agrees to operate as a neutral party in the health plan selection.

ABOUT THE POSITION:
The OnCare Healthy Transitions Project Y/YA Peer Support Specialist will be an individual who has had direct experience with mental health services and will utilize those lived experiences to collaborate with, coach, challenge and support individuals to view their life situations as an opportunity for change and/or growth within everyone's recovery. The Y/YA Peer Support Specialist will aid mental health providers and youth/young adults to move towards self-advocacy in the attainment of their own, culturally specific life objectives. The Y/YA Peer Support Specialist will accomplish this through direct support of youth/young adults as a peer mentor relationship, by helping agencies develop services that are youth guided and serving as a resource to youth/young adults served by OnCare Healthy Transitions Project staff and/or System of Care.
In this role, you will be working closely With OCFS but are an employee of Coordinated Care Services Inc (CCSI). What You Bring:
The youth/young adult peer support specialist will have a minimum of high school diploma or equivalent or equivalent education and work experience (see CCSI's equivalency chart).

The Compliance and Quality Improvement Specialist is responsible for development, implementation and monitoring of Chenango County Community Mental Hygiene Services (CCCMHS) Compliance and Quality Programs. Compliance Specialist duties may be combined with other responsibilities, with compliance functions as priority. The Board of Directors and President will ensure that the Compliance and Quality Specialist has the capacity, training and resources necessary to carry out all compliance duties.
In this role, you will
Oversee and monitor implementation of the Compliance Program under guidance of CCSI Chief Compliance and Privacy Officer.
Develop, execute, maintain and revise policies and procedures for general operation of compliance and quality programs and corporate level policies for the organization.
Review effectiveness of compliance and quality programs annually and updates plan, policies and procedures as warranted to reflect changes in law, regulations, payer requirements or CCCMHS operations.
Stay active and up to date on all material and releases regarding regulatory compliance.
Establish Annual Compliance and Quality Work Plan and Audit Schedule for review/approval by the Compliance Committee, Director of Community Services, and Community Services Board (CSB).
Regularly review and update the local Code of Conduct, as warranted.
Ensure establishment and implementation of monthly exclusion check review of all employees, vendors, board members and agents of CCCMHS to ensure that individuals excluded from participating in federal health care programs are not employed or retained by the CCCMHS.
Coordinate compliance and quality-related training and education sessions for CCCMHS workforce and CSB.
Establish and operationalize internal evaluation and auditing processes, including billing audits and quality documentation audits that are routine and effectively identify and mitigate compliance and quality issues.
Maintain compliance-specific reporting system (hotline) that allows for anonymous reporting of compliance issues, concerns or questions.
Respond and independently investigate all reports of compliance and quality issues/incidents immediately and with due diligence. Monitors all reporting to ensure there are no acts of retaliation, retribution, or intimidation.
Consult with legal counsel as warranted and appropriate.
Maintain a log of known or suspected non-compliance with applicable standards.
Track and trend investigative results and outcomes and report any sustained issues that imply or confirm non-compliance within the organization to the Compliance Committee, Director of Community Services, and Community Services Board (CSB).
Report on a regular basis to CSB, Director and Compliance Committee on effectiveness of CCCMHS Compliance and Quality programs.
Act as an available resource and guide for all staff in matters of compliance and quality.

Serve as Chairperson of Compliance Committee.
Serve as Chairperson of CQI Committee.
Monitor regulations specific to HIPAA, 42 CFR Part 2 and all applicable privacy and security laws. Assist with training and resolution of issues relating to protection and security of Medicaid Confidential Data.
Ensure submission, after full review, of agency's Annual Compliance Program Certification under the Social Service Law and as applicable, the Deficit Reduction Act.

In this role, you will

The Housing Specialist - Subject Matter Expert (SME) will be responsible for the organization's housing navigation strategy, within the context of our initiative to identify and promote community-based housing solutions for our members. This role is responsible for designing and implementing a scalable framework to support housing access for all Members, with a particular focus on non-certified housing settings. The SME will bring deep, hands-on experience in housing systems, including housing subsidies, funding mechanisms, and navigation of complex housing landscapes. Certification as a Housing Navigator is required.
Rather than focusing on individual cases, the SME will develop tools, guidance, and best practices to empower Care Managers across the organization. This includes leading a cross-departmental Community of Practice dedicated to housing, fostering collaboration, and driving continuous improvement. The SME will also partner with Learning & Development to ensure Care Managers are equipped with the specialized knowledge needed to advocate effectively for Members and navigate housing systems with confidence.

In 2017, MCOMH launched the Forensic Intervention Team (FIT), a co-response model that pairs licensed clinicians with law enforcement to address behavioral health needs in the community. This position is a vacancy to maintain 24/7 program coverage and ensure continuity of service across Monroe County.
FIT clinicians respond alongside law enforcement to behavioral health crises and complex non-crisis situations, utilizing de-escalation strategies, conducting risk and needs assessments, and facilitating linkage to ongoing treatment and community-based supports. This current opening is for the overnight shift (7:00 PM-3:00 AM).
CCSI is partnering with Monroe County Office of Mental Health to hire a Forensic Intervention Team Specialist. This position is employed by CCSI and working on behalf of Monroe County.
In this role, you will
Respond to crisis and non-crisis calls with law enforcement upon dispatch from 911.
When multiple calls occur simultaneously, triage calls to determine appropriate level of intervention, balancing needs among various law enforcement departments.
Balance immediate needs with long-term goal to connect to ongoing supports, understanding that needs and timeline for transition vary among cases.

A minimum of 5 years of job-related experience is required.

We are seeking a talented Clinical Mental Health Court Navigator to join our team of nearly 500 employees. The Clinical Mental Health Court Navigator role supports justice-involved individuals in Livingston County, promoting health, wellness, and recovery. Working under the Director of Community Services, the Navigator coordinates voluntary care, conducts court-ordered assessments, screens for risks, and offers immediate crisis triage. They partner with local courts, the Public Defender, Forensic Mental Health therapist, social services, and other care systems to encourage participation and rapid connection to services.
The ideal candidate will have knowledge of local mental health, social services, and criminal justice systems, including CPL 730 and mental hygiene laws. They will be responsible for tracking, documenting, and reporting screenings, interventions, and outcomes.
This position primarily operates out of the Livingston County Office of Mental Health with frequent travel to Livingston County Courthouse. Some evening hours will be required to support client needs.
CCSI is partnering with Livingston County Community Services to hire a Clinical Mental Health Court Navigator. This position is employed by CCSI and working on behalf of Livingston County Community Services.
Specific Responsibilities Include:
Court and Legal System Engagement
Attend Centralized Arraignment Part (CAP) Court and other court sessions as needed and allowed.
Engage with individuals who wish to link with the MH navigator.
Provide participants with basic information about the court process and education on court terms.
Perform psychosocial assessments for the court if necessary.
Assist Judges and Probation officers in understanding and interpreting mental health reports.
Screening and Assessment
Conduct initial screenings and psycho-social assessments for mental health and/or substance use treatment referrals.
Perform crisis assessments, collaborate on safety plans, and assess the need for hospitalization if necessary.
Review previously/currently accessed services to identify unmet service needs and make recommendations for future intervention.
Client Follow-Up and Support
Follow up with individuals and community providers to ensure seamless transition and engagement in services.
Encourage participation and resolve barriers where possible.
Support clients in achieving their goals.
Identify creative solutions to complex problems.
Resource Development and Coordination
Develop and maintain a comprehensive resource guide of local behavioral health and social services.
Coordinate with OMH Diversion Center to address system issues and collect data.
Develop system-wide treatment and support plans.
Ensure that Probation and Court receive useful, relevant, timely, accurate, and culturally sensitive clinical information.
Coordinate referral processes to contracted mental health consultants.
Cultivate partnerships with community providers.
Training and Consultation
Provide ongoing training and consultation about navigator services and available state and local behavioral-health resources.
Provide education, training, consultation, and technical assistance on clinical and behavioral health-related issues to Office of Probation-Community Corrections staff.
Participate in OMH-led training(s) on the Navigator data system and reporting responsibilities.
Communication and Collaboration
Facilitate communication with community providers, criminal justice stakeholders, and state agencies.
Communicate effectively with clients, providers, families, and criminal justice personnel.
Collaborate with AOT, Forensic Transitions, and 730 team.
Attend meetings as required by their role, including SPOA, Treatment Court, MAT, Housing Task Force, and others.
Program Promotion and Support
Promote the program and the position in the community and within the legal system.
Create community education materials and presentations.
Be culturally responsive in program development and implementation.
Attend staff and community meetings.
Provide support to other programs as needed.
Maintain a flexible schedule.
Record Keeping and Reporting
Maintain accurate records of clients served, interventions, and outcomes.
Prepare reports as required.
Identify needs, gaps, and service delivery issues in the behavioral health system and report to Livingston County partners.
Cultural Competence
Demonstrate cultural competence and sensitivity when working with individuals from diverse backgrounds to ensure services are accessible and respectful.
Travel
Access to reliable transportation is required.
Travel as necessary to fulfill responsibilities.

Requirements:
What You Bring
Master's degree in mental health counseling, social work, psychology or related field and 3 years of related experience. Work experience or equivalent education and work experience (see CCSI's equivalency chart)
Licensure or certification in a relevant mental health discipline (e.g., LMHC, LCSW, PsyD). Active limited license applicants welcome to apply.
Knowledge of mental health assessments specific to justice-involved adults, such as the Brief Jail Mental Health Screen (BJMHS), the Correctional Mental Health Screen (CMHS), and other evidence-based tools
Additional professional experience with the justice system, criminal procedure law, and/or mental hygiene law are preferred.

Required for this position are:
Successful clearance of all background checks required by the New York State Office of Mental Health and Office of Addiction and Substance Abuse Services.
Valid and current driver's license; clean driving record (no major violations or at-fault accidents in the past 5 years); proof of current and valid vehicle insurance; and reliable transportation are required of this role due to the travel between county and community facilities.
