SUMMARY:
Performs all activities in the receipt, booking, custody, transport and care of inmates in accordance with established policies and procedures. Receives and processes new inmates. Searches inmates; collects, records and maintains inmates' personal articles; reviews commitment orders, books, fingerprints, photographs and places inmates in cells.
Inputs and updates computer and manual files to complete incident, general, arrest, inmate and statistical reports to ensure legal requirements are met.
Escorts or assures custody of inmates in transit to court appearances, hospital or other medical facilities, or other correctional institutions.
Coordinates inmate control and distribution of necessary documents in the courtroom; calculates credit time for court sentencing as requested; verifies and updates court-related information on computer, such as final disposition, sentencing, and release dates.
Monitors electronic surveillance equipment and observes inmate, trustee, and visitor movement, programs, and activities within facility to control over-all security of and access to the facility.
Performs searches of inmates and facility for contraband.
Inspects jail facilities for security and cleanliness to assure facilities are maintained in accordance with established procedures.
Arranges for the release of inmates in accordance with established procedures. May assist in coordination of work release program, indoctrinating inmates into program, verifying places of employment, logging inmates in and out, and collecting and posting work release fees.
Prepares and submits written reports concerning inmate population and jail functions in accordance with established procedures.
Provides for inmate comfort and health by serving meals and dispensing medications as authorized; maintains prisoner medical records.
Performs or ensures distribution of commissary items purchased by prisoner such as candy, snacks, cigarettes and toilet articles, and records payment on voucher.
Responds to inquiries, complaints or requests for information regarding area of assignment from inmates, other staff and the general public, providing information within scope of knowledge and authority, or refers to appropriate individual.
Maintains current knowledge and skills in area of assignment by attending seminars and job-related training courses.
Performs other related duties as assigned.
WORKING CONDITIONS:
Work is performed primarily at the jail. It is occasionally necessary to drive prisoners to other locations.
Physical hazard is present from potentially hostile inmates.

Knowledge of principles and techniques of modern inmate care, custody and control and related aspects of law enforcement.

EDUCATION AND EXPERIENCE:
High school diploma, or G.E.D., specialized training in corrections, security, police, military, or criminal law, and one year of work experience in law enforcement, emergency services, or comparable position dealing with the public; or any combination of education and experience which would provide the applicant with the desired skills, knowledge and ability required to perform the job.

This Transportation Security Officer position is located in Transportation Security Administration, Department of Homeland Security (DHS). As a Transportation Security Officer (TSOs) within Security Operations (SO), you will provide security and protection of air travelers, airports and aircraft in a courteous and professional manner. Duties may include but are not limited to:
* Operating various screening equipment and technology to identify dangerous objects in baggage, cargo and on passengers, and preventing those objects from being transported onto aircraft.
* Performing searches and screening, which may include physical interaction with passengers (e.g., pat-downs, search of property, etc.), conducting bag searches and lifting/carrying bags, bins, and property weighing up to 50lbs.
* Controlling terminal entry and exit points.
* Interacting with the public, giving directions and responding to inquiries.

Qualifications
To qualify for the SV-D pay band (equivalent to the GS-5/6), you must meet one of the qualification requirements (A OR B) outlined below:
A. Experience: At least one year of full-time work experience In the security Industry, aviation screening, or as an X-ray technician.
OR
B. Education: Have a high school diploma, General Educational Development (GED), High School Equivalency Test (HiSET), or Test Assessing Secondary Completion (TASC) high school equivalency certificate.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. TSO Dress and Appearance Responsibilities: TSOs must adhere to the current Master Collective Bargaining Agreement (CBA). For example, with the exception of half-inch diameter stud-style earrings, non-protruding ear gauges or spacers that match your skin and do not exceed one half-inch diameter, inconspicuous nose or tongue piercings that match your skin or tongue, body piercings may not be visible to the public. The CBA dictates if you have a tattoo that would be visible beyond the standard TSO uniform in areas such as the head and face including a partial tattoo that extends more than one inch beyond the upper neck or behind the ear, it could potentially render you ineligible for the position unless it was able to be covered at all times and not visible to the general public. Additionally, tattoos that are indecent, commonly associated with gangs, extremists, and/or supremacist organizations or that advocate sexual, racial, or religious discrimination, or have a negative impact on TSA's ability to carry out its mission must be covered at all times.
Work Schedules for Full-time Positions: Specific work shifts and schedules will be determined by the airport.
* Full-time positions require 40 hours per week;
* Full-time work consists of shift-work on any day from Sunday through Saturday, which may include irregular hours, nights, holidays, overtime, extended shifts and weekend shifts, changing shifts, and split shifts.
* A "split-shift" consists of any two work shifts, each lasting at least two (2) hours in one 24-hour period, with at least two (2) hours between work shifts.
Work Schedules for Part-time Positions: Specific work shifts and schedules will be determined by the airport.
* Part-time shifts generally range from 16-32 hours per week
* Part-time work consists of shift-work on any day from Sunday through Saturday, which may include irregular hours, nights, holidays, overtime, extended shifts and weekend shifts, changing shifts, and split shifts
* A "split-shift" consists of any two work shifts, each lasting at least two (2) hours in one 24-hour period, with at least two (2) hours between work shifts
Maintaining Employment: All TSOs must maintain the standard level of certification and fitness for duty, to include:
* Completing classroom training, on-the-job training, and all initial certification testing
* Recurrent and specialized training and recertification tests on a periodic basis
* Passing background investigations, including a criminal check and credit check, and all randomly administered drug and alcohol screening tests.
No moving, relocation or pre-employment travel expenses will be paid for this position, or while in application for this position. This position is not a law enforcement position and therefore, is not covered by Law Enforcement Availability Pay or Law Enforcement Retirement. We have an SRO at the biggest high school in the county and a walk-and-talk program at all the other county schools. We also have a DARE program! We have a detective bureau with a Crime Analysis Technician and are partners in a regional drug and gang task force. We are partners in a regional SWAT team and have SWAT and/or negotiator trained deputies on every patrol squad, a standalone K9 unit, marine unit, search and rescue team, and many other contemporary teams such as peer support. We also have a take home car program and allow out of county residence.

**TESTING IN WASHINGTON STATE CANCELED THROUGH MAY 31, 2020**
All pre-employment tests in Washington State have been canceled until May 31, 2020 unless government restrictions are eased. With recent updates, facility closures, and government guidelines, this step is necessary and could be modified at any time. The health and safety of our customers, our staff, and their families is of the highest priority.
We will continue to evaluate developments and make changes to this policy as necessary. When we do resume testing, there will be plenty of events for everyone to test. We are in regular communication with our public safety agency partners, assessing alternatives to the traditional testing model and our testing policies.
