Description and Functions Open Until Filled GENERAL DESCRIPTION: The Wyoming Department of Corrections is committed to public safety, high correctional standards, and a safe, supportive working environment for our employees. We are now seeking CorrectionalOfficers for the Wyoming State Penitentiary in Rawlins, Wyoming. The Wyoming State Penitentiary (WSP) is a high-custody facility for the general population and administrative segregation housing. This position is essential for maintaining the institution's safety and security and is considered a Law Enforcement position, receiving the 20-year retirement and state benefits package. ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
To maintain institutional safety standards, the position requires the following:
* Enforcement of rules and regulations.
* Responding to post orders of varied assigned posts.
* Supervising inmates in the performance of various jobs; modeling appropriate, pro-social behavior.
* Assisting in a variety of searches, including checking for contraband items.
* Observing daily inmate living, programming, work areas, and the perimeter fence line, reporting security violations.
* Conducting daily scheduled counts of inmates.
* Assuming duties of housing control centers, central control centers, and inmate living areas, monitoring inmate movements.
* Becoming familiar with inmate names and characteristics for easier identification of inmate movements and infractions.
* Assisting in restraining unruly inmates, utilizing the minimum amount of force required.
* Assisting in transporting inmates within and off the institution's boundaries, including inter- and intra-state predetermined destinations.
* Assisting in processing newly incarcerated inmates or the appropriate out-processing of released inmates.
* Attending required training to perform duties at an acceptable level.

* Driver's License: Possess a valid, current, State driver's license or be able to obtain prior to entrance on duty.
* Prior experience as a Law Enforcement Officer (LEO): Incumbent must have prior experience as a Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States.

Qualifications
You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: (1). Carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses, (2) Assisting with planning, implementing, or overseeing the law enforcement program. (3) Preparing/analyzing investigation reports by collecting evidence, witness statements, and other pertinent correspondence. (4) Collaborating with other law enforcement agencies, management and specialists to implement resource protection and law enforcement.
* OR-Education: Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university in a directly related field that provided the knowledge, skills, and abilities to do the work of the position. e.g., law enforcement, police administration, criminology, or criminal justice. NOTE: You must submit a copy of your college transcript to support this response.
* OR-Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. This is a primary law enforcement position under the special retirement provisions of 5 U.S.C. 8336 (c) (CSRS) and 5 U.S.C. 8412(d) (FERS). The position is subject to maximum entry age (MEA) requirements. The maximum entry-age for this position shall not exceed age 37 unless you have sufficient prior Federal civilian law enforcement experience or you are a preference eligible veteran. If you are a preference eligible veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement. Failure to provide this documentation with your application will result in loss of eligibility to receive a waiver of the maximum entry age requirement. If over the MEA and you are not a veteran, proof of prior covered service must be submitted prior to employment. Acceptable proof consists of SF- 50s showing beginning and ending dates of covered/creditable appointments and copies of approved letters based on individual claims.
Firearm Requirement: This position authorizes you to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, U.5.C., Section 922(g)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense.
Must successfully complete 40 hours of in-service training annually.
Must maintain a delegation of law enforcement authority.
All Law Enforcement Rangers who are new to the BLM are required to complete the introduction to Resource Protection Training Program within their first two years of assignment.
All Law Enforcement Rangers will complete the Basic Law Enforcement School (with emphasis on natural resources law enforcement) at the FLETC or an approved equivalent law enforcement training school before they are delegated law enforcement authority. This training must be completed within the first 12 months of appointment. Successful completion of the BLM's Field Training and Evaluation Program (FTEP) must occur within one year of receiving delegation of law enforcement authority. Failure to complete the FTEP will result in the loss of law enforcement delegation and/or termination of employment.
Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
The requirements listed below are representative the knowledge, skills and abilities required to satisfactorily perform the essential duties and responsibilities.
* Possess a high school diploma or G.E.D.
* One (1) to three (3) years of post-high school training in security operations or emergency services operations
* Preferred: Within these years of experience, one (1) to three (3) years of previous position-specific work experience at a public institution
* To be age 21 at the time of hire as required by local ordinance and state law to effectively enforce College policy concerning alcoholic beverages on College property.
* Pass a pre-employment physical
* Pass a pre-employment background check
* Possess a valid driver's license
* Maintain an acceptable driving record in compliance with College's requirements
Knowledge of:
* Principles and practices of Security, Safety, and Loss Prevention Operations
* Microsoft Office Programs, e.g. Word, Excel, etc.
* Best practices of physical security and asset protection.
* College guidelines, regulations and policies.
* Local ordinances, state and federals laws common to incidents experienced on campus.
* College emergency management procedures and has an awareness level of the principles of the National Incident Management System.

This position has two openings. This position is part time, non benefited and is limited to 80 hours per month.
