How you make a difference The Health Services Administrator (HSA) manages and evaluates the health care delivery program in compliance with regulations and accreditation standards. They oversee the implementation of policies, monitor subcontracted services, and ensure quality and cost-effective medical, dental, and mental health care. The HSA directs recruitment, orientation, and evaluations for staff while ensuring licensure and credentialing requirements are met. They review and manage inmate health cases, hospitalizations, and referrals to optimize care and control costs. The role also involves maintaining communication with facility and external partners, promoting quality improvement, and functioning as a liaison for accreditation and professional standards. Key Responsibilities * Manage and evaluate the health care delivery program to ensure compliance with regulations, accreditation standards, and facility policies. * Oversee staff recruitment, orientation, performance evaluations, and continuing education programs. * Monitor subcontracted services, medical records, and contracted provider performance for quality and cost-effectiveness. * Review and manage serious inmate health cases, hospitalizations, and referrals while controlling costs and liabilities. * Maintain communication with facility leadership, staff, and outside agencies, and promote quality improvement initiatives. How you make a difference As a Licensed Mental Health Professional working in a correctional facility, your responsibilities include conducting intake evaluations, providing therapeutic interventions and suicide prevention techniques, and developing treatment plans for inmates. You will also be responsible for monitoring the clinical needs of inmates on your caseload, providing staff training on mental health topics, and documenting all findings in accordance with company and facility policies. Your role is critical in ensuring that inmates receive appropriate mental health services and care while incarcerated. They coordinate care with onsite medical staff and ensure compliance with documentation and clinical protocols. The role includes overseeing psychiatric nurses, supporting transfers, and assisting with civil commitments when necessary. Psychiatrists also participate in medical review committees and deliver consultations to facility staff. Services must be provided in alignment with correctional regulations and professional standards. Key Responsibilities * Conduct psychiatric evaluations, treatment, and medication management for inmate patients * Maintain medical documentation and consent forms in alignment with protocols * Oversee and collaborate with mental health staff, including nurses and care teams * Participate in care coordination, emergency transfers, and review committees * Ensure compliance with facility regulations and maintain HIPAA standards Additional Details On-site obligations: While a hybrid model can be discussed, it is mandatory that onsite one day a week.     NaphCare is currently hiring Forensic Psychological Examiner to join our Jail Based Competency Treatment Program in San Diego, CA. The Jail-Based Competency Treatment (JBCT) program, a California Department of State Hospitals (DSH) satellite program, operates as a 30-bed adult male unit at the San Diego Central Jail. Our patients receive psychiatric and mental health services aimed at restoring their competency to stand trial so that they may proceed with pending criminal charges in the court system and move forward in their lives in a healthier place. The Forensic Psychological Examiner will conduct court-ordered initial, periodic, and final assessments of Competency to Stand Trial (CST) for a caseload of approximately 15 individuals who have been found Incompetent to Stand Trial (IST), remanded to state restoration, and deemed appropriate to receive those services in NaphCare's jail-based competency treatment program. The Examiner shall hold an “evaluator-only” position to not conflate treatment and evaluator roles. While evaluations are conducted in-person, the role can be hybrid (partially in-person and partially remote) with reports being completed remotely. Responsibilities The ideal candidate has experience evaluating Competency to Stand Trial (CST), testifying, working with serious mental illness and/or in a correctional setting, and in working within a multidisciplinary team Review collateral obtained and provided to the Examiner (i.e., pre-commitment CST evaluations; jail records; legal records; referral information from the Court) Pursuant to court order for CST evaluation, conduct initial and periodic update (i.e., 30-day) evaluations of CST that are used internally by the JBCT for treatment planning Conduct and submit CST evaluations to the Court, as warranted Serve as a consultant to the multidisciplinary restoration treatment team to educate regarding patients' barriers to CST, prognosis/restorability, and readiness for evaluation Testify as requested Participate in education and training related to restoration services and security Qualifications Position Requirements/Preferred Experience: Doctoral degree in Clinical Psychology (PhD) or Psychology (PsyD) Active, unrestricted licensure (or license eligible) as a psychologist in the state of California Must have knowledge and experience in forensic psychological assessment and report writing, specifically Competency to Stand Trial (CST) evaluations (outpatient, inpatient, or both). Provides group therapy services focused on treatment and management of substance use disorders. 6. Coordinates the SUD Program within the Navajo County Detention Center. Ensures all tasks associated with continuity and induction MOUD services are effectively scheduled and completed: o Screening o Consent for participation o Medical clearance o Lab work and drug screening o Inmate-Patient readiness assessment o Group therapy o Individual therapy, as needed o Personal or self-help study o Coordination of community referrals for coordination of care in concert with designated Navajo County Reentry Staff 7. Coordinates care with medical, psychiatric, and mental health providers to ensure treatment of comorbid conditions. 8. Coordinates with Navajo County staff to review admission into the program, adequate participation, and successful discharge. 9. Coordinates care with community providers and community supervision agencies, including the exchange of treatment records, communication of treatment needs and linkage of individuals with available services and support options upon release in concert with designated Navajo County Reentry Staff 10. Obtains patient signatures on any refusals for SUD services. 11. Communicates with individuals via request, triages the requests and schedules tasks within the electronic health record. 12.
