Provide leadership of various financial analysis, cost analysis, data gathering, and data analytics. Create cost estimates, studies, analyses, and evaluations, at all levels of project development. Analyze drawings, specifications, proposals, and other documentation to prepare time, cost, and labor estimate for projects that communicate client's project and strategic goals. Solicit subcontractor and/or vendor quotes, and evaluate them for scope and qualifications. Perform quantity take-off in a manner and level of detail consistent with the project goals. Lead meetings with subcontractors to develop complete scopes and discuss strategy. Perform risk and contract management responsibilities, as required on bids. Review total estimate to ensure accuracy and completeness prior to formal quotation. Monitor comparison of estimated costs to actual costs. Input estimate data into appropriate software. Ensure that a quality product is presented to the client through adherence to the company's QA/QC procedures. Communicate effectively through clear and concise means appropriate to the project's goals (verbal, written, and graphics). SPA has an immediate or near term need for a Cost Estimator to provide support to the Air Force Weather Systems Division, which is within the USAF Digital Directorate and located at Hanscom AFB, MA.
This position has been approved for 100% remote work.
As a cost estimator on our team, you will be responsible for routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation; assisting in development of and analyze cost and schedule risk-adjusted Life Cycle Cost Estimations (LCCEs), Independent Government Cost Estimates (IGCEs), Business Case Analyses (BCAs), Analysis of Alternatives (AoAs), program office estimates, and other standard cost analyses. You will develop presentations and brief executive leadership on program cost positions, impact of budget changes on supported programs, and other cost issues;
THe Cost Estimator will provide financial management expertise in coordination with PEO/Division/Branch/program financial analysts to identify issues, resolve issues and make sound and timely recommendations. You will also use cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system to determine the appropriate phase of the budgetary cycle (planning, programming, justification, execution, etc.) for initiating new programs. You will analyze contractor financial data using EVM measures of merit to determine program viability with respect cost and schedule performance by using analytical processes, such as: setting up the problem; conducting background research; collecting and reducing data; displaying data for analysis; formulating mathematical expressions; and drawing conclusions.
