Responsibilities

The TA & MM Cost Engineering team is responsible for cost estimation, cost control and benchmarking of Turnarounds and Major Maintenance. TA's are typically grouped in an event by multiple consequential production units, taken down for major maintenance, with the inspection and repair period typically lasting some 6 weeks. In general, TA events at Pernis are held during Spring and Fall of each year. Requires 5+yrs of experience.

The TA & MM Cost Engineer is responsible for:

Delivers both the Type 3 bottom up estimate as well as the final estimate.

Earned Value / Value Of Work Done is to be reported on a monthly basis in line with finance reporting requirements governing the different budget types (OPEX, CAPEX).

Latest Estimates are generally reported on a monthly basis and weekly during Turnaround execution. Here both the direct scope is reported as well as Turnaround team managed scope for different stakeholders.

Take responsibility for financial closure of projects, including Final Cost Settlement reports for main contractors and filing within standards.

Maintain the cost impact of the change log in close cooperation with the lead planner and increase Purchase Orders accordingly if required.

Provide guidance for cost sharing between different budget holders (pro-ratable cost). Provide cost transfers as per agreements to ensure budget availability for the project.

Provide input for Investment Proposals, ensure budget is released accordingly and ensure liquidity throughout all phases of the Turnaround.

Delivery performance indicators (KPIs) in line with standards.

Perform ad hoc problem solving and analytical requests from internal and external stakeholders.

Strong prioritization skills, flexibility and client centered focus are essential. It is expected to simultaneously manage different projects and cooperate with different teams. The work location is generally at the execution team, which is considered a high intensity work environment.

Closely collaborate with contractors to ensure procurement is per agreements. Provide information to the contractors as needed and receive credible forecasts, which serve as input for the Latest Estimate. This entails the whole process from requisition, purchase order up to final settlement. Cost impact of scope changes, variations and claims are to be managed accordingly. This is to be done in close consultation with Contracts & Procurement as well as the Contract Management Team.

Accountable for project cost forecasting ensuring it is timely and accurate across a large portfolio of capital projects. Accountable for set up of new projects, including reviewing AFE's for accuracy, validation of ownership and cost allocation, forecasting, etc. Maintain cost control for all project-related activities in strict adherence to the approved project budget.
Job Responsibilities:


Maintain project cost control for all project-related activities in strict adherence to the approved project budget. Work closely with planning and scheduling SME to deliver balance between cost and schedule aspect of project and portfolio management Lead the development of the budget forecasts and cost tracking, estimates to complete, and cost trend reports. Work directly with the Project Controls team to report weekly and monthly financial status of projects assigned. Maintain financial reports on the individual components of a project and provide summary reports combining the details of each component into one consolidated report. Provide necessary cost engineering support and expert advice to the Director and/or Manager of Project Controls, including monitoring, trending, and reporting capital project cost performance Monitor, control and analyze the project cost information, identify variances and bring these to the attention of the Project Controls Director/Manager with possible alternatives Lead project meetings and coordinate with team members track cost management issues with focus on tracking cost forecast, risk analysis, contract allowances, contingency, and schedule of values. Forecast and continually track variable project costs from budget creation to closeout of project Support the development of the project Work Breakdown Structure (WBS) from the cost estimate Responsible for working with vendors on various financial issues related to cost. Communicate promptly and effectively to daily requests for information. This will include research and gathering information through communications with Project Management, Construction Management, and Contractor staff. Occasional project site visits to project where costs are being reported.



Required Qualifications - Education, Skills & Experience:

At least 8 years of related experience. Bachelor's degree in a related field or equivalent experience. Master's or MBA degree typically preferred.


Preferred Qualifications - Education, Skills & Experience:


Bachelor's Degree in Business, Project Management, Finance, Engineering, Construction Management Total of at least ten years' experience with at least two of the following areas: Cost Engineering, Cost Estimating, planning, scheduling, estimating Demonstrated experience in cost engineering of larger projects (>$50 Million) during development and execution. Demonstrated experience with controls and estimating and knowledge for merging these together for success of the project. Understanding of engineering processes and drawings, quantity determinations, and financial records Functional knowledge of accounting, financial accounting Familiar with commercial terms/conditions and knowledge of cost tracking and forecasting methods and practices Portfolio management level cost controls Previous experience working in the refining or petro-chemical industry Ability and willingness to travel as needed
