Paragon Professional Services is seeking Transportation Officers for Armed Ground Transportation Services for the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) in New Jersey. Candidate will assume full time status at a salary of $37.15 per hour.

Essential Duties & Responsibilities
The following duties outline the primary responsibilities associated with this position. This list is not exhaustive, and additional tasks may be assigned as needed.
Perform transportation duties in accordance with PBNDS Standards and Training.
Document all detainee transports, ensuring the safety of detainee records and possessions at all times. Provide trip documentation to the Transportation Coordinator promptly.
Inform the Operations Supervisor, Transportation Coordinator, and/or Project Manager of any route changes.
Obtain all necessary detainee documentation from the transferring facility/agency before departure.
Maintain organized vehicle maintenance and service records in designated binders.
Report any safety-related transportation issues immediately, completing a vehicle repair order for the Fleet Management Supervisor.
Conduct pre-trip vehicle inspections on your assigned vehicle before leaving the hub.
Ensure all required equipment is present in your assigned vehicle, including first aid kits, insurance cards, flares, and security devices (refer to the vehicle equipment list).
Arrive for work at the scheduled time assigned by the Operations Supervisor.
If stationed at a guard post, such as a hospital, adhere to Post Orders and hospital protocols.
Carry your guard card, weapons permit, ICE ID, Company ID, and medical card (if applicable) at all times.
Complete a post-vehicle check at the end of your assignment.
Submit any gas receipts to the Fleet Management Supervisor.
Report any accidents, incidents, or injuries related to transportation duties, completing any required incident reports before departure.
Complete a Record of Presence (ROP), equipment, and key sign-in/out sheets, along with all necessary daily paperwork.
Maintain a valid Armed Guard/Firearms permit to perform transport duties. This includes passing periodic firearms recertification; failure to do so may result in reassignment.
The Contractor will certify proficiency quarterly. Training will cover Use of Force, Tactics, Weapon Safety, and Range Qualifications.
All Armed Officers must recertify with their duty handgun according to Federal contract or state requirements, achieving a minimum score of 200 (80%) out of 250 points while demonstrating safe weapon handling.
Be prepared for rotating shifts, as this is a 24/7 contract.

* Possess a current valid driver's license. Must be REAL ID compliant.

* Carry and use a firearm. Maintaining firearm proficiency is mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon, or your conviction was expunged or set aside.
* Candidates are required to complete an intensive 13-week training at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA, followed by specialized 18-week training at the James J. Rowley Training Center in Laurel, MD. Failure to pass the training program may result in separation from the Secret Service.
* Sign a mobility agreement stating your willingness to accept assignments anywhere within the United States and overseas.
* Certify that you have registered with the Selective Service System or are exempt from having to do so, if you are a male applicant born after December 31, 1959.
* Must have uncorrected vision of at least 20/100, correctable to 20/20 in each eye. LASIK, ALK, RK, and PRK surgeries are acceptable if required post-surgery visual tests are passed: Lasik (3 months), PRK (6 months), ALK/RK (1 year) waiting periods apply.
* Hearing loss, as measured by an audiometer, must not exceed 25 decibels (A.S.A. or equivalent I.S.O.) in either ear in the 500,1000 and 2000Hz ranges.
Qualifications
As a condition of employment for accepting this position, you may be required to serve a 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. You are minimally qualified for the GL-07 Level (starting base salary $48,854) if you possess one of the following:

* Have at least one full year of graduate level education (i.e. 18 semester hours); OR
* Have at least one year of specialized experience equivalent to the GL-5 level. Specialized experience is defined as, experience writing non-technical reports, drafting responses to requests for information, and writing brief, informative or routine reports; gathering information, analyzing it and summarizing the results of your findings; taking responsibility for own actions to meet deadlines; presenting specific, pre-determined information at meetings, conferences, or seminars as a representative of a work or academic group; OR
* A combination of specialized experience, as described above, and related graduate level education.
You are minimally qualified for the GL-09 Level (starting base salary $54,485) if you possess one of the following:
* A master's or equivalent graduate degree (such as LL.B. or J.D.) or two full years of progressively higher graduate education, in a related field, leading to such a degree from an accredited college or university; OR
* Have at least 1 year of specialized experience equivalent to the GL-7 level such as experience applying law enforcement, protective, or investigative techniques in the performance of job duties; identifying problem areas and proposing and implementing solutions; taking responsibility for own actions and those of team members to ensure the goals and deadlines for the team are met; and leading meetings or seminars on behalf of a professional or academic group; setting work priorities and allocating resources; partnering with other individuals from within and outside the organization; OR
* A combination of specialized experience, as described above, and related graduate level education, beyond the first full year of graduate level study.
You are minimally qualified for the GS-11 Level (Starting base salary $63,795) if you possess one of the following:
* Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M.; OR
* Have at least 1 year of specialized experience equivalent to the GL-9 level such as experience in, or related to planning and conducting complex criminal investigations to determine violations of Federal laws and regulations; collecting and assembling facts to identify logical conclusion; gathering, analyzing, and evaluating evidence or data; conducting interviews and interrogations; making arrests; conducting searches and seizures; taking responsibility for own actions and those of team members to ensure the goals and deadlines for the team are met; partnering with or leveraging networks or relationships from outside the organization, experience managing complex projects including setting priorities and determining resource requirements; OR
* A combination of specialized experience, as described above, and related graduate level education beyond two full years of graduate level study.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). As part of the application process the applicant will be required to complete the United States Secret Service Applicant Physical Abilities Test (APAT). It is a physical fitness assessment which consists of four components (push-ups, sit-ups, Illinois Agility Run and a 1.5 Mile Run). The APAT is designed to measure the current level of general physical fitness of an applicant, which serves as an indicator of an applicant's ability to safely complete a vigorous physical training program. It evaluates the applicant's ability to perform the physical tasks required on the job by measuring muscular and dynamic strength, endurance, flexibility, aerobic capacity and other factors related to physical aptitude. General Medical Requirements: As determined by OPM the duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of fingers, wrist, elbows, shoulders, hips and knee joints is required. Arms, hands, legs and feet must function sufficiently in order for applicants to perform the duties satisfactorily.
Additional information
* Recruitment Incentive: Applicants may be eligible for a $40,000 recruitment incentive in accordance with regulatory requirements. The first installment of $15,000 will be paid following successful completion of Secret Service Criminal Investigator training. A second installment of $10,000 will be paid following one year of service post training and an acceptable performance rating. The final installment of $15,000 will be paid after a third year of service post training and an acceptable performance rating. Provision of these payments require the execution of a three-year Continued Service Agreement (CSA) with the agency. Newly hired employees who resign from the USSS prior to the expiration of the CSA will be required to repay the recruitment incentive. (NOTE: Eligibility is limited to "Newly appointed" Federal employees as defined by 5 CFR 575.102).
Applicants selected for this position will be required to sign a CSA before being assigned to an initial training class. The CSA will commit the applicant to a specified period of employment with the Secret Service upon the successful completion of training.
Applicants will be required to travel to all phases of the hiring process at their own expense. If a final job offer is extended, relocation expenses will not be authorized for first duty location.
The Secret Service prohibits employees from having visible body markings (including but not limited to tattoos, body art and branding) on the head, face, neck, hand and fingers (any area below the wrist bone) (exception a single conservative and unobtrusive tattoo in the form of a ring is authorized on one finger).

SUMMARY OF DUTIES
The Special Agent in Charge (SAC) is responsible for the daily investigative operations and staffs of one of three field/regional offices (East, Central or West). These offices carry out criminal, civil, and administrative investigations of the Amtrak Office of Inspector General.
ESSENTIAL FUNCTIONS
The SAC is responsible and accountable for the investigative program and operations of the assigned office:
* Provides management, oversight and leadership to the investigative teams to keep projects on track and ensure accurate and timely work in the process. Provides leadership in both investigative matters as well as administrative programs.
* Provides vision, direction, and focus to align investigative work to accomplish the Inspector General's strategic goals by supervising multiple, high risk/impact, or sensitive investigations, ensuring soundness, legality and integrity of investigations and the effective utilization of assigned staff and resources.
* Provides context to subordinates in terms of Amtrak and IG strategic plans and objectives and ensures that the organization develops tactical plans in concert with the overall strategic mission of the organization.
* Provides assistance and executive leadership in developing and executing new and independent programs designed to prevent criminal corruption and other serious irregularities which can lead to fraud and abuse in the programs and operations of Amtrak.
* Provides advice and assistance to Federal and state prosecutors during investigations and prosecutions, including testifying in court if necessary.
* Maintains cooperative relationships with Amtrak and with other law enforcement agencies (local/state/Federal) on investigative matters of mutual concern.
* Recruits, trains, mentors and leads a multi-disciplined staff and ensures that the human capital needs of the OIG are met.
* Maintains an awareness of trends in both investigative matters as well as Amtrak operations to provide insight to subordinates and to contribute to the strategic plan for Investigations as well as for the Office of the Inspector General.

MINIMUM REQUIREMENTS:
* Must have satisfactorily completed the Basic and Advanced Criminal Investigator Course at the Federal Law Enforcement Training Center in Glynco, Georgia or an equivalent Criminal Investigative course.
* Must have successfully completed firearms training and maintain qualifications to carry and use firearms.
* Bachelor's Degree in Business Administration, Criminal Justice or other related field, or equivalent combination of education, training and work experience.
* Must have 10 or more years of criminal investigative experience.

COMPENSATION:
The hiring salary range the Special Agent in Charge is $193,700 - $261,500. This is the starting salary range and does not reflect the full salary range of the position. • Provide armed escorts of inmates traveling to, during and from off-site medical visits within Philadelphia County.
• The secure custody of all inmates during medical appointments.
• Furnishing the necessary personnel to provide for the protection and safekeeping of those inmates.
• Secure custody always requires physical control of the inmate. The physical control of the inmates by the contractor shall be sufficient to prevent escape.

**Responsibilities and Qualifications**
This job contributes to REI's success by mitigating and reducing shrink (including theft and fraud by customers and employees) and increasing physical security for people and products in a number of specified retail stores and company events. Among the activities the incumbent performs are: (i) conducting Asset Protection training of store management and staff; (ii) conducting investigations when theft or fraud by customers or employees is suspected; and (iii) in consultation with the HQ Asset Protection department, making recommendations or taking action to address shrink and physical security. Models and acts in accordance with REI's guiding values and mission.

· Develops and compiles documentation related to comprehensive investigations into a variety of risk or loss situations within the retail store.
· Coordinates law enforcement activity and compiles case files for prosecuting attorneys; works closely with law enforcement and prosecuting attorneys monitoring progress and providing additional information and data in support of law enforcement investigations and cases.
· Detain shoplifters and recover stolen merchandise.
· When requested by HQ Asset Protection or the Legal Department, represents REI in court.
· Monitors and assesses physical security of assigned retail stores and works with HQ Asset Protection on any issues of security.
· Administers Asset Protection training program for stores to build Asset Protection capacity and expertise among store management and staff.
· Support market stores with Asset Protection services, when directed by HQ Asset Protection.
· Adheres to REI's and HQ Asset Protection's policies and procedures and ensures that such policies and procedures are implemented throughout the store.
· Collaborates with HQ Asset Protection and the store managers to establish and deepen the understanding and support of in-store Asset Protection activities.
· Participates in periodic training and subject matter updates provided by HQ Asset Protection.
· Provides evaluations of store specific Asset Protection strengths and opportunities.
· Provides consistent reporting to Field Asset Protection leadership on opportunities and ideas for enhancement of Asset Protection activities and outcomes in the stores.
