Maximum time is one minute and thirty seconds (1:30). Peace Officer Applicants: Exam will begin with the Applicant sitting in a patrol car with seatbelt on and both hands on the wheel. Time will start once the participant releases the seatbelt. Participant will exit the patrol vehicle and sprint approximately 300 yards and then begin the O-Course. Applicant will be required to navigate the Over/Unders, climb a chain link fence, jump thru 3 windows, drag a 175lb dummy approximately 10 yards, weave thru the poles, sprint approximately 30 yards, perform five (5) trigger pulls with each hand (revolver- 10-12lb trigger pull).Maximum time is Three minutes and fifty seconds (3:50). Additional Notes: * Applicants will be given three attempts at each obstacle, if they cannot complete an obstacle then they will be required to go around the obstacle and receive a 30 second penalty. * While navigating the obstacle course the applicant will receive a 30 second penalty if any of the marked red areas are touched during the course. The red areas will be defined prior to the testing along with other instructions. Flesh-Kincaid: As part of the employment process for Deputy positions, applicants are required to complete a Flesch-Kincaid test to ensure that candidates can effectively process spoken information and accurately document it in a clear, professional written format. During the test: * A proctor will read a report aloud. * Applicants are expected to take notes during the reading. * After the reading, applicants will have 45 minutes to write their own report based on the information provided. Typing Test: Below are the positions and the minimum words-per-minute (WPM) typing speeds required: * Corrections Officers, Corrections Specialists, and Animal Control Officers - Minimum 15 WPM * Deputy / School Resource Officers - Minimum 21 WPM * Emergency Communications Officers - Minimum 35 WPM * All Other Positions - Minimum 25 WPM Written Test: Peace Officer candidates are required to complete a written exam consisting of four timed sections, with a total testing time of approximately 1.5 hours. A minimum passing score of 70 is required to advance in the hiring process. All other applicants will take a written test lasting 45 minutes, which includes sections on general knowledge, writing, and mathematics. A minimum score of 70 is also required to move forward in the selection process. Emergency Communication Officer Testing: Applicants are required to take the CritiCall exam, which will be administered in the Human Resources Office. * Candidates will have up to 3 hours to complete the exam. * A minimum score of 80 is required to advance in the hiring process. This exam is designed to assess multitasking, data entry, decision-making, and communication skills essential for success in emergency dispatch roles. STEP 5 - Interview Applicants successfully passing the pre-employment testing will then go before the Interview Board who will identify the final candidate(s). BRIEF POSITION SUMMARYThis position supports the Texas State Guard (TXSG) and performs highly complex (senior-level) personnel and managerial work, providing leadership in personnel management, workforce planning, conflict resolution, and compliance with employment regulations and military policy. The Personnel Management Officer oversees TXSG's personnel functions, including recruitment, retention, employee relations, classification, compensation, training, and risk management coordination. Work involves developing and implementing personnel policies, conflict resolution strategies, and workforce modernization efforts that are consistent with the Texas Military Department's (TMD) priorities. The Personnel Management Officer must ensure compliance with State Office of Risk Management (SORM) standards, Equal Employment Opportunity (EEO) guidelines, and Texas Government Code 437 requirements. This position supervises the work of others. Reports to the TXSG Director of Support and works under limited supervision with considerable latitude for initiative and independent judgment. WORK HOURS: Monday-Friday, 8 hours a day, 40 hours a week ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIESDirects and oversees TXSG Manpower resources, activities, and initiatives. Provides expert guidance to leaders and supervisors on HR policies, classification, compensation, and employee relations. Develops and implements HR policies, procedures, and guidelines that comply with state and federal laws, SORM regulations, and military requirements. Establishes and monitors goals, objectives, and performance metrics related to HR operations, including recruitment, retention, and training. Advises TXSG leadership on organizational structure, force development, and personnel readiness. Serves as the primary point of contact for employee relations and conflict resolution, including mediating workplace disputes and providing recommendations to leadership. Conducts risk assessments and ensures compliance with SORM standards, safety regulations, and workplace accountability measures. Provides oversight of HR records, employee evaluations, classification, and reclassification requests. Prepares workforce planning reports, manpower assessments, and HR-related studies. Coordinates with TMD HR and legal offices regarding complex personnel matters, complaints, or compliance issues. Represents the TXSG HR interests at staff meetings, training conferences, and interagency working groups. Supervises HR staff and provides professional development, mentorship, and oversight. May develop and implement long-range HR modernization and workforce planning strategies. May occasionally work evenings, weekends, or holidays to support TXSG operations. Attends work regularly and observes approved work hours in accordance with agency state employee policies and procedures handbook. May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends. Performs related work as assigned. Qualifications CONDITIONS OF EMPLOYMENTApplicants must have and maintain active membership in the Texas State Guard as a condition of employment. They must also be qualified for entry into or continued service in the Texas State Guard in accordance with all applicable regulatory policies. Candidates must meet the age, education, aptitude, physical, and character requirements for the TXSG. The State Military Specialist must wear the appropriate military duty uniform while in state service. NOTE: If applicants are not currently members of the TXSG, they must be willing to join and become members upon employment. MINIMUM QUALIFICATIONSEDUCATION:Graduation from an accredited four-year college or university is required. PREFERRED EDUCATION:Graduation from an accredited four-year college or university with major coursework in human resources management, public administration, business administration, or a related field preferred. EXPERIENCE:Five (5) years of progressively responsible human resources management experience, including policy development, employee relations, and workforce planning is required. Three (3) years of supervisory experience required. Experience with conflict resolution, mediation, or employee relations required. Experience with Microsoft Office applications (Word, PowerPoint, Outlook, Excel) is required. PREFERRED EXPERIENCE:Professional HR certifications (e. g. , SHRM-CP/SHRM-SCP, PHR/SPHR) strongly preferred. Experience in using software applications to research data and prepare reports is preferred Experience working in a military organization or environment is preferred. Experience in personnel management and human resources is preferred. Experience in executive-level communications is preferred. Experience with state compliance programs, including SORM and EEO is preferred. Experience in risk management, workplace investigations, or HR modernization projects is preferred. REGISTRATION, CERTIFICATION OR LICENSURE:Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business. OTHER REQUIREMENTS:Membership in the TXSG is required.
