    The incumbent of this position is responsible for the safe care and secure custody of individuals confined in the Lynnwood City Jail. The employee is also responsible for transporting individuals to and from court and other jails. The position is located in the Police Department and is under the direct supervision of a Custody Sergeant. Incumbents are placed on the salary range depending on their experience. Special Incentives: Lateral Custody Officers hired by the Lynnwood Police Department will receive a twenty five thousand dollar ($25,000) incentive. ten thousand dollars ($10,000) will be paid following the start of employment. five thousand ($5,000) will be paid upon upon successful completion of the field training program (FTO). Five thousand ($5,000) will be paid upon successful completion of their probationary period. Five thousand ($5,000) will be paid upon successful completion of their second year of service. Lateral custody officers are only eligible to participate in the incentive program once. Essential Functions Includes but is not limited to such essential functions as listed below: * Books prisoners that are brought into the jail facility using supplied computer equipment. * Fingerprints, photographs and searches prisoners. * Maintains jail security, insuring that prisoners are properly cared for and supervised. Issues clothing and personal care items. Responsible for feeding prisoners, supervising work details and insuring that their medical needs are met. Monitors prisoner physical and mental health. * Serves as security for the court; monitors and searches entrants as appropriate, maintains court conduct rules and removes participants if required. * Releases prisoners from custody when told to do so by the proper authority. * Supervises trustees assigned to cleaning the jail, police station, yard area, and any other work project performed by inmates. * Transports prisoners to and from court and other jail facilities in the surrounding area. * Arranges with state and adjacent counties for transport of prisoners by other agencies and completes necessary documents for prisoner transfers. * Maintains proper security of all records stored in the jail. * Communicates court dates to prisoners. * Completes fingerprint requests made by the public. * Maintains equipment used in day-to-day work and jail operations. * Responds to internal alarms at the municipal court and front desk. * Serves warrants and takes into custody persons who have warrants issued against them; maintains a current warrant file. * Completes the reports and forms necessary to insure the proper accountability of evidence property including stolen, retrieved and confiscated property. Prepares forms necessary to return property to rightful owners, disposal or for police auction via the property rooms. * Orders and maintains jail supplies and food for prisoners. * Maintains files of fingerprint cards, inmate health records, and other prisoner records. * Assists with work at the counter by answering questions and providing information over the phone and in person. Accepts incident reports at the counter and accepts bail money. * Maintains correct records in the computer for each prisoner for billing, UCR, or other statistics as needed. * Other duties as assigned. * Maintains regular attendance. Minimum Qualifications * Successful completion of the Washington State Criminal Justice Training Commission Corrections Officer's Academy or an equivalent out-of-state course. Job Duties * Oversee all activities of jail residents, including recreation, distribution of meals, mail, commissary requests, educational classes, visitation time, professional visits, social workers, and other authorized activities. * Enforce rules and guidelines while managing jail resident behavior, in accordance with jail policies and procedures. * Ensure and maintain the safe, secure, humane custody of jail residents, adhering to constitutional obligations including access to legal counsel, medical and mental health services as required. * Relay approved information concerning jail residents to relatives, attorneys, probation and police officers, and others. * Use appropriate physical defensive interventions and restraint techniques to maintain custody and control, up to and including deadly force, in accordance with local, state, and federal law; achieve and maintain proficiency in application and use of defensive interventions and physical agility. * Participate in required trainings in defensive tactics, electronic control devices, pepper spray, and other emergency and safety equipment. * Ability to perform under high stress when confronted with emergent, critical, or dangerous situations; handle multiple activities simultaneously; exercise sound judgment under stressful circumstances in which working with speed and sustained attention are critical to the job. * Summon medical attention for jail residents and render emergency first aid and CPR. * Receive, book and release jail residents according to policies and procedures, assisting with entering personal data on required databases, logs, and files, as well as checking for outstanding warrants. * Operate control room and/or central surveillance, monitor close circuit television (CCTV) cameras, control access and egress within jails, security and alarms systems, communication & radio traffic, and other electronic screening devices. * Coordinate with courts to ensure jail residents appear as required. * Write detailed reports concerning any recommendation, problem, observation or emergency situations or occurrences within the jail, according to DAJD policy and training, or when directed by supervisors. * Provide excellent customer services, including professional and respectful behavior at all times. * Ensure confidentiality is upheld to the highest ethical standard. * Demonstrate excellent verbal and written communication skills. * Inspect facility jail residents, visitors, and packages delivered to the facility. * Conduct searches related to safety and security to include, but not limited to vehicles, facilities, property and person for contraband, health hazards, safety, and security violations. Protects the public, gathers and preserves evidence, and takes statements concerning crimes occurring on the Nooksack Reservation and Trust land. Interviews persons with complaints and makes proper disposition or directs them to the proper authorities. Practice officer safety skills to ensure the safety of self and others. Handcuff and search arrested persons and secure their custody. Transports arrested persons to court, jail, hospital, and convicted persons to institutions out of the county and out of state as necessary. Accurately complete necessary reports concerning crimes, circumstances of arrest, gathering of evidence, and personal information of witnesses and victims. Follows up on cases resulting in offender apprehension and property recovery. Coordinates crime scene control and investigation, including interviews and interrogations, identification of witnesses, photographing, and overseeing collection and preservation of physical evidence. Maintains the chain of evidence by properly marking, tagging, and storing in accordance with established rules of evidence and department procedures. Assist citizens by giving information on laws, ordinances, and directions to other authorities or agencies when appropriate. Aid persons who are injured or in distress. Assist other Tribal departments to fulfill their responsibilities by sharing non-confidential information and taking enforcement actions as necessary. Investigate family disputes and reports of maltreatment of children, takes suspects into custody as needed, and or refer them to the appropriate authorities. Gather and preserve evidence; ensure evidence is properly maintained for use in court. Testify in court concerning their observations, decisions, actions, arrests, and child placements. All other necessary law enforcement or emergency service duties as assigned by department supervisors. PREFERENCE: Indian Preference Policy applies to this and all positions with the Nooksack Indian Tribe. MINIMUM QUALIFICATIONS The following qualifications are required for the incumbent to have, in order to be considered for the position. REQUIRED EDUCATION, EXPERIENCE, AND TRAINING FOR THE POSITION: High School Diploma or General Education Degree. Must be a graduate of a Certified Police Academy, with at least one (1) year of service. REQUIRED SKILLS/KNOWLEDGE/ABILITIES POSITION: Knowledge of the principles and practices of modern police administration and methods. Must have the ability to analyze situations quickly and objectively. Determines the appropriate course of action to take in an emergency. Understand and carry out written and oral instructions and prepare clear and comprehensive written reports. Ability to assure that absolute confidentiality is maintained as required and sensitive information is handled appropriately. Ability to operate a law enforcement vehicle during both day and night; in emergency situations involving speeds in excess of posted limits, in congested traffic, and in unsafe road conditions caused by factors such as fog, smoke, rain, ice, and snow. Ability to memorize and recall details such as names, faces, incidents, and identification of objects. Testify credibly, accurately, and without bias in court and other proceedings. Ability to listen attentively and communicate effectively, both orally and in writing, in clear, concise language appropriate for the purpose of the parties addressed. Read and write in the English language. Use tact, discretion, respect, and courtesy to gain the cooperation of others. Establish and maintain effective working relationships and rapport with suspects, witnesses, and victims of crime, co-workers, supervisors, and volunteers, representatives of other agencies and businesses, other departments, officials and diverse members of the public. Ability to read, understand, interpret and apply appropriately the terminology, instructions, policies, procedures, legal requirements, and regulations pertinent to the area of assignment. Ability to proficiently operate office and other equipment that is standard to the area of assignment, such as computers, communication devices protective and emergency equipment. Must be willing and able to work variable shifts to include weekends and holidays (days/nights). Must be able to communicate in English (write/read/speak). Must work well under stressful situations, while tactful and respectful of others. REQUIRED CONDITIONS OF EMPLOYMENT: Must be 21 years of age. Must pass Criminal Justice Employee Background Investigation Psychological Exam Polygraph Exam Pre-Employment and Random Drug Testing Medical Exam (Initial and Maintain throughout employment) Driver's history check (Initial and annually) Oral Board Examination. Must have no felony convictions or misdemeanors involving firearms and/or felonious assault, theft, or excess use of alcohol or other drugs. Must be able to swim. Frequently required to crawl, kneel, sit, swim, walk, and run. Must have the ability to lift 50 lbs., from ground level to chest level. Ability to safely operate a patrol vehicle in daylight or after hours of darkness and in all types of weather conditions. Apply total body strength to safely affect a forcible arrest, carry and operate necessary equipment, and provide emergency rescue assistance when needed. May be required to walk, while carrying moderate loads, for extended periods of time. Vision requirements to include natural or corrected 20/20 - 20/30 for surveillance and patrolling, close vision, distance vision, peripheral vision, depth perceptions, and ability to adjust focus.
